November 16, 1970
The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :00 p.m. in the City Offices,
435 Southwest Boulevard, Rohnert Park, with Mayor Smith
presiding.
Call to Order Mayor Smith called the meeting of the regular session to
order at approximately 7 :00 p.m. and led the pledge of
allegiance.
Roll Call Present: (5) Councilman Buchanan, Hopkins, Roberts,
Rogers and Smith
Absent: (0) None
Staff Present: City Manager Callinan, City Attorney Maxwell,
and Engineer Hudis
.Approval of Minutes Upon motion of Councilman Hopkins, seconded by Council-
man Roberts, and unanimously approved, the minutes of
November 2, 1970 were approved as submitted.
Approval of Bills Upon motion of Councilman Hopkins, seconded by Councilman
Buchanan, and unanimously approved, the bills presented
in the amount of $22,650.43 were approved.
Communications Communications per the attached outline were brought to the
attention of the Council. No action was taken on any
communication except as noted specifically in these minutes.
Dispatching Service City Manager Callinan brought to the attention of the
Council a letter report to the City of Cotati regarding
the dispatching service.
CATV Mayor Smith reported that a hearing was scheduled during
the month of December regarding possible State Public
Utilities Commission control of CATV rather than Federal.
Discussion followed.
Bike Path to College Councilman Buchanan initiated a brief discussion regarding
progress toward a bike path from Snyder Lane to Sonoma
State College.
Fixing Guns Inside Councilman Buchanan initiated a brief discussion concern -
City Limits ing guns being fired inside the city and suggested that
possibly the press could run an article outlining the gun
laws.
Consolidation of Councilman Hopkins inquired concerning the status of the
Rohnert Park- Cotati study to be done regarding the Rohnert Park Public Safety
Police Departments Department doing the police work for Cotati. Staff re-
ported that due to lack of a qualified applicant for the
College internship program the study had not been made as
yet.
Mayor Smith made a motion to expand the Recreation Com-
mission from seven to nine members and re- establish the
quorum at four. Said motion was seconded by Councilman
Hopkins. Discussion followed with Mrs. Nancy Mettert
participating. Councilman Hopkins withdrew his second
to said motion.
Upon motion of Councilman Buchanan, seconded by Councilman
Hopkins, and unanimously approved, Councilman Rogers, as
ex- officio member of the Recreation Commission was directed
to draft a letter to all Recreation Commission members
regarding attendance.
Resolution of Code Mayor Smith read a Resolution of Code of Ethics for the
of Ethics Council. Discussion followed. -Mayor Smith requested
that the resolution be placed on the next regular meeting
agenda for action.
File 0168 City Manager Callinan read the proposed amendment to
Amendment to Zoning Zoning Ordinance regarding freeway traffic directional
Ordinance - Freeway signs. Mayor Smith declared the public hearing open on
Directional Signs the proposed amendment to the Zoning Ordinance. City
Manager Callinan reported that no written communications
concerning the proposed amendment to the Zoning Ordinance

Ordinance Noo 138 AN ORDINANCE AMENDING ORDINANCE NO. 63.
Upon motion of Councilman Buchanan, seconded by Councilman
Rogers, and approved by the following roll call vote, Ordi-

Councilman Roberts advised that several residents had com-

and asked what might be causing it. Councilman Rogers
advised that the local dairies were spraying fertilizer
through their sprinkling systems,
Creek Erosion
Councilman Roberts reported that Mr. William H. DeNeef.
309 Burton avenue, had complained that the creek behind
his propvty seemed to be eroding. Staff was directed to
follow up on this.
Legislation Review
Mayor Smith gave a brief review of recently enacted State
legislation affecting cities.
Recreation Comird's,simi,
Mayor 83mith initiated a discussion regarding the Recreation
Commission and recommended expanding it to nine members.
Mayor Smith made a motion to expand the Recreation Com-
mission from seven to nine members and re- establish the
quorum at four. Said motion was seconded by Councilman
Hopkins. Discussion followed with Mrs. Nancy Mettert
participating. Councilman Hopkins withdrew his second
to said motion.
Upon motion of Councilman Buchanan, seconded by Councilman
Hopkins, and unanimously approved, Councilman Rogers, as
ex- officio member of the Recreation Commission was directed
to draft a letter to all Recreation Commission members
regarding attendance.
Resolution of Code Mayor Smith read a Resolution of Code of Ethics for the
of Ethics Council. Discussion followed. -Mayor Smith requested
that the resolution be placed on the next regular meeting
agenda for action.
File 0168 City Manager Callinan read the proposed amendment to

Mayor Smith asked that the record show he voted aye indica-
ting a reservation on the 1,000 feet between signs.
Councilman Hopkins asked that the record show that he felt
that if this usage for subdivision developers is allowed,
then it should also be allowed for local businesses.
Young America Homes City Manager Callinan advised that Young America Homes was
Office Building constructing a new office building on Commerce Blvd. and
had requested extension of electrical service thereto by
either wood pole or streamlining of utilities rather than
total undergrounding.
Mr. Ralph Fitch, Pacific Gas & Electric Company, explained
the differences in cost, construction, etc. of the various
systems of installation. Discussion followed with Richard
Day participating.
Councilman Buchanan made a motion, seconded by Councilman
Rogers, to approve the installation of the streamlined type
of utilities to Young America Homes new office building
on Commerce Blvd.
Said motion was defeated by the following roll call vote:

City Manager Callinan summarized the ordinance.

Upon motion of Councilman Rogers,.seconded by Councilman
Buchanan, the reading of Ordinance No. 137 was waived and
said ordinance was adopted by the following roll call
votes:

County Housing The Council discussed the proposed county-wide housing
Authority authority and a letter received from the County Board of
Supervisors concerning same.
Councilman Rogers made a motion to take no action on the
County -wide housing authority. Said motion was seconded
by Councilman Hopkins. Discussion followed.
Mayor Smith introduced Mr. Richard lay who spoke briefly
in favor of a housing authority, either county or city.
More discussion followed.

Reconvene Mayor Smith reconvened the meeting at approximately 8 :45p.m.
Project No. 1970 -4 Engineer Hudis reported there was some backfilling to be
Southwest Blvd. done and sidewalks to be finished and then project No.
1970 -4 would be� essentially completed.
Project No. 1970 -7 City "Managel Cdllinan 'advised the Council of a time lag in

trot. Plant on Project 1910 -7 and that it would be necessary to borrow
from the cityls revenue funds until the federal money is
received. The Council expressed no objection to this.

He also advised of a controversy regarding a difference
in the amount of the federal grant to be received and
that he and the engineers would try and resolve the matter.
Subdivision 15B City Manager Callinan reported that Mr. Bill Mueller of
Retaining Wall Young America Homes was ill but would be present at the
next regular Council meeting to present plans for the re-
taining wall in Subdivision 15B.
Expressway Traffic City Manager Callinan reported that information had been
Controls received from various sources regarding installation of
traffic controls on the Expressway, and that Director of
Public Safty Dennett had recommended four -way stop signs
and the installation of noise strips and street lights at
the Snyder Lane - Expressway intersection.
City Manager Callinan advised that to install street lights
on Snyder Lane that Pacific Gas and Electric Company would
run lines north from the city's well on Snyder Lane, install
street lights on wood poles, and only charge the city for
the normal monthly street light cost. The city would have
to pay for removing the wood poles in the future, when
they should be replaced with metal poles as a part of
norml development improvements.
Staff was directed to prepare a resolution for the addi-
tional stop signs on Snyder Lane for action at the next
regular Council meeting and to proceed with installation
of the street lights on Snyder Lane and noise strips on
the Expressway.
Mr. Callinan advised that Director of Public Safety Dennett
had recommended the Commerce Blvd. - Expressway intersec-
tion remain controlled as is except for the installation
of noise strips on the westbound off ramp of the Express -
way. The Council indicated its willingness to go along
with this recommendation.
Benecia Park Lights City Manager Callinan reported that a proposal to install
lights at Benecia Park ball diamond at a cost of $7,300
had been received from Stolting Electric Company which
was the lowest of three proposals received. He advised
that the total cost of the project would be approximately
$5,654. which includes extension of electric power to the
ballfield. Since this is more than budgeted for the pro-
ject, funds budgeted for Alt is Park improvements will be
used to make up the difference.
Upon motion of Counc:Vm n Rogers, seconded by Councilman
Buchanan, and approved by the following voice vote, staff
was authorized to have Stolting Electric Company install
lights in the Benecia Park ball diamond as outlined in their
proposal.

Interchange Overpass City Manager Callinan advised that he had been in contact
with Senator Collier's office regarding his plans for
assistance in obtaining the interchange overpass and should
be hearing soon.
Cat Regulations City Attorney Maxwell reported that some information had
been received from the League of California Cities regard-
ing cat regulations. but that cities generally had not
adopted any cat regulations. y
Golf Take Estates in response to an inquiry from Councilman Rogers, Engineer
Project Noe 1966 -2 Hudis reported on the status of the Golf Lake Estates
project, advising that the city does not have a valid
petition and cannot proceed. He indicated that the city
staff had been co- operating on the project. Mayor Smith
indicated that he would contact Mr. Owens concerning the
project.
Adjournment There being no further business, the meeting was adjourned
at approximately 9 :10 p.m.

in an executive session at which all Councilmen and City
Manager Callinan were present.

City Manager Callinan discussed with the Council the
appointment of a full -time Parks and Recreation Director
and other personnel matters.
