1971/05/17 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES May 17, 1971 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 435 Southwest Blvd., Roh- nert Park, with Mayor Hopkins presiding. Call to Order Mayor Hopkins called the meeting of the regular session to order at approximately 7:00 P.m. Roll Call Present: (3) Councilman Roberts, Smith and Hopkins Late: (1) Councilman Buchanan; his time of arrival is specifically noted in the minutes. Absent-. (1) Councilman Rogers Staff Present for all or part of the meeting: City Manager Callinan, Assistant tothe City Manager Albright, Deputy City Attorney Mawson County Planner Gary Mann and Engineer Hudis. Approval of Minutes Upon motion of Councilman Roberts, seconded 'by Councilman Smith, and unanimously approved, the minutes inutes of May 3, 1971 were approved as submitt- ed. Approval of Bills Upon motion of Councilman Roberts, seconded by Councilman Smith, and unanimously approved, the bills presented per the attached list in the amount of $15,112.84 were approved. Communications Communications per the attached outline were brought to the attention of the Council. No action was taken on any communication except as noted specifically in these minutes. Cultural Arts Councilman Smith commented on the letter of re- Commission signation from Cultural Arts Commissioner Jane Faust, and made a motion not to accept same which was seconded by Councilman Roberts and un- animously approved. Faith Presbyterian City Manager Callinan reported that Faith United Church Presbyterian Church and the College View Youth Colle e View Youth Club had made application for temporary use per- Club Uo Warner mits to sell fireworks in connection with Inde- Football) p pendenoe Day. Upon motion of Councilman Roberts, seconded by Councilman Smith, and unanimously approved, both applications for temporary use permits to sell fireworks were approved subject to compliance with standard conditions set for the sale of fireworks and the $10.00 use permit application fees were waived. Councilman Smith made a motion -to withhold fur- ther action on the rezoning to give the resi- dents on Adrian Drive an opportunity to review the plans submitted with Mr. Gregory Jones and Mr. Clyde Smith of Argonaut Constructors. The motion died for lack of a second. Discussion followed with Mrs. Kirkham, Mrs. Kay (Adrian Drive residents) and Mr. Jones, and M.c. Clyde Smith participating. It was decided that the interested parties would adjourn to another room to go over the plans. Upon motion of Councilman Roberts, seconded by Councilman Smith, and unanimously approved, the Council made the necessary findings and the variance for additional signs as requested by Mr. Francisco was approved. File No. 0182 City Manager Callinan reviewed recent events Request for Re- concerning the consideration of zoning from zoning of Lots on Pdvi-1500 to R-2,300 certain vacant lots on Bridgit Drive Bridgit Drive, (AP Nos. 143-181-13 through 17), an opinion from Deputy City Attorney Mawson re- garding down zoning, and a plan submitted by Argonaut Constructors for ccnetruction of apart- ments on all but one of said-lots. Mr. Calli- nan recommended that the plan be submitted to the property owners in the area for review. Mr. Gregory Jones, 434 Stonecrest Ct ®, Santa Rosa, was recognized and advised he was repre- senting the Argonaut Constructors Employees - Xls L 'k11+ nf' rrollu Sharing Trust, owner of aall the lots subject to the rezoning. He dis- played a site plan for the lot and explained same. Discussion followed. Mrs. Kirkham, Mrs. Kay, Mr. Jones and Mr. Smith adjourned to another room to go over the plans submitted by Argonaut Constructors. Upon motion of Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved, the Council indicated that when a specific development is imminent and a plan for same is submitted the Council will consider same and act appropriately. Industrial Park A written report on "Industrial Park Standards" Standards by County Planner Vail was submitted to the Council. The Council indicated it would study the report and present it to those present at the 1-nrlu.strip] tenarts, meeti-ng scheduled for June 3. County Referral City Manager Callinan reported that a zoning Clark/Messana application of Msors-Clark and Messana had been Zoning Application referred by the Sonoma County Planning Dept. for comment and that the area of the requested zoning change was just north of Rohnert Park on Santa Rosa Avenue. Upon motion of Councilman Smith, seconded by Councilman Roberts and unani- mously approved, the Council recommended that the zoning application of Clark/Messana be denied. Resolution No. A RESOLUTION EXTENDING HEARTIEST CONGRATULATION'S` 71-57 TO THE 1971 RANCHO COTATE HIGH SCHOOL BASEBALL TEAM City Manager Callinan read the resolution. Upon motion of Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved, Resolution No. 71-57 was adopted. North Coastal Re- City Manager. Dis- cussion followed. Upon motion of Councilman Buchanan, seconded by Councilman Smith, and unanimously approved, Mayor Hopkins was designated as representative and Vice-Mayor Roberts as alternate representa- tive to meetings relating to establishment of a North Coastal Regional Association. Councilman Smith brought to the attention of the Council a newspaper report concerning the proposed North Coastal Regional Association and read, quotes of Mr. James Groom which indi- cated that the cities should not be consulted during the negotiations. Page -5- May 17, 1971 Upon motion of Mayor Hopkins, seconded by Coun- cilman Roberts, and unanimously approved, the Sonoma County Board of Supervisors is to be in- formed that the City of Rohnert Park and all cities in Sonoma County should be involved in the formation of any new regional government. Upon motion of Councilman Smith, seconded by Councilman Roberts, and unanimously approved, Mayor Hopkins was directed to write a letter to the Sonoma County Board of Supervisors express- ing the Council's action. Recess Mayor Hopkins declared a recess at this point in the meeting, the time being approximately 8:25 p.m. Reconvene Mayor Hopkins reconvened the meeting at approxi- mately 8:30 P.M. City Manager Callinan introduced Mr. Robert Von Feldt, 701 Brett Avenue, and advised he had erected an eight foot fence on his property and had been advised to make application for a vari- ance. Mr. Callinan requested the Council mem- bers to go by 701 Brett to view the fence and be prepared to make a decision on the variance as it would be on the next regular meeting agen- da. Mr. Von Feldt answered questions of the Council following a brief discussion. Ordinance No. 147 AN ORDINANCE AMENDING ORDINANCE NO. 65 BY ADD- ING SPECIFIC PROVISIONS THERETO FOR THE REGULA- TION. OF CATS City Manager Callinan summarized the ordinance. Upon motion of Councilman Smith, seconded by Councilman Buchanan, and approved by the follow- ing roll call vote, the reading of Ordinance No. 147 was waived and said ordinance was intro - duced: AYES: (4) Councilmen Buchanan, Roberts, Smith and Hopkins NOES: (0) None ABSENT: (1) Councilman Rogers Redwood Empire Councilman Roberts reported that he had received Kenner_ Club Dog many comments from participants in the Redwood Show Empire Kennel Club Dog Show indicating they were very pleased with the City of Rohnert Park and its Police Officers for the excellent job done in connection with the dog show. Page -6- May 179 1971 Upon motion of Councilman Roberts, seconded by Councilman imith, and unanimously approved, staff was directed to send a letter to the Pub- lic Safety Department commending the Reserve Officers and Explorer Scouts for the excellent manner in which they assisted at the recent dog show. City Manager Callinan reported that Tom West had spent much time coordinating arrangements for booths, clean-up, and garbage disposal, etc. C:) and had done a fine job also. Bowling Center Councilman Roberts commented +.,"h.at the ideal Of al bowling center and other similar -recreational facilities had been suggested, that they possi- bly could be financed by 4 bond issue and re- quested.that comments be solicited from various groups in -the city. Industrial Area Council-man Smith reported that a meeting had Meeting been arranged for June 3, 1971 at Chesneys with all property owners and tenants of the indus- trial area to be invited. Water System Councilman Smith commented on a recent Santa Rosa Press Democrat article which quoted Gordon Miller of the Sonoma County Water Agency as stating that growth in the county may have to be halted unless the water system is improved. A brief discussion followed. Cost Analysis Councilman Smith read a letter received from Study Richard Van Gieson, Chairman, Economics Depart- ment, Sonoma State College, -In response to a request for the Economics Department to conduct a study on areas of projected growth so expendi- tures could be made where most needed. Mr. Smith requested Council reaffirmation of approval for the project. The Council indicated it still approved the re- quested study. LAFC Councilman Smith reported there was a proposal in the State Legislature which would make changes in LAFC procedures. Apartment Land- Councilman Smith 'brought to the attention of the scaping Council that the last apartment house built by George Andersen on Bridgit Drive had never been landscaped and requested staff to contact the owner to solicit his cooperation in completing the landscaping. Resolution No. 71-58 RESOLUTION EXPRESSING A POLICY STATEMENT AND ISSUING GUIDELINES FOR HOUSING AUTHORITY UNITS WITHIN ROHNERT PARK City Manager Callinan summarized the resolution. Upon motion of Councilman Smith, seconded by Councilman Roberts, and unanimously approved, the reading of Resolution No. 71-58 was waived and said resolution was adopted. Interchange Overpass City Manager Callinan, reporting on the May 13 pre-application meeting for an Economic Develop- ment A.-;ministration grant for the freeway over- pass, advised that the State Director of Public .Works had made a commitment to recommend that 50% of the funds for the overpass be approved by the State Highway Commission if the federal grant for 50% of the funds is approved. He further reported that a formal application had been invited by the Economic Development Adminis tration and noted that a considerable amount of staff time will be necessary to prepare the application since it is quite lengthy. Discus- sion followed. He advised that some of the property owners involved may want to form an assessment district to construct the improvements. Project 1968-1 City Manager Callinan reviewed the unsuccessful Coddingland negotiations to date for the right of way neces- Expressway West- sary to extend the Expressway westward of the ward city limits and reported that the County De- partment of Public Works will initiate action to officially adopt the right of way outside the city limits into the County's future road system. He advised that the formal assessment district proceedings will be started at the June 7th Council meeting for those improvements planned for construction this year. Discussion followed. Councilman Smith brought to the attention of the Council some boys who had mentioned riding rubber rafts on the "New Lake" and suggested a little closer watch be kept on activities of this type. Upon motion of Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved Change Order No. 5 to J. R. Peters Engineering Construction in the amount of $3,852 was approv- ed. City Manager Callinan presented for Council approval a drawing of a proposed plaque for the Waste Water Treatment Plant. Mayors' and Coun- City Manager Callinan reported that the July 8 cilmen's Meeting Sonoma County Mayor's and Councilmen's Associa- tion meeting was to be hosted by Rohnert Park and that plans were being made tohave the meet- ing at Chesney's Carriage House if the Council had no objections. The Council indicated approval.
