December 21, 1970
The Council of the City of Rohnert Park met this
date in regular session commencing at 7 :15 p.m.
in the City Offices,, 435 Southwest Boulevard,
Rohnert Park, with Mayor Smith presiding. The
regular session was preceded by an executive
session which commenced at 7 :05 p.m. and at which
City Manager Callinan and all Councilmen were
present except Councilman Rogers, and which was
held to discuss a vacancy on the Recreation
Commission and personnel matters.
Call to Order Mayor Smith called the meeting of the regular
session to order at approximately 7 :15 p.m. and
led the pledge of allegiance.

Approval of
Upon motion of Councilman Roberts, seconded by
Minutes
Councilman Buchanan, and unanimously approved, the
minutes of December 71 1970 were approved as
corrected on page 2 to indicate that Mayor Smith
had voted no on the introduction of Ordinance No.
139.
Approval, of Bills
Upon motion of Councilman Buchanan, seconded by
Councilman Hopkins, and unanimously approved,
the bills presented to the Council in the amount
of $27,094.09 per the attached list were approved.
Executive Session
Mayor Smith announced that an executive session
had been held prior to the regular session to
discuss a vacancy on the Recreation Commission.
No action was taken.
Communications
Communications per the attached outline were
brought to the attention of the Council. No
action was taken on any communication except as
noted specifically in these minutes.
Recreation
Upon motion of Councilman Roberts, seconded by
Commission
Councilman Hopkins, and unanimously approved, the
resignation of Dr. Willard Peterson from the
Recreation Commission was accepted with regret.
Staff was directed to send a letter to Dr.
Peterson expressing the Council's thanks for his
service on the Commission.

Artrium City manager Callinan brought to the attention
of the Council a letter soliciting a recommendation
for.the Artrium Board of Directors. The Council
referred the letter to the Cultural Arts Commission
for a recommendation.
Group Medical
City Manager Callinan brought to the attention of
Insurance
the Council a letter from Crown Life Insurance
Company regarding an increase in premiums for the
employees group medical insurance and advised that
Tom Feeney, the city's insurance agent, was
obtaining more inf orima tion regarding same. A
brief discussion was held and the matter was

Mobile Home Parks
At the request of Mayor Smith, City Manager
File No. 0106
Callinan read a copy of a letter from Deputy
County Counsel James Botz to the County Planning
'Commission chairman regarding adult mobile home
Parks. City Attorney Maxwell commented briefly
on the matter advising that research had been
scanty by Mr. Botz and felt he would probably
disagree with Mr. Botz' position that children
cannot be excluded from adult mobile home parks.
Drainage Projects
The letters received from Mr. Paul Golis and
Mr. Gordon Miller concerning drainage projects
were mentioned. City Manager Callinan advised
that Gordon Miller, Chief Engineer of the Sonoma
County Water Agency had agreed to meet with the
Council on January 11 to discuss priorities of
drainage projects for the Rohnert Park area. After
a brief discussion it was decided to schedule the
matter for January 4 if Mr. Miller is available.
Mobile Home Parks-
Councilman Buchanan initiated a brief discussion'
Schools
regarding requiring additional contributions from
mobile home parks in lieu of tax losses to school
districts.
Mayor Smith
Councilman Roberts inquired regarding Mayor Smith's
Memorandum
memo of December 10th entitled " Rohnert Park
Tomorrow" and development of the Santa Clara
Valley and was advised by Mayor Smith that it
would be discussed at a later meeting.
Airport Planning Mayor Smithinitiated a discussion regarding the
;airport land use commission to be created in the
.,county and inquired if any councilman was
interested in serving on same.

City Manager Callinan summarized the resolution.
Upon motion of Councilman Buchanan, seconded by
Councilman Roberts, and unanimously approved,
Resolution No. 70 -155 was adopted.

City Manager Callinan summarized the resolution.
Upon motion of Councilman Roberts, seconded by
Councilman Buchanan, and unanimously approved,
Resolution No. 70 -156 was adopted.
Resolution A RESOLUTION OF THE CITY OF ROHNERT PARK PROTEST -
No. 70 -157 ING THE EXECUTION OF CONTRACTS BETWEEN THE COUNTY
OF SONOMA.AND AL BRESCIANI AND HENRY ANDERSON FOR
THE PURPOSE OF INCLUDING LANDS WITHIN AGRICULTURAL
PRESERVES
(California Land Conservation Act of 1965)
City Manager Callinan summarized the resolution.
Mr. Paul Golis was recognized and suggested the
Council not oppose agricultural preserves since
the preserves are one way to maintain open space.
Upon motion of Councilman Buchanan, seconded by
Councilman Hopkins, and unanimously approved,
Resolution No. 70 -157 was adopted.
Resolution RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
No. 70 -158 ROHNERT PARK RE ACQUISITION BY CONDEMNATION OF
REAL PROPERTY FOR SEWER AND WATER PURPOSES
(Sewer and Water Easement)
City Attorney Maxwell summarized the resolution.
Upon motion of Councilman Hopkins,.seconded by
Councilman Buchanan, and unanimously approved,
Resolution No. 70 -158 was adopted with the stipu-
lation that it not be used until a letter is
obtained from Western Hosts stating that the city
would be reimbursed for all costs involved in
connection with the condemnation suit to be filed,
including land acquisition costs.

File 0171 City Manager Callinan reviewed the use permit and
Redwood Investments variance application of Redwood Investments for
Application for an apartment complex on the southeast corner of

report and recommended approval of the apartment
pro.ject,, contingent upon the development of satis-
factory solutions to (1) redesign of the courtyard
area-to-accomodate hard surface areas for child -
ren; (2) reorientation of the access of the units-
Ironting on Commerce Blvd. so as to encourage
parking in the off-street parking lot; (3) redesign
of the parking area to insure ease of access;
(4) appbrval of landscaping plan; (5) installation
of street light on Avram. Avenue by driveway.
Mayor Smith declared the public hearing open.
City Manager Callinan advised that no written
communications concerning the variance and use
permit application had been received.
Mr. Vern Avila, designer, was recognized and dis-
cussed the plans with the Council. Mr. Art
Howard was recognized and participated in the
discussion.
There being no one further desiring to be heard,
Mayor Smith (tared the public hearing closed.
Dr. Robert Foehr, developer of the project, was
recognized and discussed with the Council land-
scaping vs. carport construction. Mrs. Ginger
Ryan also took part in this discussion.
Discussion was also held on the city's zoning
ordinance which City Attorney Maxwell indicated
did not require carports in apartment developments.
Councilman Roberts made a motion to approve the
use permit and variance application of Redwood
Investments, subject to the recommendations of
staff, which was seconded by Councilman Buchanan.

Mr. Paul Golis was recognized and spoke in
support of the project.

Due to the 2 -2 vote, City Manager Callinan suggest-
ed and the Council agreed to put the matter on the
next agenda. He also advised that an amendment
to the zoning ordinance to require carports for
apartment developments would be prepared for
Council consideration.
File 0121 City Manager Callinan reviewed the improvement
Redwood Estates of Country Club Drive to date by Argonaut Construc-
Mobile Home Park tors from the entrance to Redwood Estates Mobile
Home Park north to the Rohnert Park Expressway and
recommended it be accepted with the condition that
any defects be corrected.
Upon motion of Councilman Buchanan, seconded by
Councilman Roberts, and unanimously approved,
the improvement of Country Club Drive to date was
accepted with the condition that defects or
deficiencies be corrected. -
File 0105 Mr. Art Howard appeared and requested the Council
Service Station- to change its prior indication that it would not
Expressway and allow a service station at the southeast corner
Commerce Blvd. of the Expressway and Commerce Blvd. unless it
was developed as a part of a larger development.
City Manager Callinareviewed previous action on
this matter and advised that copies of all past
correspondence and staff reports had been sent to
the Council prior to this meeting.
Councilman Buchanan made a motion to deny the
request which was seconded by Councilman Hopkins.
Discussion followed.
Mr. Jack Anderson was recognized and spoke against
the request and allowing service stations on all
corners. Mr. Paul Golis was recognized and spoke
regarding access to the proposed location from
the Expressway advising that he had discussed the
plan for access with County Road Commissioner Don
Head who indicated it was acceptable to him.
Mr. Callinan and Mr. Vail advised that in their
conversations with Don Head he indicated opposition
to the proposed access plan. Mr. Callinan advised
that he would contact Mr. Head again.

the discussion which followed.
Upon motion of Councilman Buchanan, seconded by
Councilman.Roberts, and unanimously approved,
the installation of a street light at the

1915 Act Bond
City Manager Callinan submitted a report on 1915
Delinquencies
Act Bonds outstanding and also delinquencies.
Golf Course
City Manager Callinan reported on the recent
Burglary
burglary of the Golf Course pro shop and snack bar.
