ROHNERT PARK CITY COUNCIL MINUTES
April 28, 1975
The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 7:00 p.m. in the
City Offices, 6750 Commerce Blvd., with Mayor Hopkins
presiding
Present: (5) Councilmen Beary, Eck, Flores, Smith, and
Hopkins
Absent: (0) None
Staff present: City'Manager- Callinan, City Engineer
Brust, and Finance Director Sheehan
Press representatives present: Judson Snyder, Rohnert Park_.
Cotati Clarion, and David Jones, Cotati Call
Others present: Students Nina Bogdanov, Sue Allison,
Cathy Phillips, Cindy Stroupe, Julie Drake, and Anna
Hilleland
City Manager Callinan Advised that the City of Sonoma had
called and requested all.Councilmen who had not done so
to return the survey questionnaire being undertaken by
the Mayors' and Councilmen's Association of Sonoma County.
City Manager Callinan advised that he would be meeting on
Wednesday, April 30th, at 8:15 a.m. with Larry Maniscalco
of Comprehensive Health Planning and asked if any Council-
man waited to sit in on the discussion. Councilmen Eck
and Beary indicated that they might attend.
LAFCO Fee City Manager Callinan advised the Council of the May lst
meeting of the Local Agency Formation Commission at which
time it would consider the city's request for waiving of the
$400 filing fee for the application for detachment from
the Petaluma Hospital District. Councilmen Flores and
Hopkins indicated they would handle the matter.
Nation's Cities City Manager Callinan polled the Council to see who was
receiving copies of Nation's Cities magazine. He indi-
cated that it was a good magazine and would subscribe
to it for each member of the Council.
Wastewater Treatment A work session was commenced concerning wastewater treat-
ment and involved a review of the agreement for partici-
pation in the subregional facility; review of the Sewer
Use Ordinance recently enacted, the need for adopting new
sewer service rates, cash flow problems being encountered
in financing the plant modifications at the city's plant
and the interceptor to the subregional plant; methods of
financing the city's share of said improvements; the need
to negotiate a contract with the City of Cotati for its
participation in the subregional facility and the possible
need to renegotiate a contract with the state for sewer
service provided to the state college.

City Engineer Brust and Finance Director Sheehan presented
several statements outlining the monthly cash requirements
for the city's wastewater treatment projects and program
and also a statement outlining the city's revenue program
for the project and particiption in the subregional
system.
A considerable amount of discussion was held concerning
the matter with many questions being asked by the Council,
City Manager Callinan indicated that a resolution setting
the sewer rates that would have to be placed into effect
would either be on the first or second meeting agenda of
May.
Discussion was also held concerning the possible need to
raise.the connection fee imposed.on new development to
make certain that it was at a level commensurate with the
capital outlay required for new wastewater treatment
facilities.
Adjournment There being no further business, the meeting was adjourned
at approximately 9:00 p.m.
