A discussion followed during which it was pointed out
that Mr. Lehman had worked for Mr. Anderson for some
time, having done Wikiup for him. Mr. Lehman indicated
that he would keep the Council posted in the future and
gave his assurance that he was not involved in a con-
flict of interest insofar as he was concerned.
Councilman Councilman Buchanan arrived at this point in the
Buchanan meeting, the time being approximately 8%30 p.m.

Budget Work A work session on the 1968 -69 budget was held. City
Session Manager Callinan reviewed the beginning cash balances
for the fiscal year as compared with what the balances
were projected in last year's budget. He indicated that
because of tight budgetary control on expenses the City`
General and Utility Funds are in better financial shape
than the 1967 -68 budget indicated they would be.
Golf Course City Manager. Callinan presented a preliminary budget
Budget for the golf course operation for 1968 -69. He re-
viewed the proposed budget in detail with the Council.

Wit' Hopkins, and unanimously approved, the Golf Course

Salary Recom- City Manager Callinan reviewed his memo dated July 25,
mendations 1968 including 1968 -69 Salary Recommendations and
suggested changes in the City's fringe benefits. He

Mr. F. G. Lehman, City Planning Consultant, was present
and had a discussion with the Council concerning work
that he has performed for Stan Anderson for the Brian's
Ranch Development. Councilman Smith and Mayor Roberts
expressed concern over Mr. Lehman's working on such
projects during the period of time Mr. Lehman was also
preparing the City's General Plan without the City
Council being aware of it.

also presented a revised proposed Public Safety
Officer Education Incentive Program dated July 309
1968. He indicated that this program had been dis-
bussed with Chief Koch
A lengthy discussion followed concerning the salaries
recommended by the City Manager. The discussion
covered such items as City recruitment problems,
suggestions that the City consider adopting a retire-
ment program similar to the California Highway Patrol,
the manner and method used' in arriving.at salary
recommendations9 having salary recommendations effec-
tive January 19 possible review of department heads
salaries in January, sick leave and vacations.
Councilman Hopkins made a motion that the Council give
tentative approval for a one step raise for all
employees and implement,an education incentive program
-Lor the Public Safety and Public Works Departments,
and also advise the department heads that the Council
would consider individual raises for merit. After

Councilman Hopkins then moved that the Council give
tentative approval for an 82 raise for employees and
implement an education incentive program for the
Public Safety and Public Works Departments, and also
advise the department heads that the Council would
consider individual raises for merit.
After discussion the motion was withdrawn for lack of
a second.
Councilman Hopkins initiated a discussion concerning
the possible need for a Juvenile Officer and the
setting of salary for same at a higher rate than that
of Public Safety Officers. City Manager Callinan
indicated that he did not think there was a need for
such a move due to the size of the department, but
that he would discuss the matter with Chief Koch.
A lengthy discussion followed concerning what level to
set salaries® City Manager Callinan indicated that
regardless of any changes in the fringe benefits, in-
cluding the education incentive program, that the
Council should give serious consideration to keeping
the salaries at the level commensurate with other
public agencies in the area, and that the City had in

of peculiarities to the City, and the fact that to
qualify to be a home buyer in Rohnert Park you have to
make more than you do in oertain.other communities.
In order to expedite action on the proposed salary
recommendations by -the City Manager the City Council

reviewed position by position the salary recommended
and then decided at what level they would approve the
salary.
Upon completion of the review, and upon motion by
Councilman Hopkins, seconded by Councilman Smith, and
unanimously approved, the salaries per attached sheet
were approved effective July 1, 1968.
The Council's approvt-.l of the salary change for the
Administrative Secretary and the Account Clerk
positions was with the condition that the positions
would be 8-hour day positions rather than 72 day
positions.
There being no further business the meeting was
adjourned at approximately 11 :25 p.m.

been employed for one (1) year.
4. Possession of P.O.S.T. Advanced Certificate shall qualify
the officer for a 10% pay increase provided he has been
employed for one (1) year.
5. To remain eligible to receive the Incentive Program pay
increase, the officer must requalify each year by com-
pleting no less than 4 units or 68 hours of education or
training which would be recognized by P.O.S.T. as courses
credited toward the Intermediate or Advanced Certificate
or by completing a project approved by the department head.
6. To remain eligible to receive the Incentive Program pay
increase the officer must receive a satisfactory rating
on his Report of Performance Evaluation.
7. For the purpose of annual qualification, the department
head may specify and approve credit courses other than
those recognized by P.O.S.T. when in his judgement the
course has added to the professional development of the
applicant, and the community will benefit from the training
or education specified.
8. Eligibility date for each new officer will be his annual
review date. Eligibility date for present officers will
be January 1, 1969 and each January 1 thereafter.
9. Department Read is not eligible for education incentive.
