ROHNERT PARK CITY COUNCIL MINUTES
September 8 , 1971
The council of the City of Rohnert Park met this date in
adjourned regular session commencing at 8:25 p.m. in the
City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor
Hopkins presiding.
Mayor Hopkins called the meeting of the adjourned regular
session to order at approximately 8:25 p.m. The meeting
was scheduled to commence at 8:00 p.m. but a quorum of the
Council was not present until 8:25 p.m.
Present: (3) '- Councilmen Roberts, Smith and Hopkins
Absent: (2) Councilmen Buchanan and Rogers
Staff and Others Present:: City Manager Callinan, Architect
Lawrence Simons, Mrs. Simons, Bob Goetzinger, Correspon-
dent with the Petaluma Argus - Courier Newspaper.
Project No. 1968 -1a _City rlanager Callinan reminded the Council that it had
awarded the contract for the construction of Project No.
1968 -1a and also the sale of the bonds at the September 7th
City Council meeting. He further reported that a check from
the City of Cotati in the amount of $25,494 had been receive,
today as that city's contribution to the project. He then
presented a bill from Project Engineer Hudis for the project
in the amount of $20,418.65.
Upon motion by Councilman Smith, seconded by Councilman
Roberts, and unanimously approved, Project Engineer Hudis'
bills dated September 8, 1971 for Project No. 1968 -1a in the
amount of $20,418.65 was approved for payment.
New City Office City Manager Callinan reviewed the progress to date on the
Building new city office building project, reported on meetings with
the City Council Building Committee comprised of Councilmen
Buchanan and Hopkins, and with representatives of the Cotati
School District and discussions with Norman Spivock con-
cerning the acquisition of a piece of his land on Commerce
Blvd. for the building. Mr. Callinan distributed to each
member of the Council, copies of his August 5, 1971 letter
to Mr. Norman Spivock and Per. Spivock's reply dated August
13, 1971. He also distributed to each Councilman present
a copy of the "Design Program for Rohnert Park City Hall"
which was prepared by Mr. Simons. In addition, he distribut-
ed copies of a letter dated June 4, 1971 from Architect
Lawrence Simons to City Manager Callinan, with a copy of a
proposed agreement for Mr. Simon's architectural services.
Architect Lawrence Simons then reviewed the program which
was developed for the building after consultation with staff
members. He also reviewed the proposed layout and then made
a slide presentation with pictures of a model of the propose('

building, the model also being present for review. He pre -
sented a construction cost estimate.
Upon .conclusion of Architect Simons' presentation the Coun-
cil had a discussion concerning the proposed project cover -
ing such items as layout, cost of the project,- possible
methods of financing, and how to proceed. Upon conclusion
of the discussion, it was.generally agreed that formal
action on Mr. Simons,' contract and any additional action
on the bulding. should be deferred until the next regular,
meeting of the City Council when it was hoped that the full
Council would be present. Mayor Hopkins then requested that
the matter be scheduled for the September 20th meeting.with
an allowance of 30 - 45 minutes on the agenda for the matter.
Adjournment The meeting was adjourned at 9:20 p.m.
