The Council of the City of Rohnert Park met this date in
regular session at 7:00 p.mo in the City Offices, 435
Southwest Boulevard, Rohnert Park, California with Mayor
Rogers presiding.,
Call to Order Mayor Rogers called the meeting d the regular session to
order at approximately 7:10 p.m.
Roll Call Present: (3) Councilmen Hopkins, Roberts, Rogers
Absent: (0) None
Late: (2) Councilmen Buchanan and Smith, their time
of arrival is specifically noted in the
minutes.

Approval of Minutes Upon motion by Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, the minutes of August 4,
1969 were approved as submitted.
Approval of Bills Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the bills presented for
approval were approved.
Communications Communications were brought to.the attention of the Council.
No action was taken on any communications except as specifi-
cally noted in these minutes.
City Manager Callinan summarized a letter from Wilson, Jones,
Morton & Lynch suggesting that the Council adopt a resolu-
tion opposing legislation affecting tax- exempt status of
municipal securities.
Resolution No. 69 -81 opposing change in tax - exempt status
of municipal bonds was deferred until later in the meeting
after the Council had an opportunity to review the resolu-
tion.
City Maps for City Manager Callinan read a, communication from the Rohnert
Chamber of Commerce Park Chamber of Commerce requesting 250 City maps at no cost
to the Chamber. After a brief discussion the Council
authorized the distribution of 250 maps to the Chamber of
Commerce with cost for same to be charged to the Chamber of
Commerce promotional erection of the City's budget.
Councilman Smith Councilman Smith arrived at this point in the meeting, the

Monthly rate at Golf Councilman Hopkins questioned the cost of monthly rates at
Course the municipal golf course of $25.00, and asked the Council
to ,consider lowering the monthly rate to $15.00. The mefter
was deferred until the next meeting for further Council con-
sideration.
Commendation for Councilman Roberts advised that while the City Manager was
Public Works on vacation he reported a dangerous hole in the asphalt at
Southwest Boulevard and Adrian which was taken care of imme-
diately by the Public Works Department.
Undergrounding
Councilman Roberts commented on the undergrounding of utili-

ties advising that many cities require total underground as
opposed to streamlined in new construction areas. He re-
quested that the matter be scheduled for discussion at the
next regular Council meeting.
Mayors' & Councilmens
Councfiman Roberts announced that there would be a meeting
Association
of the Mayors' & Councilmen's Association on September 11,
11969`at the Chatteau in Healdsburg to discuss County and
City planning in the fringe areas.
Recreation Commission
Councilman Roberts announced that the Recreation Commission
was preparing guide lines for the use of facilities in the
community which would be presented to the Council, for their
approval.
Cultural Arts
Councilman Roberts suggested that an Executive Session be

held before the'September 2, 1969 Council meeting to dis-
cuss an appointment to the Cultural Arts Commission, as the
last appointee to the Cultural Arts Commission has not
attended a Commission meeting nor been sworn in as yet.
The Malkin' Mayor
Mayor Rogers announced that at the Petaluma 01d Adobe Days
celebration that he had won the Mayors' Cow Milking Contest
and displayed the perpetual award presented to him.

City Manager Callinan explained the tentative maps submitted
Young America Homes
by Young America Homes for Colegio Vista Subdivision No. 2.
The City Manager also reviewed his August 18th memo to the
Council and explained the nineteen (19) conditions suggested
by staff for Council approval relative to the tentative map.
County Planner Wes Vail recommended approval of the tenta-
tive map `with ' the provision that the 19 conditions be com-
plied' "with and on the basis that before the final map is
approved that the zoning ordinance be amended to permit this
particular development.
A discussion was held concerning the advantages and disad-
vantages of the small (45' wide) lot sizes.
At Councilman Hopkins' request, County Planner Vail explain-
ed that the County's desired lot size is 6,000 square feet,
however in the case of the proposed Young America Homes lots

there were adjacent amenities that releave the smaller lots,
such as those required of developers of mobile home parks.
He indicated that to date the County has not had requests
for 45'`lot widths; the City of Santa Rosa who has had a
request for 45' lot widths made sure there was ample open
space around the development.
Mr. Tom Piazza, Rohnert Park resident, addressed the Council
and spoke in opposition to the 45' wide lots development.
Upon inquiry from Mr. Tom Piazza, Mr. Bob O'Neel of Young
America Homes spoke and advised that the price of the homes
to be built on the lots ''would be from $16,000 to 821000.
Mr. Piazza felt that this'type'of home would attract a
"lower class" of people.
Mr. O'Neal of Young America Homes advised that he could see
no problems concerning the list of conditions recommended
by staff; although, he could not approve those conditions
concerning Sonoma Campus Company, since he could not speak
for them. He also advised that Southwest Boulevard con -
struction to the railroad could not be committed by Young
America Homes since they did not gown it or the adjacent
property yet.
Mayor Rogers advised that several residents had talked to
him and they felt that this type of development would down-
grade the community.
Vice Mayor Vern Smith gave a presentation to the Council
advising that he felt that homes affordable for middle in-
come families has disappeared in Rohnert Park, that young
marrieds and retired persons cannot afford homes in Rohnert
Park. He stated that 'the ` only other alternative to the
Young America Homes proposed would be apartment cities or
mobile home parks.
Councilman Roberts advised that mobile homes would be die-
cussed at the Mayoral & Councilmen's meeting in Healdsburg
in the near future.
The'City Manager indicated that he felt that this type of
home has a lot to offer for Rohnert Park, and that with FRA
'and VA financing and the ample open space around the develop-
ment, that Young America deserves the chance to be able to
show 4hat they can do for Rohnert Park in this area based
on the fine job they have done to date in Rohnert Park.
Mr. Paul Golis was present and stated that Young America's
proposal was the best presentation for low cost housing he
has seen in the State of California; and that the only
houses in Rohnert Park that a policeman or fireman can
afford to buy is the type that Young America Homes is prow

front footage; that the Council should look toward more
industry or business development in Rohnert Park; that
the City builds more houses and the residents shop in Santa
Rosa.
Councilman Buchanan Councilman Buchanan arrived at this point in the meeting,

Mr. James Groom was present and advised that all cities are
having: problems with low cost housing, but that the only
Place you can go wrong is to build a City entirely of low
cost housing. He expressed support for the Young America
Homes proposal.:
Councilman Hopkins asked County Planner Vail to report on
how the City can keep from having to give other developers
permission to build the same type of housing adjacent to
Young America's development.;
Upon conclusion of the discussion and with Mr. Bob O'Neel's
concurrence, Council action on the tentative map for Colegio
Vista Subdivision No. 2 was deferred until the next regular
Council meeting.
Recess Mayor ;Rogers declared a; five minute recess for Councilmen
to review proposed Resolution No. 69 -81, the time being
approximately 8:25 p.m.
Reconvene Mayor Rogers reconvened the meeting at approximately 8 :30
p.m.
File No. 0121 City Manager;Callinan brought the Council up to date on the
Lorena Manor Mobile mobile home park development proposed on Country Club Drive,
Home Park south of Rohnert Park Expressway, and advised that the
developers were requesting acceptance of the preliminary
master plan, a firm statement from the City on the width of
Country: Club Drive, a statement from the City concerning
development of Country Club Drive as the developers wanted
to construct Country Club Drive only to the entrance of the
mobile home park and the remainder as development warranted,
and that they were also requesting the erection of a tem-
porary sign to guide visitors to the mobile home park.
Mr. William Kapranos, representing the developing group for
the mobile home park, was present and discussed the items
with the Council.
County Planner Wes Vail advised that he felt the preliminary
master plan was ;very well laid out, however he would have
some recommendations relative to fencing, landscaping, etc.
before approval of final plans.
Upon motion by Councilman Roberts, seconded by Councilman

Hopkins, and unanimously approved, the Council gave tenta-
tive approval of the preliminary master plan of the Lorena
Manor Mobile Home Park with the understanding that staff
will review and have recommendations on the final plans.
An opinion was requested of Deputy City Attorney Morris
Mawson regarding the delayed construction of Country Club
Drive. The Deputy City Attorney advised that it would be
possible to enter into an agreement with the developers to
guarantee construction of the,remainder of Country Club
Drive at a later date, 'however some type of security guaran-
tee would have to be obtained from the developers.
The Council directed the City Attorney and City staff to
prepare an agreement allowing the developers to construct
only that portion of Country Club Drive from the Expressway
to the entrance of the mobile home park at this time, the
remainder to be constructed as development in the area de-
mands.
Mr. Kapranos asked the Council if there was to be an over -
pass on the Expressway at 'Country Club Drive. The Council
indicated that it had no definite information at this time.
City Manager Callinan advised that it was not known if an
overpass would be required but that building set -backs
should be sufficient to protect.the area if an over -pass
or on-off ramps from the expressway become necessary.
The City Council indicated they would give approval for a
temporary directional „sign to be .erected on Commerce Boule-
vard: near the Knudtsen Building, the exact size and location
and duration to be determined upon specific application.

1969 -70,
City Manager Callinan summarized the above resolution.
Upon motion by Councilman Buchanan, seconded by Councilman
Roberts and unanimously approved, the reading of Resolution
No. 69 -79 was waived and said resolution was adopted.
Resolution No. 69--80 RESOLUTION FIXING THE RATE OF TAXES FOR THE FISCAL YEAR
1969 -1970 FOR THE CITY OF ROHNERT PARK.
City Manager Callinan explained the above resolution, ad-
vising that although there would be no increase in City
taxes, that there would be a substantial increase in County
and school taxes.
Upon motion by Counciman Buchanan, seconded by Councilman
Roberts, and unanimously approved, the reading of Resolution
No. 69 -80 was waived and said resolution was adopted.

Project No. 1965 -1 Consulting Engineer Hudis advised that the contractor was
Fonta5� Road on_sehedule in his construction of the Coddingland frontage
road and the box culvert over Hinebaugh Creek.
City Manager Callinan reviewed Mr. Golis, letter regarding
Mr. Anderson's property in which he stated that the City
was trespassing on Mr. Anderson's property in constructing
the frontage road. Deputy City Attorney Mawson advised
that the City Attorney had received the complaint regarding
the condemnation of Anderson's, property but the legality
of the'oondemnation would be up to the Superior Court, not
the City Attorney.
Project.1968 -1 Consulting Engineer Hudis advised that of the bids received
Groom Driveway from Argonaut, Rapp and Siri for the construction of the
driveway into the Groom Property on the west side of the
freeway, Argonaut was the low ;bidder, though higher than
the engineer's estimate.

Upon motion by Councilman Buchanan, seconded by Councilman
Roberts, and unanimously approved by a roll -call vote,
Engineer Hudis was authorized to issue a change order in
Project.1968 -1 to Argonaut Constructors to 'build the drive-
way into the Groom property, the driveway construction not
to exceed S3,000®
Discussion of legality of the construction of the drainage
ditch on the Knudtsen property was deferred until City
Attorney Maxwell was present.
Consulting Engineer Hudis advised that the contractor has
completed tho earth work required on Copeland Creek, and
that the landscape contractor had asked for a delay of one
month for more favorable weather for planting the grass.
The City Council had no objections to the delay of one
month if it would be beneficial to the landscaping.
Consulting Engineer Hudis also advised the Council that he
had seen considerable evidence of equestrian traffic on the
Copeland Creek right of way.
Project No, 1966 -2 City Manager Cailinan explained the necessity of the amended
assessment in the Sonoma State Expressway Improvement Pro-
ject.
Public Hearing Mayor Rogers declared ,open the Public Hearing on the amended
assessment for the Sonoma. State Eacpressway Improvement Pro-
ject No. 1966-2, Assessment No. 3. There being no one pre-
sent wishing to be heard and no written protests, the public
hearing was declared closed.

Roberts and unanimously approved on a roll call vote, the
reading of Resolution No. 69 -80 was waived, and said resolu-
tion was adopted.
CATV - Channel 12 City Manager Callinan gave a report on his efforts to obtain
complete delivery of Channel 12 for Rohnert Park. He ad-
vised that he was waiting for a copy of the FCC's ruling and
that the next step might be for the City to file a protest
with the FCC and to request Storer Cable TV to assist.
Public Safety City Manager Callinan summarized a letter of commendation
Commendations for Public Safety Officer George Norton from Chief Dennett
for Officer Norton's behavior during an attempted suicide.
City Manager Callinan then informed the Council of Chief
Dennett's participation in the incident and recommended a
letter of commendation for Chief Dennett from the City
Council.
Upon motion by Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, letters of commendation
were to be written over the Mayor's signature to Officer
Norton and Chief Dennett for their performance during an
attempted suicide on August 14th.
Southwest Boulevard City Manager Callinan advised that the PUC re- hearing rela-

for September 11 and 12 in the City Council Chambers.
Resolution No. 69 -83 RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREE TT
Said resolution and agreement with the U.S.A., Secretary of
Housing and Urban Development was discussed and considered.
Engineer Hudis participated in the discussion.
Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved on a roll call vote,
Resolution No. 69 -83 was adopted.
Resolution No. 69--81 A RESOLUTION OPPOSING CHANGE IN TAX- E)MIPT STATUS OF
MUNICIPAL BONDS
City Manager Callinan reviewed the above resolution.
Upon motion by Councilman Smith, seconded by Councilman
Hopkins and unanimously approved, the reading of Resolution
No. 69u-81 was waived, and said resolution was adopted.
Davi Use Permit Deputy City Attorney Mawson brought the Council up to date
File No. 60 on the status of the Davi operation on Commerce Boulevard
and advised the Council that definite action will be taken
within the next week.
Adjournment There being no further business the meeting was adjourned
at approximately 9:15 p.m..
