1971/02/23 City Council MinutesCounty Planner Vail commented on the study map and recom- mended that the Rohnert Park area south of East Cotati Avenue and west of the railroad should not be retained in the City of Rohnert Park but should be de- annexed and given to the City of Cotati. Discussion followed. City Manager Callinan read a letter from Nore Thiesfeld, Sonoma State College, dated February 239 1971 regarding the proposed plans for the area. City Manager Callinan advised that staff was soliciting reaction from the Council in order to instruct the developer how to proceed. More discussion followed. Mr. Harold Heers, representing Forhim Corporation, appeared and gave some background and general information regarding the proposed development. Mayor Smith queried Mr. Heers on the involvement of Cotati City Councilman Braden and Rohnert Park City Councilman Rogers and was advised that they both had participated in their capacity as real estate salesmen. Discussion followed. Councilman Rogers noted that he had declared a conflict of interest at prior meetings on this matter and that he had February 23, 1971 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7 :35 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Smith presiding. Call to Order Mayor Smith called the meeting of the regular session to order at approximately 7 :35 p.m. Roll Call Present: (5) Councilmen Buchanan, Hopkins, Roberts, Rogers and Smith Absent: (0) None Staff Present: City Manager Callinan, City Attorney Maxwell, and Engineer Hudis File No.0175 Due to the absence of Designer Vern Avila, it was requested McDouall Apartments that discussion on File No. 0175, McDouall Apartments, be delayed until his arrival. File No.0165 Lands City Manager Callinan reviewed the intention of Forhim South of East Cotati Corporation for development of lands south of East Cotati Avenue Avenue and advised that the developers had presented a study map of the area entitled "Study Map, Holiday Park and Annexation" and would like Council reaction to same and the proposed subdivision in general. Said map was displayed for Council review. Upon motion of Councilman Buchanan, seconded by Councilman Roberts, and approved with Councilman Rogers abstaining, the map entitled "Study Map, Holiday Park and Annexation" was approved in concept. File No. 0175 City Manager Callinan briefly reviewed the proposed apart- McDouall Apartments ment complex of McDouall Enterprises, referring to plans that were submitted and displayed for Council review. County Planner Vail read his written staff report dated February 23, 1971 which is a part of the planning file for this matter and which recommended as follows: 1. Provision for an additional road between Rohnert Park and Cotati. 2. Relocation of parking to the Southwest Blvd. side of the property. 3. ]Installation of a cyclone fence with redwood slats on the north property line and on the property line to the back of Chesney's Restaurant. 4. Guaranteed permanent pedestrian accessway from subject property to Southwest Blvd. 5. Submission of a, complete landscape plan identifying by species the trees and shilabs to be planted. Said plan should, on the north line of the development, pro- vide an opaque barrier to the commercial uses. City Manager Callinan read a letter from Nore Thi.esfeld, Sonoma State College, dated February 23, 1971, referring Couno it to his letter of February 1, 1971. Mayor Smith ruled that action on the site plan should be taken prior to discussion of the landscaping plans. Councilman Rogers made a motion which was seconded by Coun- cilman Buchanan to approve the site plan subject to condi- tions 3, 4, and 5 set forth above. Discussion followed during which Mayor Smith recommended a public hearing be held to revise the Master Plan if the additional road between Rohnert Park and Cotati is not in- cluded as a condition. Page -3- February 239 1971 Councilman Rogers and Buchanan withdrew their above motion and second respectively. Councilman Buchanan made a motion seconded by Councilman Hopkins to approve the site plan as submitted subject to conditions 3, 4, and 5 as set forth above and also that the developer agree to covenant to improve one -half of a 60 foot road on the south boundary of the site if it is deter - mined that one is necessary. William Geary,attorney, appeared and read from Summary of Minutes for the February 1, 1971 meeting regarding the pro - posed additional road between Rohnert Park and Cotati. Dis- cussion followed. Mr. Pat Taylor appeared and commented briefly expressing opposition for such a road. Councilman Buchanan's motion was approved by the following roll call vote: AYES: (3) Councilmen Buchanan, Hopkins and Smith NOES: (2) Councilmen Roberts and Rogers Mr. Paul Golis was recognized and urged the Council to set a public hearing on the matter of an additional entrance road. Upon motion of Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved, a public hearing will be set to resolve thematter of whether or not the additional entrance road from the Gravenstein Highway and Old Redwood Highway intersection and.College View Drive is deleted from the General Plan. Multiple Residential County Planner Vail read the statement at the bottom of his Density Requirements report for File 0175 regarding density for multiple resi- tial areas and recommended that efforts be made to revise Rohnert Park's requirements by reducing density by 1/3 or to approximately 20 units per acre, and that a new classifi- cation be introduced for garden apartments in which density would be reduced by half. Staff was directed to come back with a report concerning the recommendations. Councilman Buchanan Councilman Buchanan left the Council Chambers at approxi- :Leaves and Returns mately 8:50 p.m. and returned at approximately 8:52 p.m. File 0143 City Manager Callinan reviewed the Deer Meadow Village Deer Meadow Village development proposed by Western Hosts and presented a list Tentative Map - of recommended conditions to be attached to approval of the Unit 2 tentative map of Deer Meadow Village, Unit 2 which was dis- played for Council review. Mr. Vic Freeman, representing Western Hosts, commented briefly then introduced Harold Mayfield of Murray & McCormick, Page -4- February 23, 1971 Engineers, who spoke on the staff recommended condition concerning Western Hosts' participation in constructing half of Transport Avenue and asked for some time limit on build- ing the road. Discussion followed. Project No. 1970 °8 City Manager Callinan reviewed past action on Project No. Commerce Blvd. 1970 -8 and the bids received on the project. He advised Bridge at Himebaugh that the deed for the right of way for Hinebaugh Creek Creek from the Freeway to the railroad had been solicited from the property owners but had not yet been received. He read a letter from the Sonoma County Water Agency concerning .. _., recommendations for drainage construction projects during fiscal year 1971 -729 included were Himebaugh Creek Rail- road Trestle and Wilfred Creek Channel improvement. He then initiated a discussion concerning drainage of the north- ern part of the city. Councilman Buchanan Councilman Buchanan left the Council Chambers during the Leaves and Returns discussion, at approximately 9 :10 p.m. and returned at approximately 9 :12 p.m. Drainage Engineer Hudis reported briefly, upon being questioned, that lack of the Himebaugh Creek railroad trestle and the bridge at Commerce Blvd. should not hold up any development in the Golf hake Estates area. Mr. Paul Golis was recognized, offered some comments, and urged the Council to request Sonoma County Water Agency to build the Himebaugh Creek Railroad Trestle during the cur - rent year. Councilman Rogers Councilman Rogers left the Council Chambers at approximately Leaves and Returns 9 :30 p.m. and returned at approximately 9 :31 p.m. Resolution No. 71 -18 RESOLUTION AUTHORIZING ACCEPTANCE OF DEED (Himebaugh Creek) City Manager Callinan summarized the resolution. Upon motion of CouncilmanRogers, seconded by Councilman Buchanan, and unanimously approved, Resolution No. 71--18 was adopted. Page -5- February 23, 1971 Project 1970 -8 Upon motion of Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved, the contract for Pro- ject 1970 -8, Commerce Blvd. Bridge at Himebaugh Creek, was awarded to Murdoch Engineering Co. in accordance with its bid and the mayor was authorized to execute all necessary documents in connection tierewith. Resolution No. 71 -19 RESOLUTION AUTHORIZING EXECUTION OF AGREIIYMNTS FOR COLLEGE WORK STUDY PROGRAM City Manager Callinan summarized the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Rogers, and unanimously approved, Resolution No. 71 -19 was adopted. Resolution No. 71 -20 RESOLUTION PETITIONING THE BOARD OF SUPERVISORS OF THE COUNTY OF SONOMA TO EXCEPT ALL LANDS WITHIN THE CITY OF ROHNERT PARK FROM THE LEVY OF ANY TAX FOR FIRE PROTECTION City Manager Callinan summarized the resolution. Upon motion of Councilman Rogers, seconded by Councilman Roberts and unanimously approved, Resolution No. 71 -20 was adopted. Young America Homes City Manager Callinan brought to the attention of the Coun- Open House cil the invitation of Young America Homes to the open house at their new offices on Thursday, February 25, 1971. Explosions at Junior Mayor Smith initiated a brief discussion regarding the High School recent explosions at Rohnert Park Jr. High School and re- quested that the Council be informed of incidents such as this. Deferred Matters The Council decided that due to the time to defer discus- sion and action on several matters listed on the agenda under Matters from Councilmen and the proposed lease agree- ment with the NWPRR. Resolution No. 71 -21 RESOLUTION REGARDING ANNEXATION FILINGS Mayor Smith summarized the resolution. Upon motion of Councilman Rogers, seconded by Councilman Buchanan, and unanimously approved, Resolution No. 71 -21 was adopted.
