June 23, 1970
The Council of the City of Rohnert Park met this date
in adjourned regular session commencing at 8 :15 p.m. in
the City Offices, 435 Southwest Boulevard, Rohnert Park,
with Mayor Smith presiding. The regular session was preced
ed by an Executive Session which commenced at 8 :10 p.m. and`
at which all Council members were present except Jimmie
Rogers and which was held to discuss appointments to the
Cultural Arts Commission.
Call to Order Mayor Smith called the adjourned regular session to order
at approximately 8 :15 p.m.
Roll Call Present: (4) Councilmen Buchanan, Hopkins, Roberts
and Smith
Absent: (1) Councilman Rogers
Staff Present: City Manager Callinan
Executive Session Mayor Smith reported the executive session held just prior
to the regular meeting concerned appointments to the Cul-
tural Arts Commission.
Cultural Arts Upon motion of Councilman Buchanan, seconded by Councilman
Commission Hopkins, and approved by the following voice vote, Reba
Roberts was reappointed to the Cultural Arts Commission
for a term which expires July 1, 1974.

ABSTAIN: (1) Councilman Roberts
ABSENT: (1) Councilman Rogers
Upon motion of Councilman Buchanan, seconded by Councilman
Roberts and unanimously approved, Nancy Mettert was appoint-
ed to fill the Vacancy on the Cultural Arts Commission for
a term which expires July 1, 1973. (Replaces Nancy Thiesfel:
Resolution RESOLUTION ACCEPTING GRANT DEED (Portion of Future Santa
No. 70 -85 Alicia Drive Right of Way - AP 143- 060 -06)
City Manager Callinan summarized the resolution.
Upon motion of Councilman Roberts, seconded by Councilman
Buchanan, and unanimously approved, Resolution No. 70 -85
was adopted.

City Manager Callinan summarized the resolution.
Low Cost housing A brief discussion was held concerning a Federal HUD pro-
posal to preempt local zoning in order to permit low in-
come housing in any area. The Council indicated oppositior
to any proposal of this type.

Upon motion of Councilman Buchanan, seconded by Councilman
Hopkins, and unanimously approved, Resolution No. 70-86
was adopted.
Golf Course New Agree-
City Manager Callinan reported that the agreement with

had been discussed for a new agreement to be effective
July 1, 1970. Mr. Callinan recommended the following terms
be included in a 3 year agreement: The city would pay
Mr. Porter $400 for the coming year, $300 for the second
year, and $200 for the third year. The city would receive
---5*of the gross receipts in excess of $50,000 per year from
the pro,shop and 15% of the gross receipts from the motor-
ized golf carts, and Mr. Porter would be required to employ
a full-time assistant pro.
Mr. Callinan presented the 1969 profit and loss statement
of Mr. Porter prepared by Mr. Porter's accountant. A
brief discussion followed during which comments from the
Council indicated satisfaction with Mr. Porter's perform-
ance to date and authorized to staff to work out agreement
with Mr. Porter along the lines indicated above.
Golf Course New
City Manager Callinan reported that Harry Howard, who has

vised that Mr. Howard would agree to pay the city 5% of thF,
gross receipts of the snack bar as rental. Discussion
followed during whi6h the Council indicated they would
like to have a financial statement and a performance bond,
from Mr. Howard before proceeding further.
1970-71 Budget
City Manager Callinan presented the proposed budget for
1970-71 and reviewed his memo to the Council dated June
23, 1970 concerning the budget and noted in particular
that no property tax increase was proposed. Discussion
followed. The Council decided that the first budget work
session would be held June 29, 1970 at 7:00 P.m.

noted that the overpass and interchange should be com-
pleted during 1971; that Western Hosts should be starting
very soon on their condominium project; that the Young
America Homes developments in Subdivisions 15B and 16B
and in the El Colegio area should be started soon; that
Mrs. Curley of the Lorena Manor Mobile Home Development
hopes to award a contract within the week; and that plans
were submitted this date for a multiple family development
on Santa Alicia Drive.

Special Fire Mayor Smith commented on a communication he had received
District Association regarding formation of an association of fire district
officials in the area and stated he would not like to see
our municipal fire department join in an association with
special fire districts.
Legal Services Mayor Smith reported that he had been subpoenaed for a
deposition and requested that the city attorney be allowed
to advise him of his rights and determine if he can repre-
sent him at the deposition for which he had been subpoenaee
since he felt sure it was related to his being a council-
man.
Mr. Paul Golis was recognized and stated there were 22
Rohnert Park residents paying their own attorney fees in

City Manager Callinan brought to the attention of the Coun-
cil a map received from the Association of Bay Area Govern-
ments.
American Flag
City Manager Callinan reported that pictures had been

taken prior to the meeting of Mayor Smith, Lion Bill
Reynolds, Boy Scouts Brian Keith and Mike Slobodnik, and
Scout header Martin Slobodnik to be used in connection .
with promoting the sale of American flags in the community
by the Rohnert Park Lions Club and Boy Scouts.
Approval of Bills
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the bills presented per
the attached list, for approval were approved.
Lorena Manor
City Manager Callinan reported on a discussion he had with
Mobile Home Park
Mrs. Curley relative to the probable location of their sale
office being on South Santa Rosa Avenue and the city thus
not receiving sales tax on mobile homes purchased for
siting in Rohnert Park and the possibility of eliminating
the recreation fees charged for the placement of new mobile
homes as an inducement to have the mobile homes sold in
Rohnert Park so the city would realize the sales tax bene-
fits.
Davi Operation
Councilman Hopkins reminded the Council of Mr. Davi's agree

ment to improve his operation by September 1, but noted
that nothing had been done as yet.
Public Safety Officers
Councilman Roberts reported that two Reserve Police
Officers, Fred Davis and Anthony Carbone, kept calm under
extremely provoking circumstances as witnessed by Council-
man Roberts and thought they should be commended for their
actions.
Upon motion by Councilman Roberts, seconded by Councilman
Buchanan, and unanimously approved, Mayor Smith was dir-
ected to write a letter of commendation to Reserve Officer:
Davis and Carbone and their training officer.

connection with the lawsuit referred to by Mayor Smith and
recommended that Mayor Smith employ independent counsel.
Giffin Mobile
Mr. Ron Rasmussen was recognized and spoke in behalf of
Home Park
Mr. Everett Giffin who was requesting an extension of time

in starting development of his
g p proposed mobile home park.
Mr. Rasmussen explained that Mr. Giffin had been working
with Kaiser -Aetna on a project but that firm was no longer
involved and Mr. Giffin was seeking a three month exten-
sion in order to put the project back together. Discussion
followed during which the Council indicated they would
like to see Mr. Giffin's plans and have him appear before
the Council before taking any action.
BankAmericard
Mayor Smith reported he had talked to Mr. Hermit with the

BankAmericard for pool memberships. Mr. Callinan indicated
that he would have an application filed for same.
P.G. & E. Rates
Mr. Paul Golis was recognized and asked what had taken
place during the last council meeting after he left regard-
ing P.G. & E. rates. Mayor Smith summarized Mr. Benzon's
appearance and advised that a letter had been received
from Mr. Hack Boyette of P.G. & E. confirming Mr. Benzon's
report. City Manager Callinan advised that the letter wool
be in the Communications presented to the Council at the
July 6th meeting.
Adjournment There being no further business the meeting was adjourned
at approximately 10:05 p.m. to Monday, June 29, 1970 at
7000 p.m.
