ROHNERT PARK CITY COUNCIL MINMS
July 1, 1969
The Council of the City of Rohnert Park met this date in
regular adjourned session at 7 :45 p.m. in the City Offices,
435 Southwest Boulevard, Rohnert Pax*, with Mayor Rogers
presiding.
Mayor Rogers called the meeting of the adjourned regular
session to order at approximately 7:55 p.m.
Present: (4) Councilmen Hopkinsq Roberts, Smith & Rogers
Late: (1) Councilman Buchanan, his time of arrival is
specifically noted in the minutes
Staff Present: City Manager Callinan
Others Present: News Correspondent Jane Faust
City Manager Callinan read a letter from James Lyttle,
Manager of the Sonoma County Fair inviting the Council to
participate in Rohnert Park Day, July 16th._ The Council
members indicated they would be able to attend and requested
the City Manager to so notify Mr. Lyttle.
1969 -70 Budget
City Manager Callinan reviewed the action to date taken on
the 1969 -70 budget.
Public Safety
City Manager Callinan reviewed the proposed budget for

Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved the Council gave tenta-
tive approval to the Public Safety Proposed Budget for
1969 -70.
Health - Library-
City Manager Callinan reviewed the Health, Library and
Cultural Arts
Cultural Arts Budgets for 1969 -70.
Budget
Upon motion by Councilman Hopkins, seconded by Councilman
Smith, and unanimously approved, the Council gave tenta-
tive approval for the Health, Library and Cultural Arts
Proposed Budgets for 1969 -70.
Streets & Bridges
City Nanager Callinan reviewed the proposed Streets &
Budget
Bridges Budget for 1969-70, pointing out that the budget
would be financed by the use of State Gas Tax Funds. Mr.
Callinan further indicated that the relocation of the sewer
and water lines required for the Expressway- Interchange
right of way to be obtained for the state was not included
in the - proposed budget and should be. He indicated that
Engineer Hudis had received a quote from Argonaut Construe-
tors for $5800 to do the relocation and that this matter
would be presented to the Council for consideration at the
July 7th meeting. Discussion followed concerning the use
of Gas Tax Funds for the projects suggested.

Upon motion by Counalman Smith, seconded by Councilman

cussed, including the necessary relocation of the sewer
and water mains for the interchange'.
General Fund City Manager Callinan reviewed the Computation of General
Recharge Fund Recharge to Utility aad included in the 1969 -70
Budget.
Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the City Council approved
the General Fund Recharge to Utility Fund in the proposed
1969_70 budget.
Salary Reoommenda- City Manager Callinan presented his memo dated July 1, 1969
tions concerning salary recommendations for 1969 -70 and suggested
changes in the City's fringe benefits (a copy of the memo
is attached to the original minutes.) Discussion followed.
Rogers leaves Mayor Rogers left the meeting at this point, the time being
approximately 8 :45 p.m. and Vice Mayor Smith assumed the
chairing of the meeting.
Salary Recommenda-
tions
A lengthy and extensive discussion was held concerning cost
of living adjustments as opposed to merit increases and the
problems involved in setting salary rates.
Upon motion by Councilman Hopkins, seconded by Councilman
Smith, and unanimously,approved, the City Council authorized
a 5f cost of living adjustment for those positions recom-
mended for '5°f adjustment in City Manager Callinan's memo
with the adjustment being for present employees but with the
starting salaries for the positions remaining the same as
they are at present, and the cost of living adjustment be-
ing compensated for by adding an additional,atep to the
salary ranges.
A discussion was then held on the recommendations for a
2 ileoo cost of living adjustment in the salaries for the
Assistant to the City Manager, City Man r, and Superin-
tendent of Public Works positions.
Upon motion by Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, the Council included
the Assistant to the City Manager position in the 0-cost
of li�ring adjustment under the same terms and understandings
as the previous motion for other employees.
Upon motion by Councilman Hopkins, seconded by Councilman
Roberts and unanimously approved, the Council decided that
the salaries of the City Manager and the major department
heads would be considered at the first meeting in January.

vacation Program Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved the City Council authoriz-
ed the change in the City's vacation program as follows:
(a) 1 - 5 years - 10 days
(b) Over 5 years - 15 days
(c) Over 15 years - 20 days
Buchanan Arrives Councilman Buchanan arrived at this point in the meeting,
the time being approximately 9 :30 P.M.
Court Time Councilman Roberts initiated a discussion concerning Court
time that officers might be incurring as a result of traffic
citations. A discussion followed.
Miscellaneous Miscellaneous discussions were held concerning golf course
operations, the possibility of getting Sears, Roebuck &
Co. to locate in Rohnert Park, general development, the
water grant forthcoming from HUD, and Del Monte getting
into the frozen food lines. No action was taken on any of
the items discussed.

SUBJECT: Salary Recommendations
1. Salaries
Attached are the salary recommendations for the 1969-70 budget. The
recommendations anticipate a cost of living adjustment to keep the
level of salaries meaningful so as not to penalize the employees for
the high rate of increase in the cost of living. The Consumers'
Price Index for the San Francisco-Oakland area was up 6.2% from
March 1968 to March 1969. Nationwide it was up 6.10 !
The amount of the adjustment recommended is 5% for those positions
that last had a range adjustment at the beginning of the 1968-69
fiscal year. Adjustments of a lesser amount or none at all are sug-
gested for those positions in which the incumbents were granted a
salary adjustment in January or February 1969, or where in some in-
stances the incumbent for the position has been hired during the
last six months.
The Council should keep in mind that there is a difference between
a cost of living adjustment and a merit increase. The pay ranges
for all regular employees with the exception of those that are on
a non-rated basis, such as certain department heads and the City
Manager, provide for merit increases of 5% between steps. The City's
pay plan or pay schedule is set up so that the 5% increase is given
to an employee at the end of a six month's probationary period and
then yearly thereafter on the employee's individual review date
until the employee reaches the top step in the pay scale.
The cost of living adjustment should not be considered a merit in - --
crease. It is merely to keep the salaries that the City is paying
in line with the cost that the employees are incurring for living
and to make sure that the salaries stay commensurate with the level
of the Comsumer's Price Index.
A list of the part-time employment pay rates previously approved by
the City Council is attached. No additional action by the Council
is required on these. They are being provided again for informa-
tional purposes.
2. Vacation
I also recommend the following change in the City's vacation program:
(a) 1-5 years 10 days
(b) over 5 years 15 days
(c) over 15 years 20 days
This was also recommended last year, but not acted upon by the
Council,
3. Group Insurance
Later in the fiscal year a revision may be recommended in the City's
group insurance program to bring it into line with increased medical
costs. Consideration of a dental group program will also be presen-
ted to the Council. I do not have any details on this at this time,
but I have asked Mr. Feeney to at least start investigating the
matter to determine whether or not it is feasible and /or desirable
for the City to enact such a program. The program may be made op-
tional with the employees who desire to participate contributing.
However, the purpose of mentioning the group insurance program now
is to let you know that we intend to review the entire group insurancE
program during September when it is normally done prior to the re-
newal date.
4. Fringe Benefits
For the benefit of the Council I would like to make you aware of the
following other fringe benefits being received by the employees:
(a) Sick leave 1 day a month, accumulative to 50 days
(b) Membership in the Public Employees' Retirement System
(c) Membership in the O.A.S.D.I. Program (Social Security)
(d) Holidays - 11 plus state -wide election days and noon
to 3 :00 p.m. on Good Friday.
(e) Group Insurance Program which provides each employee
with $3,000 worth of life insurance plus accident
and health insurance coverage including major medi-
cal. The City pays the entire cost of employee
coverage and also one-half of the cost of extending
the coverage to the employee's dependents. The
present cost for extending coverage to dependents
is $8.10 per month per employee.
5. Summary
Specifically, then., at this time I'm recommending (1) a cost of
living adjustment for regular employees as indicated on the attached
sheet, and (2) a change in the City's vacation program to the
following:
(a) 1 -5 years 10 days
(b) over 5 years 15 days
(c) over 15 years 20 days
