1970/01/05 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES January 5, 1970 The Counnl of the City of Rohnert Park met this date in regular session commencing at 7030 p.m. in the City Offices; 4.35 Southwest Boulevard, Rohnert Park, with Mayor Rogers presiding. The regular session was preceded by an b&ecutive Session to discuss personnel matters and which commenced at 7:05 p.m. Call to Order Mayor Rogers called the meeting of the regular session to order at approximately 7:30 p.m. and led the pledge of allegiance. Invocation Reverend Haven N. Davis, Faith United Presbyterian Church was present and gave an invocation to start the naw year. Roll Call Present: (5) Councilmen Buchanan, Hopkins, Roberts, Smith and Rogers .Absent: (0) None Staff Present: City Manager Callinan, City Attorney Maxwell, and Assistant to the City Manager Albright. Approval of Upon motion by Councilman Buchanan, seconded by Councilman Minutes Hopkins, and unanimously approved, the minutes of December 15, 1969 were approved as submitted. Approval of Bills Upon motion by Councilman Roberts, seconded by Councilman Hopkins, and unanimously approved the bills presented for approval in the amount of $13,217.25 were approved. Communications Communications per the attached outline were brought to the attention of the Council. No action was taken on any com- munication except as noted specifically in these minutes. Mayors and Council- City Manager Callinan announced the Sonoma County Mayors men's Meeting and Councilmen's Association meeting to be held in Petaluma, January 8, 1970. Salary for Supt. City Manager Callinan presented the recommendation discussed. of Public Works in the executive session regarding a salary increase for the Supt. of Public Works. Upon motion by Councilman Smith, seconded by Councilman Hopkins, and unanimously approved, a salary increase to $1,128 per month for C.A. Wiggins, Supt. of Public Works, was authorized to be effective January 1, 1970. Upon motion by Councilman Hopkins, seconded by Councilman Smith and approved by the following roll call vote. Resolu- lion 1ao. 710-01 was adopted. AYES. 3) Hopkins, Smith, Rogers (2) NOES. Buchanan, Roberts Traffic Control Councilman Roberts discussed the possibility of installing a stop sites on Burton &venue in the vicinity of Waldo Rohnert School and commented on a past meeting with the P.T.A. concerning this matter. Discussion followed and was concluded with the advice from Mr. Callinan that a resolution for a four -way stop sign at the intersection of Buxton Avenue and Bonnie Avenue will be presented at the next Council meeting. Air Pollution Councilman Roberts initiated a discussion on the possibility of air pollution controls for Rohnert Park. The Council decided to try once more through the Sonoma County MLayora and Councilmens Association to initiate some action for Sonoma County air pollution control. Councilmen Roberts and Smith were designated to handle the matters Resolution No. 70 -02 RESOLUTION ESTABLISHING SALARY FOR CITY MANAGER Councilman Smith summarized the resolution and expressed the Council's feeling that the salary increase was not commensurate with the high quality performance of the City Manager during the past year. Upon motion by Councilman Smith, seconded by Councilman Roberts, and unanimously approved, Resolution No. 70 -02 was adopted to be effective January 1, 1970. Resolution No. 70 -03 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK CONSENTING TO THE INCORPORATION OF SANITARY GARBAGE DIS- POSAL COMPANY City Manager Callinan summarized the resolution. Upon motion by Councilman Buchanan, seconded by Councilman Hopkins, and unanimously approved, Resolution No. 70 -03 was adopted. Resolution No. 70-04 RESOLUTION APPROVING AUDIT CONTRACT FOR HUD PROJECT NO. WS -CALIF -333 C'i'ty Manager Callinan summarized the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Smith, and unanimously approved, Resolution No. 70 -04 was adopted. January 5, 1970 Page -3- Resolution No. 70 -05 RESOLUTION OF THE CITY OF ROHNERT PARK REQUESTING RENEWAL FOR A PERIOD OF ONE YEAR OF AGR:F94ENT WITH THE COUNTY OF SONOMA FOR THE PROCESSING OF MUNICIPAL ELECTIONS. City Manager Callinan summarized the resolution. Upon motion by Councilman Buchanan, seconded by Councilman Hopkins, and unanimously approved, Resolution No. 70-05 was adopted. Resolution No. 70 -06 RESOLUTION APPROVING AMENIMENT TO AGREEMENT WITH SONOMA COUNTY WATER AGENCY REGARDING,HINEBAUGH CREEK BOX CULVERT. City Manager Callinan summarized the resolution. Upon motion by Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved, Resolution No. 70 -06 was adopted. Resolution No. 70 -07 RESOLUTION ACCEPTING QUITCLAIM DEED FROM CORAL HOMES AND REDWOOD II$PIRE TITLE COMPANY (Copeland Creek) City Manager Callinan summarized the resolution. Upon motion by Councilman Buchanan, seconded by Councilman Roberts, and approved by the following voice vote, Resolu- tion No. 70 -07 was adopted; AYES: (4) Councilmen Buchanan, Roberts, Smith, Rogers NOES:. 1) Councilman Hopkins Resolution No. 70 -08 RESOLUTION REQUESTING THE OFFICE OF SONOMA COUNTY COUNSEL TO APPEAR AND REPRESENT THE CITY OF ROHNERT PARK IN LEGAL ACTION. City Attorney Maxwell summarized the above resolution. Upon motion by Councilman Buchanan, seconded by Councilman Roberts, and unanimously approved, resolution No. 70 -08 was adopted. Resolution No. 70 -09 RESOLUTION DENYING CLAIM OF MR. GLENN PRUIT City Manager Callinan summarized the above resolution. Upon motion by Councilman Buchanan, seconded by Councilman Roberts, and unanimously approved, Resolution No. 70 -09 was adopted. Housing Element of City Manager Callinan advised that notice of the scheduled the General Plan public hearing had been published twice in the Clarion news- paper. Mayor Rogers declared open the scheduled public hearing on the Housing Element of the General Plan. Mr. Callinan advised that the Housing Committee recommended adoption January 5, 1970 Page -4- of the Housing Element as drafted. Mr. F.G. Lehman, who prepared the Housing Element, was recognized and reviewed briefly the contents of the Housing Element. There being no one else desiring to be heard and no written communications submitted, Mayor Rogers declared closed the public hearing on the Housing Element of the General Plan. Upon motion by Councilman Buchanan, seconded by Councilman Smith, and unanimously approved, the Council went on record as endorsing the Proposed Housing Element of the General Flan and requested a resolution be prepared so that it could be formally adopted. Ordinance No. 126 ORDINANCE REQMING LOCAL HEALTH PERMITS FOR FOOD HANDLING ESTABLISHMENTS AND FIXING ANNUAL INSPECTION FEES City .Attorney Maxwell summarized the above ordinance. Upon motion by Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved by a roll Bali vote, the reading of Ordinance No. 126 was waived, and said Ordinance was introduced. Ordinance No. 127 ORDINANCE PROVIDING FOR THE PURCHASE OF SUPPLIES AND EQUIP- MENT City Manager Callinan summarized the above ordinance. Upon motion by Councilman Hopkins, seconded by Councilman Roberts, and unanimously approved by a roll call vote, the reading of Ordinance No. 127 was waived and said Ordin- ance was introduced. Office Space City Manager Callinan explained the situation regarding lace, Problem of office space for city personnel and advised that he had explored several possibilities and desired Council reaction to moving the City Council meetings elsewhere and remodel- ing the present council chambers into offices. After discussion, the Council requested City Manager Callinan to lookinto more alternatives. League of California ' City Manager Callinan advised of the Redwood. Empire Divisior Cities of the League of California Cities meeting to be held in Santa Rosa, January 249 1970® Upon motion of Councilman Buchanan, seconded by Councilman Hopkins, and unanimously approved, the Council authorized free golfing privileges for the day at the City's course to those public officials attending the meeting.. Garden Club City Manager Callinan announced the Garden Club luncheon to be held on January 22, 19709 to which all councilmen were invited and at which the Club will present a piano for the Community Center to the City. January 5, 1970 Page -5- Interchange City Manager Callinan reported that he had been advised Development this date by a telephone call from the Division of Highways that on January 26th, bids would be called for the south- bound on -off ramps of the proposed interchange and the bid opening is scheduled for February 25th. Chief Dennett's City Manager Callinan advised that although an increase in Salary Chief Dennett's salary to $972.00 per month effective December 1, 1969, had been approved in the executive session on December 1st, due to an oversight it was not formally approved in the regular session of the December 1, 1969 Coun- cil meeting. Upon motion of Councilman Roberts, seconded by Councilman Buchanan, and unanimously approved, Chief Dennett's salary of $972 per month as of December 1, 1969 was ratified. Project 1967 -5 City Manager Callinan advised of Robert E. Schweser Co. of Calif., Ltd, proposal dated January 2, 1970 to purchase at a 15-20 discount the unsold portion of the bonds for Project 1967 -5. Upon motion by Councilman Buchanan, seconded by Councilman Roberts, and unanimously approved, Robert E. Schweser Co. of California, Ltd., proposal dated January 2, 1970, was accepted and the Mayor was authorized to execute same. Annexation No. 6 City Attorney Maxwell advised that he had been in contact .Agreement with both Mr. Rohnert and his attorney in an effort to expedite their action on the proposed Annexation No. 6 agreement. He indicated that they probably will be ready to go ahead with the agreement by next council meeting. Roberts leaves Councilman Roberts left the Council Chambers at this point Council Chambers in the meeting, the time being approximately 8:56 p.m. Lorena Manor City Attorney Maxwell advised he anticipated that the agree - Country Club Dr. ment with Lorena Manor Mobile Home Park for the improvement File No. 121 of Country Club Drive would be before the Council for approval at the next meeting. City Manager Callinan advised he had met with Lorraine Curley at length today regarding water rates for the mobile home park. Councilman Roberts Councilman Roberts returned to the Council Chambers at this Returns to Council point in the meeting, the time being approximately 9 :00 p.m. Chambers Davi Operation City Attorney Maxwell advised that he still does not have File 0060 a warrant on this matter but that a civil suit will be pre- pared to take the place of the criminal action in the hope that speedier results will be obtained in trying to bring the Davi operation on Commerce Blvd. into compliance with the zoning ordinance. Storer Cable TV Prayer Breakfast Adjournment January 5, 1970 Page -6- City Manager Callinan reviewed the letter received from .Storer Cable TV regarding Rohnert Park program origination, i.e. cable casting. I'm brief discussion followed during which it was advised that when there are more than 3500 subscribers F.C.C. regulations require CATV operators to cable cast. Councilman Smith advised that Healdsburg is cable casting at the present time. Mr. Callinan was request- ed to find out how many subscribers are served from Storer's antenna site. Mayor Rogers announced Congressman Clausen's prayer break- fast which will be held January 17, 1970, at the Flamingo Hotel, Santa Rosa.
