January 11, 1971
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 7:35 p.m. in the
City Offices, 435 Southwest Boulevard, Rohnert Park, with
Mayor Smith presiding. The regular session was preceded
by an executive session which commenced at 7 :15 p.m. and
at which City Manager Callinan and all Councilmen were
present, and which was held to discuss personnel matters.
Mayor Smith called the meeting of the adjourned regular
session to order at approximately 7:35 p.m.
Present: (5) Councilmen Buchanan, Hopkins, Roberts, Rogers
Rogers and Smith
Absent: (0) None
Staff Present: City Manager Callinan, Supt. of Public
Works.Wiggins, Asst. to the City Manager
Albright, City Attorney Maxwell and Engineer
Hudis.
Salary for Director Upon motion by Councilman Buchanan, seconded by Council -
of Public Safety man Rogers, and unanimously approved, a salary increase
to $1,056 per month for R.E. Dennett, Director of Public
Safety, was authorized to be effective December 1, 1970.
File 0134 Mayor Smith declared the public hearing continued from
Qantas Development January 4, 1971 open on Qantas Development Corporation's
Corp. Appl. for application for zoning of Colegio Vista Subdivision No.2.
Zoning
City Manager Callihan explained the zoning request.
There being no one desiring to be heard Mayor Smith de-
clared the public hearing closed.
Ordinance No. 140 AN ORDINANCE AMENDING ORDINANCE NO. 639 ROHNERT PARK CITY
ZONING ORDINANCE (Map change Quantas Development --
Colegio Vista Subdivision No. 2)
City Attorney Maxwell read Ordinance No. 140.
Upon motion of Councilman Buchanan, seconded by Council-
man Roberts, and approved by the following roll call
vote, Ordinance No. 140 was introduced:
AYES: (4) Councilmen Buchanan, Roberts, Rogers,
and Smith
NOES: (1) Councilman Hopkins
Expressway Access Mayor Smith recognized Mr. Donald Head, County Road
File No. 105 Commissioner, who gave some comments concerning the
county's position regarding access on the Expressway.

Discussion followed with Mr_ Head_ Mr_ Pa„i Gnlig_ and
the Council participating.
Mr. Golis commented on a map entitled " Rohnert Park City
Center Zoning Map ", a copy of which he had presented to
each Councilman.
Upon motion of Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, staff was directed
to refer said map to the County Planning Department and
Public Works Department for comment relative to access
to the Expressway and Affect on traffic flow,

Kennel County Refer- dog kennel at 4647 Dowdell .Avenue in the area north of
ral Rohnert Park. The Council took no action on this item.
Drainage Projects City Manager Callinan reviewed discussion held recently
on drainage and reviewed three projects proposed by the
Sonoma County Water Agency.
Mayor Smith introduced Mr. Gordon Miller of the Sonoma
County Water Agency. Mr. Miller reported on the three
proposed projects for the Rohnert Park area as follows:
1. Laguna de Santa Rosa - included in the current year's
budget, is designed, there are funds available and
should be advertised for bid shortly.
2. Hinebaugh Creek Trestle - is not funded but could be
in 1971 -72 budget. The status of this project is
dependent upon excavation of Hinebaugh Creek.
3. Wilfred Channel - there have been problems with ob-
taining right of way, but all but one have now been
obtained. Design is complete, but $130,000 is needed
to construct.
Discussion followed with Mr. Miller answering questions
of the Council.
Councilman Buchanan Councilman Buchanan left the Council Chambers at approxi-

Mr. Paul Golis was recognized and discussed some other
drainage projects that he felt needed to be done at the
north end of Rohnert Park and in the area of the Golf
Course.
Mr. Norman Spivock was recognized and spoke in favor of
the Wilfred Channel being done before the Laguna de
Santa Rosa.
Engineer Hudis answered several questions of the Council-
men concerning various aspects of the projects.

Superintendent of Public Works Wiggins, upon question -
ing, advised that the Golf Course drains reasonably
well.
Mr. Bart Mitchell was recognized and advised the Council
that he had gone through the proper channels and proce-
dures at the county level several years ago, that the
Laguna de Santa Rosa was included in this year's county
budget for construction, and that it would be a breach
of faith if this project didn't proceed.
Mr. Pat Taylor was recognized and spoke briefly regarding
the Hinebaugh Creek Trestle project.
Councilman Roberts made a motion to start pressing the
railroad, through the Sonoma County Water Agency, for
the trestle design and push both the Hinebaugh Creek
Trestle and Wilfred Channel Projects for inclusion in the
1971 -72 county budget. Councilman Hopkins seconded the
motion.
City Manager City Manager Callinan left the Council Chambers at 8 :50

Councilman Rogers Councilman Rogers left the Council Chambers at approxi-
Leaves and Returns mately 8 :51 p.m. and returned at approximately 8 :53 p.m.
Councilmen Roberts and Hopkins withdrew their motion and
second in order that Mr. Mitchell and Mr. Golis could
discuss the matter further.
Mayor Smith reviewed Council action several years ago
when Mr. Mitchell had requested Council approval for
the Laguna de Santa Rosa project.
Councilman Roberts made a motion to work toward getting
the Hinebaugh Creek Trestle and Wilfred Channel Projects
included in the 1971 -72 budget and to take no position
on the Laguna de Santa Rosa. Councilman Hopkins seconded
the motion which was approved by the following roll call
vote:
AYES: (3) Councilmen Hopkins, Roberts and Smith
NOES: (1) Councilman Buchanan
ABSTAIN: (1) Councilman Rogers
Councilman Rogers stated for the record that he had
abstained from the discussion and voting due to his em-
ployment with Mr. Mitchell.
City Manager's The City Managers Report was dispensed with due to the

City Attorney's City Attorney Maxwell reported he had drafted a cat
Report ordinance and it would be given to Chief Dennett for
review and presented at a Council meeting in the near
future.
.Adjournment Upon motion of Councilman Rogers, seconded by Councilman
Buchanan, the meeting was adjourned at approximately
9:05 p.m.
