Approval of Minutes
ROHNERT PARK CITY COUNCIL MINUTES
April 20, 1970
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:13 P.M. in the City Offices,
435 Southwest:Boulevard, Rohnert Park, with Mayor Rogers
presiding. The regular session was preceded by an Execu-
tive Session which commenced at 7:00 p.m. to discuss per-
sonnel matters and at which no action was taken.
Mayor Rogers called the meeting of the regular session to
order at approximately 7:13 p.m. and led the pledge of
allegiance.
Mayor Rogers announced that no action had been taken in the
Executive Session held immediately preceding the regular
session.
Present: (4) Councilmen Buchanan, Hopkins, Roberts and
Rogers
Absent: (1) Councilman Smith
Staff Present: City Manager Callinan, City Engineer Hudis,
and City Attorney Maxwell who arrived late.
Upon motion by Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the minutes of April 6,
1970 were approved as submitted.
Approval of Bills
Upon motion by Councilman Hopkins, seconded by Councilman
Buchanan, and unanimously approved, the bills presented
for approval were approved in the amount of $$13,046.84.
Communications
Communications per the attached outline were brought'to'`
the attention of the Council. No action was taken on any
communication except as noted specifically in these minutes
State and Federal
City Manager Callinan read a letter from the General Ser-

vices Administration which advised they had reviewed the '
decision to locate a Federal office building in Santa Rosa
and confirmed that this was still their decision. He re -`
ported that the Rohnert Park Chamber of Commerce had pre-
viously recommended that this matter be pursued. The Coun-
cil concurred and requested Mr. Callinan to continue writ -"
ing letters to the appropriate agencies urging that the
Federal Building be built in Rohnert Park.
CATV
City Manager Callinan read a letter from the Federal
Communications Commission directed to Congressman Clausen
regarding Storer Cable TV's petition to carry the televi-
sion signal of KHSL -TV. Since it is a contested matter
the FCC was unable to comment on the merits of the case, bL
advised that the case was under consideration and study by
the Commi.ssion's staff.
State Compensation
Mr. Roberts of the State Compensation Insurance Fund pre -

sented refund checks totaling $1,604.62 to the Council whic

represented refunds for the years ending July 1, 1967 and
1969 and which reflected the fine safety record of City
employees.

quest since he had to leave the meeting.
Davi Operation Councilman Hopkins stated for the record that he hoped the

ments'of his use permit.
Councilman Hopkins Councilman Hopkins left the Council Chambers at this point

Newsletter Councilman Roberts recommended the issuance of a quarterly
newsletter to the community to improve communications be-
tween the City government and the community. The Council
concurred and requested City Manager Callinan to follow
through on this.
Sign Ordinance Councilman Roberts suggested the City's sign ordinance be
enforced now that the municipal election is over. Discus-
sion followed. City Manager Callinan stated he had asked
County Planner Wes Vail for guide lines on election cam -
paign signs and would have them at the next meeting.
Recreation Activities Councilman Buchanan requested that the Recreation Commis -
for Girls sion provide him with a list of activities available for
girls.
Canvass of Votes Mayor Rogers announced the Council would meet briefly on
Tuesday, April 21, at 7 :30 to canvass the votes of the
Munbipal election held April 14, 1970. He recognized
candidates Ayers and Beary who were in the audience.
Installation of Mayor Rogers announced the installation of the newly

Water Rate for Mayor Rogers initiated a brief discussion on the possibi-

Manager Callinan was requested to look into this.
1970 Pool Rates City Manager Callinan read the 1969 rate schedule for the
swimming pools and recommended that the same schedule be
used for 1970. He indicated the Recreation Commission con -
curred with his recommendation.
Upon motion of Councilman Buchanan, seconded by Councilman
Roberts, and unanimously approved, the swimming pools ad-
mission rate schedule for 1970 will remain the same as
in 1969.

Long Hair, Beards, City Manager Callinan reviewed the situation with regard to
Mustaches, etc. long hair, beards, mustaches, etc. and read a portion of
the City's "Swimming Pools, Code of Operation ", which re-
quired swimming pool male personnel to be clean shaven. He
stated that he had discouraged city employees from having
long hair, but that the City has no written policy against
hiring anyone with long hair, beards, etc. and in fact has
employed individuals with both long hair and beards in cer-
tain positions. He then read a motion passed by the Recrea-
tion Commission at its last meeting suggesting a liberal
attitude toward long hair and beards.
Ron Rasmussen, Recreation Commissioner who was present,
summarized the Recreation Commission recommendation to
liberalize policy regarding long hair.
Thomas West, Recreation Director spoke in support of liber-
alizing policies regarding long hair. Greg Jilka, Chairman
of the Board, Associated Students of Sonoma State College,
was present and stated he believed city employees should
present a good image but questioned whether having long
hair presented a bad image. Action was deferred until the
next regular meeting so that the full Council could partici-
pate and City Attorney Maxwell had time to research the
legal questions involved and was present to discuss the
matter.
Summer Recreation; City Manager Callinan advised that the 1970 Summer Recrea-
Program tion Program would be run along the lines of last year's
program, except that some more programs for girls were being
anticipated. He indicated that a Mrs. Garrett had volun-
tered to work with girls and was going to poll teen -wage
girls in the community for suggestions for activities they
would prefer.
Full -Time City Manager Callinan reviewed the matter of hiring a full -
Recreation time recreation director and commented on the job descrip --
Director tion he had prepared for the position. He requested
authorization to begin recruiting a full -time recreation
director so that he could begin work in July, 1970.
Councilman Buchanan Councilman Buchanan left the Council Chambers at this point
leaves the time being approximately 17°55 p.m.
Mayor Rogers suggested that the job qualifications descrip-
tion be referred to the Recreation Commission for review
and comment prior to Council action on same.
Councilman Buchanan Councilman Buchanan returned to the Council Chambers at

Lorena Manor Mobile City Manager Callinan reviewed the proposed Lorena Manor
Home Park Mobile Home Park development and summarized the agreement
File 0121 between the City and Lorena Manor regarding Country Club
Drive.
City Manager Callinan reviewed the lot split application
for Deer Meadow Village for a split of AP No. 143 - 0604.37
in accordance with a plot submitted.
Upon motion by Councilman Roberts, seconded by Councilman
Buchanan, and unanimously approved, the lot split was
approved.
Recess Mayor Rogers declared the meeting recessed at this point
in the meeting, the time being approximately 8:10 p.m.

RESOLUTION AUTHORIZING AND APPROVING AGREWENT BEMMEN THE
CITY OF ROHNERT PARK AND LORENA MANOR, A LIMITED PARTNER- -
SHIP CONCERNING LORENA MANOR MOBILE BOMB PARK
Upon motion by Co,_,ncilman Roberts, seco ded by (1—, ? l�?as3
Buchanan, and unanimously approved, the reading of Resolu-
tion No. 70-51 was waived and said resolution wasedopbd
by title.

City Manager Callinan summarized the lot split application

cf Lorena Manor Mobile Rome Park. Upon motion by Councilman

Buchanan, seconded by Councilman Roberts, and unanimously
approved, the lot split of AP 143- w320 -13 was granted in
accordance with the plot submitted with the stipulation
that full undergroundin g of overhead electrical utilities
which are to be installed along the Rohnert Park Express-
way to serve the Lorena Manor Mobile Home Park would be re-
quired prior to development of the northerly six acres.
(see minutes of March 16, 1970).

requirements, some of which were to have been met by March
15th but were not.
Mr. Joseph Davi was present and explained to the Council
there had been illness and a death in the family and he had
no funds at this time to proceed with the improvements whic;
were to be done by March 15, but that he would make every
effort to accomplish them by September 15 as well as the .
remaining improvements required in his permit.
Upon motion by Councilman Buchanan, seconded by Councilman
Roberts, and unanimously approved, Mr. Davi was granted
until September 15 to complete the required improvements
to his operation on Commerce Boulevard,
Deer Meadow Village
City Manager Callinan presented the revised master plan

for Deer Meadow Village and advised it had been referred
to the Counter Planning Department staff for review and that

a public hearing on the necessary rezoning will be held at
the next regular Council meeting.
City Manager Callinan reviewed the lot split application
for Deer Meadow Village for a split of AP No. 143 - 0604.37
in accordance with a plot submitted.
Upon motion by Councilman Roberts, seconded by Councilman
Buchanan, and unanimously approved, the lot split was
approved.

Reconvene Mayor Rogers reconvened the meeting at approximately 8s20p.n
Interchange City Manager Callinan reviewed development of the inter-
change and advised that an agreement for the interim over-
pass structure had been received from the State. N.V.
Callinan summarized said agreement which called for various
payments to be made by the City, but which will actually
be paid by the County under an existing agreement between
the City and the County.
Resolution No. 70-52 RESOLUTION AUTHORIZING AND APPROVING AGREEMENT BETWEEN THE
CITY OF ROHNERT PARK AND THE STATE OF CALIFORNIA CONCERNING
THE ROHNERT PARK EXPRESSWAY OVERCROSSING OF U.S. HIGHWAY 101
Upon motinnby Councilman Buchanan, seconded by Councilman
Roberts, and unanimously approved, Resolution No. 70 -52 was
adopted.
Resolution No. 70-53 RESOLUTION DECLARING WEEDS GROWING UPON OR IN FRONT OF
CERTAIN PROPERTIES WITHIN THE CITY OF ROHNERT PARK TO BE A
PUBLIC NUISANCE, DIRECTING THE CITY MANAGER TO POST NOTICE
THEREOF, AND DETERMINING HEARING DATES AS REQUIRED BY
SECTION 3 of ORDINANCE NO. 27.
Upon motion by Councilman Buchanan, seconded by Councilman
Roberts, and unanimously approved, Resolution No. 70 -53
was adopted.
Well #6 and Tank #1 Engineer Hudis reported nn the progress of this project
and advised that the foundation for the storage tank has
been poured.
Snyder Lane Engineer Hudis advised that plans are still being prepared
Project No. 1969 -1 for the Snyder Lane project and hopefully it will be out
to bid shortly.
Avram Avenue - Santa Engineer Hudis advised that condemnation proceedings have

Project No. 1969 -3 this project and the project should be under construction
as soon as the ground is dry enough for the contractor to
start.
Snyder Lane Water Engineer Hudis reported that this project was approximately

Southwest Boulevard Engineer Hudis advised that Young America Homes had con -

1970 -4 to pay for the full 86 foot wide road to be constructed
now rather than the 60 foot road initially anticipated,
in extending Southwest Blvd. to Snyder Lane.
Ralph Fitch of Pacific Gas and Electric was present and
requested that they be allowed to streamline the street
lighting system by only partially undergrounding which
would cost approximately $$12,000 whereas total underground -
ing would cost approximately 850,000.

Discussion followed after which the Council gave approval
to Pacific Gas and Electric to use the stream -lined method
of electrical utilities in providing street lighting for
the Southwest Boulevard Extension project.
Country Club Drive City Manager Callinan reported that a petition, had been
Project No. 1970 -5 received for an assessment district, signed by Lorena Manor
and Cofego Enterprises, to construct Country Club Drive,
south from the Expressway to Copeland Creek, and that it
had been forwarded to Philip Assaf, Bond Counsel, for pre -
paration cf the necessary documents for Council consideration
Per Acre Assessment City Manager Callinan read a letter from Engineer Hudis
which recommended an increase in the per acre assessment
for development fees to $1550 per acre.
Discussicn followed.
Upon motion by Councf.man Roberts, seconded by Councilman
Buchanan, and unanimously approved,, the per acre assess -
ment was increased to $1550 per acre with the rate to be
reviewed every six months by Engineer Hudis.
Railroad Beautifica -- City Manager Callinan reported on the Public Utilities
tion Commission staff meeting held on April 14th concerning
Rohnert Park City Council resolution regarding Railroad
Beautification of rights of way. Mr. Callinan reported
that cities should submit specific proposals regarding
beautification to the League of California Cities which
would act as a clearing house. Another meeting will be
held on July 15 with cities, the staff of League of Cali -
fornia Cities, and the staff of Public Utilities Commis-
sion.
1915 Act Delinquen -a City Manager Callinan reported there were delinquencies in
cies the 1915 Act bond payments and requested authorization to
advance up to $5,200 of City funds to the County so that
interest payments could,be made to bond holders.
Upon motion by Councilman Roberts, seconded by Councilman
Buchanan, and unanimously approved, City Manager Callinan
was authorized to advance up to $5,200 to the County Trea-
surer in order to correct delinquencies in the 1915 Act
Assessment redemption funds.
League of California City Manager Callinan reminded the Councilmen of the League
Cities Meeting of California Cities meeting to be held in Vacaville on
April 25th.
Parks Development City Manager Callinan reported that Recreation Commissioner,
Rasmussen, Thiesfeld, and Hunter have met several times
recently with Ribera and Sue, Landscape Architects, and
park plans were ready for presentation. A joint meeting
of the Recreation Commission and City Council was announced
for April 2279 1970 at 7 :30 p.m. in the City Offices, with

school officials of both the Cotati and PetW-uma School
Districts to be invited.

Bird Dog Training City Manager Callinan reviewed.the background of the pro -

surplus sewer plant lands. Andy Vetzmadian reported on
the current status of the matter and requested the City
to look into the cost of providing a minimal cost shelter
approximately 16 x 20 feet. It was suggested that the
City staff look into the possibility of getting a tent front
the Civil Defense Surplus Property Program.
City Treasurer's City Manager Callinan advised a letter had been received

salary from $50.00 to $90.00. Mr. Callinan advised that
the matter would be reviewed in conjunction with the 1970-
71 budget.
Public Safety Depart- City Manager Callinan reported that approximately $1600

Public Safety Department and requested Council authoriza-
tion to pay same.
Upon motion by Counalman Roberts, seconded by Councilman
Buchanan, and unanimously approved, payment of accumulated
overtime, up to $1600, to officers in-he Public Safety De-
partment was authorized.
Well and Tank in City Manager Callinan reported word had been received from
Golf Lake Estates the Department of Housing and Urban Development that a
formal application would be invited from the City for a new
well and tank which is tantamount to approval by HUD. Mr.
Callinan stated this was a first for a City since HUD
normally only makes grants for correction of existing pro-
blems and not to aid new developments.

Children Pla ying William Cahill of 7795 Beverly Drive, Rohnert Park, spoke
in Streets regarding children of the community playing and riding bikez
in the city streets and requested the press and police
depax�tment be contacted regarding a program to educate
children not to play in the streets.
Council requested staff to discuss this with Chief Dennett.
Adjournment There being no further business the meeting was adjourned
at approximately 9 :30 p ®m. until Tuesday, April 21, 1970
