1970/04/27 City Council Minutes (3)ROHNERT PARK CITY COUNCIL MINUTES April 27, 1970 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 8 :06 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Rogers presiding. Call to Order Mayor Rogers called the meeting to order at approximately 8 :06 p.m. Roll Call Present: (5) Comoilmaxi Buchanan, Hopkins, Roberts, Smith and Rogers Abseatr (0) None Staff Present: City Manager Callinan, Supertendent of Public Works Wiggins Also Present: Members of the Recreation Commission, Press Correspondents, and members of the public. File No. 0091 Mayor Rogers declared a possible conflict of interest in George Anderson this matter and turned the chair over to Vice -Mayor Smith. Variance Request City Manager Callinan reviewed the application of George Andersen for a rear yard setback variance to construct an apartment building at 7432 Bridgi.t Drive similar in type to those he has built in that area. City Manager Callinan noted that Mr. Andersen had commenced construction of the building at 7432 Bridgit Drive before a building permit was issued or a variance applied fore How - ever, he recommended that the variance be granted becaus? of the similarity to buildings that are in existence. Councilman Smith advised that he thought Mr. Andersen shoul know that he needed a variance before construction was be- gun and went on record as being opposed to granting the 'Variance. Discussion followed. Councilman Hopkins moved with the comment that since Counci in the past had gone along with variances not much worse than this one, that the variance needed by Mr. Andersen be granted. Councilman Buchanan seconded the motion subjec to City Manager Callinan contacting the adjacent property owners to the rear and determining that they had no objec- tions to the proposed Andersen apartment building. Codding Enterprises City Manager Callinan reviewed a letter request from Codding Relocate Sign Enterprises requesting permission to relocate and upgrade File 0154 an outdoor advertising sign which is to be demolished by the interchange ramps construction project and read a suggest ed motion regarding the request, a copy of which is attached hereto. Joint Meeting with Recreation Commission for Presentation by Ribera & Sue re. Planning of Alicia and Benecia Parks & adjacent school 490= Discussion was held and a questionand answer period followed during which Mr. Hugh Codding, Codding Enterprises, advised that the sign in question would advertise commercial proper - ty in Coddingland. Under direct questioning, Mr. Codding agreed to also advertise the Rohnert Park Municipal Golf Course in the copy on the sign. Upon motion by Councilman Buchanan, seconded by Councilman Hopkins, and unanimously approved, permission was granted to relocate the sign subject to conditions recommended by City Manager Callinan and a copy of which are attached to the original copy of these minutes. Mayor Rogers introduced Commissioner Nore Thiesfeld of the Recreation Commission who in turn introduced Mr. Allen Ribera of the landscape architect firm of Ribera & Sue for presentation of site utilization plans for Alicia and Benecia Parks. - Following the presentation, a question and answer period was held with mmbers of the Recreation Commission, City Council, representatives of the Petaluma and Cotati School Districts and the general public participating. Mr. Duncan Coleman, Superintendent of Cotati School District, advised that he had some serious questions regarding the plans that would need to be worked out further with the Recreation Commission and city staff. Maurice Fredericks, Board Member, commented that he felt it essential that the school district and the city work together on the project for the benefit of the children of the community. Upon query by Bart `Mitchell, Realtor, City Manager Callinan advised that it is not known at this time how the project would be financed. Commissioner Thiesfi.d advised that it is the Recreation Commission's intention to take thelians for the park develop- Page -3- April 279 1970 ment to the people, solicit their feelings regarding fin- ancing, and study the results. Mayor Rogers turned the matter back to the Recreation Com- mission for further study and development in cooperation witY the school districts. Recess Mayor Rogers declared a recess at this point in the meeting, the time being approximately 9014 p.m. Reconvene Mayor Rogers reconvened the meeting, the time being approxi- mately 9821 p.m. Site Plans for Architect Lawrence Simons presented site plans via a slide Corporation Yard projector for the proposed corporation yard on a 2-1 acre site near the Rohnert Park Expressway where Well No. 1 is now located. Architect Simons presented the project in four phases to be built over a period of twenty years. He indi- cated that the first phase cost estimate would be approxi- mately $100,000. Discussion followed. City Manager Callinan suggested that a cost breakdown for Phase I be prespared and possibly scheduled for the next regular meeting. He advised that no increases in taxes or utility service charges are anticipated for the develop- ment of Phase I of the Corporation Yard.
