The Council of the City of Rohnert Park met this
date in adjourned regular session commencing at
7 :00 p.m. in the City Offices, 435 Southwest
Blvd., Rohnert Park, with Mayor Hopkins presid-
ing.
Call to Order Mayor Hopkins called the meeting of the adjourn-
ed regular session to order at approximately
7:00 p.m.
Roll Call Present: (3) Councilmen Roberts, Smith and
Hopkins
Late: (2) Councilmen Buchanan and Rogers.
Their time of arrival is specifi-
cally noted in the minutes.

City Manager Callinan, Assistant to the City
Manager Albright, Supt. of Public Works
Wiggins, Director of Public Safety Dennett,
Parks and Recreation Director Pekkain.
City Manager Callinan reviewed Young America
Homes' request for rear yard set -back variances
on Lot Nos. 3 and 9 in Subdivision 15B. He ad-
vised that the houses on these lots were under
construction, that the site plan submitted by
Young America Homes was in violation of the
Zoning Ordinance, but that the error had not
been caught by the Building Inspection Depart-
ment. Young America Homes was represented by Mr
Bill Mueller who was present. Discussion
followed.
Councilman Rogers arrived at this point in the
meeting, the time being approximately 7 :10 p.m.
Upon motion by Councilman Roberts, seconded by
Mayor Hopkins, and approved by the following rot:
call vote, the Council made the necessary find-
ings and granted a rear yard set -back variance
to Young America Homes for Lot Nos. 3 and 9 in
Subdivision 15B in accordance with the plot
plans submitted and also requested that a letter
be given to the Building Inspector advising him
to be more careful in approving site plans.

City Manager Callinan reported that Engineer

Hudis had prepared the necessary documents and

plans for Project No. 1968 -1, Unit 2, the Cod=
dingland area on the west side of the freeway.
He advised that the project would include sewer

Assaf could have the documents ready to set the
hearing and call for bids for the Council by
Thursday, July 1 if-the Council is going to
meet on that date. Discussion followed with the
Council indicating that no meeting will be held
on July 1, but that the matter should be sche-
duled for the July 6 City Council meeting.
Buchanan arrives

Martin Stone
City Manager Callinan advised that he had been
contacted by Mr. Martin Stone requesting that he
make a trip to Los Angeles to look at some
apartments developed by Mr. Stone's construction
company. He pointed out that the reason for
the trip is that Mr. Stone is contemplating
building similar units in our community and want
ed to get staff's reaction to same.
Mr. Callinan requested Council permission to
take Sonoma State College Building and Planning
Coordinator, Nore Thiesfeld on the trip with
him at city expense. Discussion followed with
several members of the Council indicating they
had no objection to the trip as long as Mr.
Stone paid the expenses relative to same since
he requested staff to make the trip.
Public Appearance
Councilman Roberts introduced Mr. Jim Manion .
of Jim Manion
resident of 315 Burton Avenue who expressed con-
cern to the Council over the keeping of horses
by his neighbors in their rear yard on occa-
sion and also the apparent lack of regulations
relative to riding within the streets. He sug-
gested that some regulations be enacted to pro -
tect the safety of youngsters in the community.
Discussion followed with the Council requesting
staff to report on the contact with the owner
of the horse in Mr. Manion's neighborhood.
1971 -72 Budget
A work session was commenced on the proposed
1971 -72 Budget. City Manager Callinan reviewed
the budget generally and commented on specific
items contained therein and the overall finan-
cial situation of the city. Each Councilmen
expressed his feelings on what the general
approach should be to the proposed budget and
its review.
City Manager Callinan reviewed the Revenues por-
tion of the budget.

A review was made of the General Government ex-
penditures portion of the budget. Discussion
was held on various items contained therein.
City Manager Callinan reviewed the Public Safety
expenditure portion of the budget. Discussion
was held with Director of Public Safety Dennett
concerning the budget and performance of his de-
partment. He also discussed with the Council
his request for an additional man and the estab-
lishment of a sergeant's position in the depart -
ment by the elevation of one of the Public
Safety Officers in the department to the posi-
tion. He reported on receiving approval for a
Highway Safety Project grant from the State of
California, Office of Traffic Safety. He indi-
cated that if he accepts the grant and the addi-
tional officer is provided to the department,
the net increase to the budget should be approx-
imately $7,000. Discussion followed.
Councilman Rogers made a motion which was second•
ed by Councilman Buchanan to give tentative
approval to the Public Safety budget taking into
consideration the request for the additional
Public Safety Officer and the sergeant's posi-
tion requested by Director Dennett. Said mo-
tion failed to carry by the following roll call
vote.-
AYES: (2) Councilmen Buchanan and Rogers
NOES: (3) Councilmen Roberts, Smith and
Hopkins
Those Councilmen voting against the motion indi-
cated that they did not want to take action on
any specific portion of the budget until the
budget is reviewed in its entirety.
City Manager Callinan reviewed the Public Works
expenditure portion of the budget. Supt. of
Public Works Wiggins was present and discussed
severer 1 items contained in the budget with the
Council and also discussed the overall perform-
ance of his department and the condition of his
department.
Street Sweeping Discussion was held concerning the street sweep-
ing program and the enactment of an educational
program to get cooperation from citizens in
keeping carp off the streets on sweeping days.
Discussion was held concerning when to hold the
next budget work session but no definite deci-
sion was reached.
