1970/07/28 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 28, 1970 The Council of the City of Rohnert Park met this date in adjourned session at 7 :30 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park with Vice Mayor Hopkins presiding. Call to Order Vice Mayor Hopkins called the meeting of the adjourned ses- sion to order at approximately 7:35 p.m. Roll Call Present: (3) Councilmen Roberts, Rogers and Hopkins Absents (2) Councilmen Buchanan and Smith Staff Present: City Manager Callinan, City Attorney Maxwell, and Supt. of Public Works Wiggins Annexation No. 6 City Manager Callinan advised that the public hearing on Annexation No. 6 had been continued to this date in order that Mr. Rohnert and Mr. Golis could be present to discuss the annexation with the Council. Vice Mayor Hopkins declared the public hearing continued from July 20th open on Annexation No. 6. Mr. Paul Golis was recognized and commented on the proposed annexation agreement and possible changes in the boundaries of the proposed regional park. He then read from a pre- pared statement, a copy of which is attached to the origin- al of these minutes. Discussion followed with Mr. Golis and Mr. Fred Rohnert participating. Mr. Golis requested that future annexations to the city be made only when the owner of property proposed for annexation contributes to the city in proportion to what property owners in the city have contributed. City Attorney Maxwell suggested that he and City Manager Callinan draft a policy statement regard- ing, future annexations and have it ready for consideration at the August 3rd meeting. There being no one else desiring to be heard, Vice Mayor Hopkins declared the public hearing closed on Annexation No. 6. Resolution No. RESOLUTION DETERMINING THAT A MAJORITY PROTEST HAS NOT BEEN 70 -104 MADE ( Rohnert Park Annexation No. 6) City Attorney Maxwell summarized the resolution. Upon motion of Councilman Rogers, seconded by Councilman Roberts, and approved by the following roll call vote, the reading of Resolution No. 70 -104 was waived and said resolu- tion was adopted: Page 2. July 28, 1970 AYES: (3) Councilmen Roberts, Rogers and Hopkins NOES: (0) None ABSENT: (2) Councilmen Buchanan and Smith Ordinance No. 131 APPROVING THE ANNEXATION OF CERTAIN KILIP iABI'TED TERRITORY (Annexation No. 6) City Attorney Maxwell summarized the ordinance. Upon motion of Councilman Rogers, seconded by Councilman Roberts, and approved by the following roll call vote, the reading of Ordinance No. 131 was waived and said ordinance was introduced: AYES: (3) Councilmen Roberts, Rogers and Hopkins NOES: (0) None ABSENT: (2) Councilmen Buchanan and Smith Resolution No. RESOIXTION AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES 70 -105 OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS. City Manager Callinan summarized the resolution. Upon motion of Councilman Roberts, seconded by Councilman Rogers and unanimously approved, Resolution No. 70 -105 was adopted. ° Telephone Cable City Manager Callinan reported on negotiations with Pacific Through Golf Course Telephone Company representatives concerning an easement for a telephone cable through the golf course. Discussion followed with Richard Brown and Frank Bellus of the tele- phone company and FtL-. Paul Golis participating. Staff was directed to obtain more information before taking action on the matter. Upon motion of Councilman Rogers, seconded by Councilman Roberts, and unanimously approved, Resolution No. 70 -106 was adopted. Colegio Vista City Manager Callinan reported that pursuant to an agree - Subdivision No. 2 ment between Young America Homes and Sonoma Campus Company, Southwest Boulevard Sonoma Campus Company had been contacted to reimburse the Water Main city $4,305 for a portion of the Southwest Boulevard hater Main. Discussion followed. Councilman Rogers made a motion to authorize staff to work out an agreement with Sonoma Campus Company to provide for Councilman Rogers Leaves Adjournment Page 3. July 28, 1970 reimbursement for Southwest Boulevard water main costs for the first 700 feet immediately east of the railroad with the understanding that no area south of Southwest Boule- vard would be provided with water service until reimburse- ment is made. Said motion was seconded by Councilman Roberts, and the following roll call vote was taken: AYES: (2) Councilmen Roberts and Rogers NOES: (0) None ABSTAIN: (1) Councilman Hopkins ABSENT: (2) Councilman Buchanan and Smith City Attorney Maxwell advised he would have to check the rules concerning voting to determine the outcome of the voting and will report back at the next regular meeting.
