September 23, 1971
The Council of the City of Rohnert Park met this date in
Special Session commencing at 7:30 p.m. in the City Offices
at 435 Southwest Boulevard, Rohnert Park, with Mayor Hopkins
presiding.
Call to Order Mayor Hopkins called the meeting to order at 7:30 p.m. and
led the pledge of allegiance
Roll Call Present: (4) Councilman Buchanan, Roberts, Rogers and
Mayor Hopkins
Absent: (1) Councilman Smith
Staff Present: City Manager Callinan, Deputy City Attorney
Mawson, Engineer Hudis, and Supt. of Public
Works Wiggins
Others Present: Mr. Clint Mosher of The Clarion; Mr. Bob
Goetzinger of the Argus - Courier; and Mr.
Everett Giffin.
Snyder Lane Water Discussion was held concerning the water main required to
Mains - Project be constructed in Snyder Lane from Well No. 6 north to
1971 -3 Hinebaugh Creek in order to provide service to Mr. Giffin's
Los Companeros Mobile Home Park. Discussion was held con-
cerning the alternate ways to have said main installed i.e.
by the city or by the developer. It was generally agreed
that the most expedient method would be for Mr. Giffin's
firm, C. & G. Development Co., to have it installed by
Argonaut Constructors and then have the city purchase the
water line from Mr. Giffin's firm.
Resolution No. 71 -124 RESOLUTION APPROVING AGREEMENT WITH C & G DEVELOPMENT
COMPANY (Snyder Lane Water Main)
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan, Resolution No. 71 -124 was adopted by the follow-
ing roll call vote:
AYES: (4) Councilmen Buchanan, Roberts, Rogers & Hopkins
NOES: (0) None
ABSENT: (1) Councilman Smith
Garbage Service City Manager Callinan brought to the Council's attention a
letter dated September 21, 1971 from the Executive Office
of the President, Office of Emergency Preparedness, to ._
Deputy City Attorney Mawson, in which the Federal Govern-
ment states that in its opinion the rate increase for gar -
bage collection service put into effect September 1 for un-
limited service violates the President's Executive Order
c oncerning the recent wage and price freeze. Mr. Callinan
and Mr. Mawson indicated that appropriate credits would be
given to the city's customers on the next billing.

City Manager's City Manager Callinan indicated that he might be taking a
Vacation day or so off in the next week or so for vacation and that
if he does during his absence Supt. of Public Works Wiggins
would act as City Manager Pro -- Tempore.
Supervisorial At the request of Mayor Hopkins, City Manager Callinan brief-
Districts ed the Council on information received from the Sonoma County
Planning Department concerning the revision in the County
Supervisorial Districts, which has been approved by the-Board
of Supervisors' and passed to the state for action. Said
revision as explained by City Manager Callinan takes the
area of Subdivision 1A and places it in Supervisor Theilleros
3rd District with the balance of the populated area in
Rohnert Park being.reta�ined in Supervisor Joergeros 2nd
District and the northern part of the city being in Super-
visor Nordykec,s 5th District.'`
Adjournment There being no further business, the meeting was adjourned
at approximately 7:50 p.m.
