June 29, 1970
The Council of the City of Rohnert Park met this date in
regular adjourned session at 7 :05 p.m. in the City Offices,
435 Southwest Boulevard, Rohnert Park, with Mayor Smith pre-
siding.
Call to Order Mayor Smith called the meeting of the adjourned regular
session to order at approximately 7:05 p.m.
Roll Call Present: (4) Councilmen Hopkins, Roberts, Rogers and
Smith.
Late: (1) Councflman Buchanan, his time of arrival is
specifically noted in the minutes.
Staff Present: City Manager Callinan, assistant to the City
Manager Albright, Supt. of Public Works
Wiggins, Golf Course Supt. Sam Singh., Direc-
tor of Public Safety Dennett and City
Attorney Maxwell.
Others Present: News Correspondent Marguerite Hahn, Golf Pro
Robert Porter, Golf Course Snack Bar Opera-
tor Harry Howard, and City Insurance &gent
Tom Feeney.
Agreement with City Manager Callinan reviewed the proposed terms of an

Pro Discussion followed. Mr. Porter and Mr. Harry Howard were
present and participated in the discussion.
Councilman Buchanan Councilman Buchanan arrived during the discussion the time

Councilman Hopkins, made a motion, seconded by Councilman
Buchanan, to approve the terms outlined by the City Manager
for Robert Porter's agreement.
Mr. Paul Golis was recognized and read a prepared statement
expressing opposition to the proposed agreement with Mr.
Porter. A copy of Mr. Golis's statement is attached to the
original of these minutes. A lengthy discussion followed
with Mr. Golis and Mr. Pat Taylor, 488 Alta Avenue, partici-
pating. In response to a remark concerning expertise in
golf course operations, City Manager Callinan stated for
the record that he was willing to concede that Pat Taylor
was more qualified concerning golf course operations than
himself.
Councilman Hopkins withdrew his motion to approve Mr.
Porter's agreement.
Mayor Smith stated for the record that he approved the terms
of the proposed agreement with Mr. Porter and made a motion
to approve same. The motion died for lack of a second.

City Manager Callinan suggested that a committee be appoint-
ed from the Council to work out the terms of an agreement
for Mr. Porter. A brief discussion followed and Councilmen
Hopkins and Roberts were appointed to work with Mr. Callinan
and Mr. Porter to arrive at terms for a new agreement with
Mr. Porter.
Golf Course Rates City Manager Callinan advised the Council that Golf Pro
Robert Porter had recommended that the rate for weekends
and holidays be raised to $$5.00. Discussion followed dur-
ing which Mr. Harry Howard and Mr. Sam Singh concurred
with Mr. Porter in recommending the $5.00 rate.
Upon motion of Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, an increase in the golf
course rate to $$5.00 for weekends and holidays was approved
and staff directed to prepare the necessary resolution
to officially adopt the rate.
Golf Course Holidays City Manager Callinan read a schedule of holidays to be
observed as such for the remainder of 1970 by the Golf
Course for fee setting, as follows: .ruly 39 Sept- 77 Nov-
ember 11, November 26, December 25th (closed).
Upon motion of Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, the golf course holiday
schedule proposed by Mr. Callinan was approved.
Young America Homes City Manager Callinan advised that at the request of Mayor
Undergrounding in Smith he had investigated the possibility of requiring
Subdivisions 15B and Young America Homes to underground the utilities in Subdivi-
16B sions 15B and 16B. Mr. Callinan reported that the PUC staff
advised that subdivisions filed prior to May 59 1970 were
not required to underground utilities. Mr. Callinan read
a letter dated June 299 1970 from Mr. Hack Boyette of P.G. &
E. relative to the PUC decision concerning undergrounding.
A brief discussion followed.
Councilman Rogers stated for the record that he had sold the
property to Young America Homes and therefore would abstain
from any discussion and voting on this matter.
Councilman Buchanan Councilman Buchanan left the Council Chambers at this point

City Attorney Maxwell advised that Young America Homes is
a client of his and asked that the record show that he had
not participated in the discussion.
Mayor Smith indicated that even though the City could not
legally require Young America Homes to put the utilities
underground, he was hopeful they would.

File No. 0119 Mr. Everett Giffen was present and requested a six month
Giffen Mobile Home extension on his use permit for a mobile home park. Dis-

Upon motion of Councilman Rogers, seconded by Councilman
Buchanan, and approved by the following voice vote, an ex-
tension of three months (to November 29 1970) was granted
to Mr. Giffen.

Collateral for Public City Manager Callinan advised that the law had recently

zation to have the necessary agreements and documents exe-
cuted in order to comply with the new law.
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, authorization was given
to have the necessary documents related to collateralizing
publid deposits executed.
Delinquent Assess- City Manager Callinan reported the Sonoma County Treasurer's
ments office had advised that $32,800.00 would be required by
July 1, to meet the interest payments on 1915 Act Assess-
ments. Discussion followed during which the Council reaf-
firmed its position to initiate foreclosure proceedings
promptly if definite arrangements for payment of the delin-
quent assessments are not made by the involved property
owners. Mr. Callinan advised he would contact the property
owners to determine their intentions for payment.
Animal Control City Manager Callinan brought to the Council's attention
Shelter a petition signed by tenents of the Katherine Ames Apart-
ments, 7300 Boris Court, requesting the animal shelter be
relocated because of the nuisance created by barking and
howling dogs. He indicated the full enclosure of the shel-
ter is being considered to solve the problem.

Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and approved by the following voice vote, the City
Attorney was authorized to represent the councilmen at de-
positions in connection with the pending libel suit*.
