1968/07/29 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES July 29, 1968 The Council of the City of Rohnert Park met this date commencing at 7:30 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Roberts presiding. The meeting was broken down into two sessions, a work session commencing at 7 :30 p.m. and a regular adjourned session commencing at 8 :00 p.m. Work Session The work session commenced at 7:30 P.M. Roll Call Present: �1) 4) Councilmen Hopkins, Rogers, Smith & RobertE Absent: Councilman Buchanan Staff Present: City Manager Callinan, Lawrence Simons, architect. Cub Scouts Mr. Jim Metz representing Cub Pack #68 appeared before Flags the Council and requested permission to have the Cub Pack solicit door to door to sell American flags. Upon motion by Councilman Rogers, seconded by Councilman Hopkins, and unanimously approved, the Council went on record as encouraging and endorsing the sale of flags by the Cub Scout Pack with the understanding that door to door solicitation would be limited to the month of August. Community Lawrence Simons, the architect for the Community & Center Recreation Center project, was present and reviewed the final plans and specifications for the project. A discussion was held concerning previous changes re- quested by the Council in the project. During the course of the discussion a copy of a letter directed to the Recreation Commission by the Cultural Arts Commission was read to the Council. PORTER No. 68 -72 City Manager Callinan reviewed the resolution. Upon motion by Councilman Rogers, seconded by Councilman_ Hopkins, and unanimously approved, the reading of Resolution No. 6872 was waived and said resolution was adopted. Street Sweeping Councilman Smith initiated a discussion Y:�_,lative to inquiries that he had received from residents cvxloc? r t,i clt, the possibility of the City sweeping the streets on Monday, rather than Friday. Superintendent of Public Works Wiggins was present and participated in a brief discussion with the Council concerning the ma,ttAr; The Council requested staff to study the matter to de- termine whether or not it would be best to sweep the streets on Friday or Monday. July 29, 1968 Page - 2 Resolution RESOLUTION OF THE CITY OF ROHNERT PARK APPROVING AND No® 68 -73 AUTHORIZING EXECUTION OF AGREEMENT WITH SONOMA STATE COLLEGE FOR A COLLEGE WORK -STUDY PROGRAM UNDER THE ECONOMIC OPPORTUNITY ACT OF l9U4o City Manager Callinan reviewed the resolution. Upon motion by Councilman Rogers, seconded by Councilman Hopkins, and unanimously approved, the reading of Resolution No. 68 -73 was waived, and said resolution was adopted, Community & Mayor Roberts "reported on the work session held Drior Recreation to the regular adjourned session with project architect Center Lawrence 'Simons Upon motion by Councilman Rogers, seconded by Councilmar. Hopkins, and unanimously approved, the Council approved the plans for the Community& Recreation Center as pre- sented by the architedt, with the understanding that certain changes discussed during the work session would be made by the architect prior to bidding; the changes being to' provide ` for the installation'of screened dressing areas on both sides of the stage for people going to the stage from the storage area, and also to Provide overhead track and curtains to close off the stage areas Call for Upon motion by Councilman Rogers, seconded by Councilman Bids Smith and unanimously < approved, the Council authorized architect Lawrence Simons to call for bids on the Community`& Recreation Center project. Taxes on Old City Manager Callinan requested Council approval to pay Right of Way delinquent taxes on a piece of future road right of way acquired from the Spivockss Upon motion by Councilman Rogers, seconded by Councilman Smith, and unanimously approved, the Council authorized payment of delinquent taxes in the amount of $81 ®06 on Assessor's Parcel No. 143 - 133 -25 City Manager Callinan indicated that he would bill the Spivocks for these taxes paid by the City. July 299 1968 Page - 3 Bicycle Mayor Roberts made some comments concerning the un- Safety fortunate death of a Rohnert Park youth on a bicycle outside the Rohnert Park city limits. He commented briefly on bicycle safety. School Buses Mrs. Robert Soldavini, Baron Drive, was recognized by the Mayor and commented in regard to traffic safety about the speeding that was done by the school buses that serve the Rohnert Park Junior High School. Waste.Water A work session was held relative t.o the City's waste Treatment & water treatment and disposal plans and the alternatives Disposal available to the City in working out a program to pro- vide this service. Present and participating in the discussion that followed were the following officials: John Voegtle of Yoder /Orlob Associates, the City's Consulting Engineer for waste water treatment and dis- posal matters; Supervisor Leigh Shoemaker; County Sanitation Engineer, Donald Head; North Coastal Region Water Quality Control Board Executive Director, Dr. David C. Joseph; Santa Rosa City Engineer Robert Van Guelpen; Cotati Councilmen Falletti and Dolinsek; Cotati.Engineer Robert Heid; and Rohnert Park Supt. of Public Works Bill Wiggins. Mr. Voegtle made a presentation concerning the various alternates available to the City and also discussed the demonstration grant proposal he had submitted to the Federal Water Pollution Control Administration. A lengthy discussion followed. Upon conclusion of the discussion it was decided that City Manager Callinan would confer with Engineer Voegtle prior to the August 5th City Council meeting so that a definite recommendation could be made to the Council at that time as to whether or not to authorize the con- tinuance of preparation of improvement plans for the expansion of the Rohnert Park Waste Water Treatment and Disposal Facility. Brian's Ranch A letter dated July 12, 1968 from Mr. Stan Anderson Development relative to a master plan development of the approxi- mately 500 acre Brian Ranch east of Petaluma Hill Road was brought to the attention of the Council as was a letter dated July 17, 1968 from the Sonoma County Plan- ning Department requesting comments on Mr. Anderson's application for rezoning of a portion of the property. County Planning Staff Member Wes Vail was present and by means of a map illustrated to the Council the proposed development. He indicated that he would have a report and recommendation at the August 5, 1968 meeting, and the purpose of bringing the matter to the Council's attention tonight was to simply inform the July 29, 1968 Page _, 4 Council of the matter so that they (-,q.n be thinking of it and not have to make a hasty decision on August 5th. Budget Work it was agreed that the next budget work session. would Session be held on August 1, 1968® Adjournment There being no further business the meeting was ad- journed at approximately 10:40 P.M. until Thursday, August 1, 1968 at 8:00 D.M.
