Consider Implementation of a Community Choice Aggregation Program within the City of Rohnert Park, Introduce and Waive First Reading of an Ordinance Authorizing the Implementation of a Community Choice Aggregation Program, Consider and Provide Direction on Resolution Requesting Sonoma Clean Power to Act as Community Choice Aggregator on Behalf of the City of Rohnert Park, Consider Potential Appointments for City of Rohnert Park Representative to Board of Directors of Sonoma Clean Power Authority and Consider Filing of Notice of Exemption from CEQA Regarding Participation in Sonoma Clean Power Assistant City Manager Schwartz presented the items. Geof Syphers, Sonoma Clean Power CEO, answered Council questions. Recommended Action(s): 1. Introduce and waive first reading of Ordinance 883, An Ordinance of the City Council of the City of Rohnert Park, California Authorizing the Implementation of a Community Choice Aggregation Program; 2. Consider and provide direction to Staff regarding Resolution, a Resolution of the City Council of the City of Rohnert Park, California, Requesting that the Sonoma Clean Power Authority Act as a Community Choice Aggregator on Behalf of the City of Rohnert Park and Implement the Sonoma Clean Power Community Choice Aggregation Program within the City Of Rohnert Park; 3. Consideration of a Resolution Authorizing the California Statewide Communities Development Authority to Form a Community Facilities District within the Territorial Limits of the City of Rohnert Park and Related Matters City Engineer Pawson presented the item. The underwriter for the California Statewide Communities Development Authority (CSCDA) bond pool, Bob Williams, RBC Capital, and applicant, Kevin Polson, Brookfield Homes, were present to answer questions. Recommended Action(s): Approve Resolution 2014 -160 authorizing the CSCDA to form a Community Facilities District within the territorial limits of the City of Rohnert Park and related matters. PUBLIC HEARING: (NO EARLIER THAN 6PM — Noticed 11/14/2014) Consideration Adoption of 2015 -2023 Housing Element and Associated Negative Declaration Development Services Director Ponton, Senior Planner Beiswenger, and consultant Chelsey Norton Payne, Mintier Harnish, presented the item. Recommended Action(s): Adopt Resolution 2014 -161 to certify the initial study and negative declaration and Resolution 2014 -162 to approve the 2015 -2023 Housing Element Update Hearing Opened 7:50 pm Norman Mushnick expressed concern regarding the lack of affordable housing for special- needs /extremely low income seniors in Rohnert Park, spoke to sections 9.6 and IIO -3 of the Housing Element, and requested that the City create, fund, and implement a program (not a policy) in the Rohnert Park Housing Element for special needs. Lloyd Iversen, Santa Rosa Plain Groundwater Management Plan Basin Advisory Panel member, stated he is commenting on Agenda Items 10, 11, 12, and 13 and that these items are in violation of government code section 65352.5, 10910 -10915 upper case 36, SB 910, and AB 3030. Iversen stated to not live beyond the water supply capabilities of the area and to look at the USGS study just completed states the Santa Rosa Plain is on overdraft. Carrie Reed, Rebuilding Together Rohnert Park - Cotati, requested that the organization be supported as a resource for Rohnert Park and to be included again in the Housing Element possibly listed on the table as a senior resource on page 9 -32. Education Committee Councilmember Stafford reported the committee was introduced to Sonoma State University's facilities director and was provided with an update regarding University facilities. B. Liaison Reports 1. Chamber of Commerce, 11/18 Councilmember Stafford announced the tree lighting event will be December 6, 2014 and the crab feed is January 10, 2015. C. Other Reports Councilmember Mackenzie reported the City's comments regarding the SMART platform design has been received by the SMART board of directors and general manager. COMMUNICATIONS Vice Mayor Ahanotu reported he is working with staff on the annual, community Thanksgiving Day meal event that was previously organized by Reverend Tharpe. Mayor Callinan reported on the City's Veterans Day event at the Community Center and the City received a County of Sonoma Board of Supervisor's Resolution honoring November 11, 2014 as Veterans Day. Mayor Callinan reported on the annual Senior Center Thanksgiving luncheon Community Services Specialist Schieberl organized. Mayor Callinan reported on his attendance to a Naval War College event in Rohnert Park organized by Herlinda Heras. 17.
