1970/08/03 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES August 3, 1970 The Council of the City of Rohnert Park, met this date in regular session commencing at 7:00 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Smith presiding. Call to Order Mayor Smith called the meeting of the regular session to order at approximately 7:05 p.m. and led the pledge of allegiance. Roll Call Present: (4) Councilmen Hopkins, Roberts, Rogers, and Smith Late: (1) Councilman Buchanan, his time of arrival is specifi- cally noted in the minutes. Staff Present: City Manager Callinan, Supt. of Public Works Wiggins, Asst. to the City Manager Albright, Engineer Hudis, County Planner Wes Vail, and City Attorney Maxwell. Approval of Minutes Upon motion by Councilman Hopkins, seconded by Councilman Rogers, and unanimously approved, the minutes of July 7 were approved as corrected on page 2, and the minutes of July 20, 27, and 28 were approved as sub- mitted. Approval of Bills Upon motion of Councilman Rogers, seconded by Councilman Hopkins, and unanimously approved, the bills presented for approval were approved. Communications Communications per the attached outline were brought to the attention of the Council. No action was taken on any communication except as noted specifically in these minutes. ABAG Meeting Councilman Hopkins advised he had attended a recent meeting of the Association of Bay Area Governments and that the Regional Plan had been adopted. He initiated a discussion concerning ABAG. Councilman Buchanan's Councilman Buchanan arrived at this point in Arrival the meeting, the time being approximately 8:10 P.M. Bicycle Safety Councilman Hopkins reported an elderly man had been struck by a bicycle in the Shopping Center and urged that a bicycle safety progray, be initiated by the Public Safety Department. Page 2. August 3, 1970 Bike- OWRama Councilman Roberts commented favorably on the Bike -O -Rama to be held soon and asked if the police officers were speaking to youngsters when violations were observed such as two or three riding on a bike or when playing chicken with cars. City Manager Callinan advised he would follow up on this. Refuse Disposal Sites Mr. Donald B. Head, Sonoma County Director of Public Works gave a presentation relative to location of a county refuse disposal site. He reported that a detailed review of two sites had been made; one on Stony Point Road and one at the northeast corner of Meecham and Hammel Roads. A question and answer period and discussion followed Mr. Head's presentation. Upon motion of Councilman Buchanan, seconded by Councilman Rogers, and unanimously approve- the Council approved in concept the county's . studies to date relative to refuse disposal sites. Mr. Bob Roberts of Novato made a presentation to the Council on the proposed mobile home park. Mr. Paul Golis was recognized and supported the application. Page 3. August 3, 1970 Mr. George Scott, 1827 -- 11th Avenue, San Francisco, was recognized and spoke in favor of the mobile home park. Councilman Rogers asked if a mobile home could be moved from some other park to this one. Mr. Roberts answered yes, but as a practical matter it was not often done due to the high cost of moving a large mobile home. City Iianager Callinan read the recommended conditions for the mobile home park. Councilman Roberts asked what effect the condition relative to not allowing children in more than 300 of the units would have on the school districts and asked if the school districts had been consulted. Mr. Bob Roberts advised the school districts had not been contacted as yet and that the proposed 30% population of children was to satisfy a Federal requirement of non- descrimination on the basis of age, sex, race, etc. Mr. Maurice Fredericks, a trustee on the Cotati School District Board, was recognized and stated that the Cotati School District was aware of the mobile home development. Councilman Hopkins inquired of Mr. Roberts if they could perform within a year. Mr. Roberts assured the Council they could per- form in much less time, if necessary. Mayor Smith advised he was disappointed in the report Mr. Golis had presented to the Council at the last meeting regarding mobile home parks in that a 15 year obsolescence was referred to for mobile home parks. Mr. Roberts advised they would have a 40 year mortgage for their mobile home park. Mayor Smith initiated a discussion about wheels, tongues and similar equipment on the mobile homes. Mr. Roberts replied that items of this type would either be removed or covered.' He further advised that a rock treatment on the roofs of the mobile homes was planned as well as eliminating any structures on the roofs. There being no one further wishing to be heard, Mayor Smith declared the public hearings closed. Ordinance No. 132 Page 4. August 3, 1970 AN ORDINANCE AMENDING ORDINANCE NO. 63 (Zoning Map Change AP 143-390-10) Upon motion of Councilman Rogers, seconded by Councilman Buchanan, and unanimously approvec' by the following roll call vote, the reading of Ordinance No. 132 was waived and said ordinance was introduced-. AYES: (5) Councilmen Buchanan, Hopkins, Roberts, Rogers, and Smith NOES; (0) None Councilman Hopkins initiated a brief dis- cussion regarding time limits on zoning changes. C-1 Councilman Buchanan initiated a brief dis- cussion relative to banning structures of any type on the roofs of the mobile homes to be Located in the proposed mobile home park of Roberts 9 Aguirre. Upon motion of Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved the use permit application of Roberts & Aguirre for a mobile home park on a portion of AP No. 143-390-10 in accordance with the plan submitted and subject to the 18 recommended conditions attached hereto any the condition that no structures of any type shall be placed on roofs of mobile homes located in the park, was approved. Deer Meadow Village City Manager Callinan reviewed Council actior, File No. 0143 to da.te on the proposed Deer Meadow Village development and noted that FHA had required inclusion Of some recreational facilities which was the only change in the revised tentative map being presented for approval. Approval of the revised tentative map was recommended by City Manager Callinan, subject to the same conditions as previously applied. Vic Freeman of Western hosts was recognized and commented on the map and changes. Telephone Company Mr. Vance OJ_iveau, District Manager of Easement Through Pacific Telephone from Santa Rosa, was rec- Golf Course ognized and discussed the easement being requested through the golf course. He advised that the only engineering study made by his company had been of the route in the area of the golf course along the railroad. Discussion followed during which Mr. Oliveau advised that the golf course would be left in essentially the same condition as.before any work was done by the telephone company. Other telephone company representatives present and participating in the discussion were Mr. Dick Brown and Mr. William Rice. Mr. Bill Willingham, 7442 Belita, was recog- nized and asked the approximate cost of a line other than the one along the golf course. Fir. Oliveau replied there were no cost estimates available since the only route studied was the one along the golf course. More discussion followed with those men- tioned above and Mr. Paul Golis partici- pating. } Councilman Rogers made a motion that the Rohnert Park Golf Course Corporation be requested to grant the requested easement to Pacific Telephone Company with the con- dition that the City receive $3,000 con - * and to obtain an sideration for the easement.*` Said motion agreement with the was seconded by Councilman Buchanan, and telephone company approved by the following voice vote: which would protect the city's interest against damage to the golf course. City Manager Callinan advised that no written communications had been received. There being no one wishing to be heard Mayor Smith declared the public hearing closed. Resolution No. 70-107 A RESOLUTION CONFIRMING AMENDED ASSESSMENT (Project No. 19561. Assessment No. 8.248.2) City Manager Callinan summarized the resolu- tion. Upon motion of Councilman Rogers, seconded by Councilman Roberts, and unanimously approved, Resolution No. 70-107 was adopted. Annexation No. 6 City Manager Callinan reviewed the proceed- ings to date on Annexation No. 6 and advised that a draft of a proposed resolution declar- ing City Council policy regarding annexation had been prepared. City Manager— Callinan advised that copies of the draft of resolu- tion had been supplied to land developers and that replies had been received from Monroe Spivock, who had no objection to the resolu- tion as drafted, and Robert Hicks, who had no objection so long as anv lands annexed did not jeopardize plans for Mr. Stone's property. Mr. Paul Golis was recognized, but had no comment at this time since he had not heard from Mr. Rohnert concerning the proposed policy resolution. Action on Annexation No. 6 was deferred until the next meeting. Sonoma Campus Company Action on amending the subdivision agreement Subdivision Agreement with Sonoma Campus Company relative to reim- Amendment bursement for Southwest Blvd. water main was deferred until the next meeting. Page 7. August 3, 1970 Employee's Group City manager Callinan reviewed the matter of Insurance Changes making some changes in health and medical insurance coverage for city employees as well as the addition of some dental coverage. Mr. Thomas Feeney, insurance agent for the city, was present to explain the proposed changes in the insurance plan in detail and to answer questions of the Council regard- ing same. Upon motion of Councilman Hopkins, seconded by Councilman Roberts, and unanimously approved, the Council authorized revisions in the employee's health and medical insur- ance coverage provided by Crown Life Insur- ance as outlined by Mr. Feeney. (The revisions are to increase the unit value to $7.00; increase hospital daily room rate from $45 to $629 and increase maximum life time benefit to $15,000 from $10,000). The Council requested Mr. Feeney and City Manager Callinan to look into a more liberal plan for dental insurance coverage for employees than that suggested. Project No. 1969 -1 Engineer Hudis reported on Snyder Lane Snyder Lane Project No. 1969 -1 and suggested various ways in which the total cost of the project might be lowered. Discussion followed after which the Council decided to seek help from County Supervisor DeLong in obtaining some county participation in the project. Councilmen Rogers and Smith were requested to arrange a meeting with Supervisor DeLong. Project No. 1969m -3 Engineer Hudis reported on the Avram Avenue - Avram Avenue -Santa Santa Alicia Drive Improvement Project and Alicia Drive advised that it was essentially finished. Improvement Projects Engineer Hudis reported on Project No. WS -Calif -333, (Well No. 6 and Tank No. 1) and Project No. 1970 -4 (Southwest Boulevard). Project No. 1970 -7 City Manager Callinan reported on the Sewer Sewer Plant Demon- Plant Demonstration Project. stration Project Resolution No. 70-103 RESOLUTION AUTHORIZING AND APPROVING EXECU- TION OF STREET OR HIGHWAY EASEMENT WITH NORTHWESTERN PACIFIC RAILROAD COMPANY (Southwest Boulevard Grade Crossing) City Attorney Maxwell summarized the resolu- tion. Mr. Paul Golis Mr. Paul Golis was recognized and spoke briefly in response to Mayor Smith's comments concerning Mr. Golis' presentation on mobile home parks, about the weed prob- lem along the railroad, and the telephone easement through the golf course. had been sent to property owners who are delinquent in paying 1915 Act Assessments, but that the response in payments had been rather slow. College Access Road City Manager Callinan reported that funds for the Sonoma State College access road had been deleted from this year"s State budget, but presumably will have top priority in the 197172 budget and should be built during 1972. August 3, 1970 Mrs. Laurita Mattson Mrs. Laurita Mattson, 532 Baron, inquired about damage to her fence which backs up to Southwest Blvd. and was advised that a retaining wall would be built, probably within the next week or two, and that any damages done to the fences would be repaired. Improvement plans including drainage system must be submitted and approved by staff prior to commencement of work. 2. Drainage system shall be reviewed by the Sonoma County Water Agency per the city's agreement with that agency. 3. Landscaping plan must be prepared by landscape architect and approved by staff prior to issuance of building permit. 4. The overall boundaries of the parcel being developed shall be fenced with an approved six foot fence or an approved landscape plan that effectively creates a screening barrier. 5. All utilities are to be underground. 6. Developer shall make provisions with city for providing of city water and sewer service to the development. 7. Developer shall pay the city's per acre assessment charges for development prior to connecting to the city's utility systems and prior to the commencement of development. 8. Sidewalk shall be installed on South Santa Rosa Avenue side of development. 9. Developer shall submit a plan of the development which indicates the increments into which the total development will be divided. 10. Travel trailers or mobile home units are not to be placed on the parcel until it is ready for occupancy. 11. Street names shall be approved by the Cotati Postmaster 12. Children not being allowed as residents in more than 30% of the mobile homes. 13. All mobile homes in park shall be registered with a Rohnert Park address. 14. All mobile homes to be placed in the park shall be sold from a sales office to be opened and operated on the mobile home park site. City will issue a use permit for said sales office. 15. All signs must be approved by staff prior to installation. 16. Maximum number of mobile home sites to be developed on the parcel is 300 or 8 units to the acre whichever is the lesser. 17. Mobile home park shall be developed in accordance with site plan submitted to an approved by city. 18. Applicants and /or developers must acknowledge acceptance of these conditions prior to the processing of this matter any further by the city. 19. No structures of any type shall be placedon roofs of mobile homes.
