1968/08/26 City Council MinutesAugust 269 1968 The Council of the City of Rohnert Park met this date in adjourned regular session. at 7 :45 p.m. in the City Offices, 435 Southwest Boulevard, Rohnert Park, with Mayor Roberts presiding. Call to Order Mayor Roberts called the meeting to order at approximately 7 :45 p.m., and led the pledge of allegiance. Roll Call Presents (3) Councilmen Hopkins, Smith and Roberts Late : (1) Councilman Buchanan Staff Presents City Manager Callinan, City Attorney Maxwell, Consulting Engineer Hudis Annexation #6 City Manager Callinan summarized the proposed Annexation No. 6 agreement. After a brief discussion the matter was deferred until Mr. Rohnert and Mr. Golis had reviewed the proposed agreement. Project No. 1967 -5 City Manager Callinan gave an up to date status report on Project No. 1967 -59 Sewer and Water project, advising that notices to pay assessments had been mailed to property owners. Project No. 1968 -1 Consulting Engineer Hudis gave an up to date status report on the progress of the area on the west side of the free- way, and advised that the fact that he was dealing with sev eral public agencies was the reason for the delay in getting the project, to bid. Councilman Buchanan Councilman Buchanan arrived at this point in the meeting, Arrives the time being approximately 8 :00 P.M. Project No. 1968 -3 Consulting Engineer Hudis gave an up to date verbal report on the progress of the Copeland Creek project, advising that the project has gone to bid. Golis - Copeland Creek Consulting Engineer Hudis advised that Mr. Golis was pre - Easement sent and was willing to give the City his easement for Copeland Creek right of way provided his land was given credit under the Copeland Creek Drainage Plan since the property was previously assessed at $1356 an acre. City Attorney Maxwell City Attorney Maxwell arrived at this point in the meeting, Arrives the time being approximately 8 :05 p.m. City Manager Callinan reviewed the proposed method to exempt from the Copeland C:keek DrclmAgo plan :doe '14: 000. aroas already assessed, explaining that areas prevs.ouf_ ;ly assessed can be given credit for the amount of the Copeland Creek Improvement Project. A lengthy discussion followed concerning the amount of August 26, 1968 assessment on the property involved and future assessment districts. Upon motion by Councilman Buchanan. seconded by Coinne.11-IM-An Hopkins, and approved by the following roll call vote, the Council went on rocord as being willing to give credit for the improvements being conotructed under Project 1968-3 under the Copeland Creek Drainage Plan to those lands east of the railroad and south of the Expressway that have prep `- uS - 4 0' lY 1-0=1 assessed Und r the City's per acre assessment program; this credit to be given to Cofego's 62.3 acres in consideration of their granting to the City the necessary easement for the Copeland Creek Project: Buchanan - Aye Hopkins - Aye Rogers - Absent Smith - No Roberts - Aye Resolution No. 68-95 A RESOLUTION AUTHORIZING ACCEPTENCE OF DBED EASEMENT FROM PAUL GOLIS, HAL COHEN® BEN ORMSU A" PAM. ' MTQIM City Attorney Maxvrell summarized the subject resolution. Upon motion by Councilman Buchanan, seconded by Councilman Hopkins, and unanimously approved, the reading of Reoolu- tion No. 68--9 :) was waived and said resolution was adopted by title. Community & Recrea,­ City Manager Callinan reviewed the bid procedures, the Lion Center error in the low bid figure, end Council's request at the August 19th meeting for Architect Larry Simons to work with the subcontractors of the second lowest bidder in an attempt to bring the bid within the City's budgeted figure. Architect Larry Simons gave a detailed report on areas that could be changed or eliminated in the James Construction Company bid to reduce the bid figure. Mr. Simons requested that if the Cormcil decided to put the construction of the Community and Recreation Building out to bid again that he be given time to modify the specifications of the building in order to insure a bid within the City's budget. After a lengthy discussion was held concerning areas to be changed or eliminated, the matter was deferred until an adjourned meeting on Thursday, August 29, 1968 at 8:00 pm. at which time Mr. Callinan is to report on his contact with North Coast Builders Exchange and Mr. Simons is to have more specific details on possible changes to the heating and ventilating system. Young America Homes City Manager Callinan reported to the Council on his dis- cussion with representatives of Young America Homes regard- ing rumors that Young America Homes was dissatisfied with actions of the City Council. The City Manager reported that August 269 1968 Page -3- Young America was concerned with a drainage ditch problem and fencing requirements, but if and when they are dissatis- fied with the City they will appear before the Council and so advise them. Lakeview Blvd. City Manager Callinan presented a letter from Spivock Co. transmitting for approval a bill from Consulting Dngineer Hudis for the construction staking of Lakeview Boulevard. Upon motion by Councilman Smith, seconded by Councilman Buchanan, and unanimously approved, the Council indicated approval of the bill from Milt Hudis in the amount of $973.50 for the construction staking out Lakeview Boule- vard and authorized its return to Spivock Company for pay- ment. Repainting Indus- City Manager Callinan reported that he was unable to obtain trial Sign figures on the cost of repainting the Industrial Area sign to read "Rohnert Park Golf Course" to advertise the Rohnert Park Municipal Golf Course. The matter was deferred until the next meeting. Renaming Lakeview In order for the access road to The golf course to indicate Boulevard the golf course it was suggested wt the August 19th meeting that Lakeview Boulevard be changed to a more appropriate name in relation to the golf course. Councilman Smith suggested the name be changed to Golf Club Drive. No decision was reached and the matter was deferred until the September 2nd meeting with the suggestion that the press ask xesi.donts for suggested names. Golf Course City Manager Callinan gave an up to date progress report on the improvemenlLo to the Rohnert Park Municipal Golf Course, and that opening day would be Wednesday, August 28, 1968. Public Safety City Manager Callinan reviewed the procedures used for Officer recruiting a Public Safety Officer. He advised that a Councilman had requested to sit on the oral bcard. A dis- cussion followed dosing which City Attorney Maxwell advised that it was contrary to the Council - Ranger form of government for a Councilman to enfluence the hiring or fir- ing of any individual employee with the exception of the City Manager. A discussion followed. .Former College The City Manager advised that D1r. Spivock was p1_anning to Temporary Buildings remodel one of the temporary buildings for the Sonoma State College into dormitories for Sonoma State College students. Miss Rohnert Park City Manager Callinan advised that he had been approached 1968 by the Miss Rohnert Park Beauty Pagent Committee to solicit the Council's approval of donating a family pool member-' ship to the family of the winner of the Miss Rohnert Park Beauty Pagent. August 26, 1968 Pale -r Upon motion by Councilman Smith, seconded by Councilman Buchanan, and unanimously approved, in keeping with the Council's past policy, a free swimming pool membership was ,authorized for the family of the 1968 Miss Rohnert Park Pagnmxb. Council Meeting City Manager Callinan presented a printed invitation which Invitations will be mailed to residents to invite them to attend a specific City Council meeting. Housing Symposium The City Manager advised that there would be a symposium, on General Plan Housing Elements in the Jack Tarr Hotel in San Francisco on September 11, 1968. East Cotati Avenue City Attorney Maxwell gave an up to date report on the water main East Cotati Avenue water main, advising the Coup-oil that an agreement regarding cost of water service had been prepared and forwarded to Mr. Pollard for his approval and signature. He reviewed the contents of said agreement. Expressway Grade City Attorney Mm"myell gave a verbal report on the progress Crossing of the Rzpressway Grade Crossing. Southwest Boulevard City Attorney Maxwell gave a report on the status of the Grade Crossing Southwest Boulevard Grade Crossing application. Hardin Lawsuit City Attorney Maxwell reported that there was no change in the status of the Hardin Lawsuit, that the trail date was scheduled for the middle 0 -P P 4- bhxternzal Audit Report City Manager Callinan requested the Council's reaction to the External Auditor's Report for the City of Rohnert Park for the fiscal year 1967-68 prepared by Fitzpatrick & Poulsen, CPA's, Santa Rosa. Upon motion by Councilman Buchanan, seconded by Councilman Smith, and unanimously approved, the 1967-68 Audit Report was accepted by the Council. City Manager Callinan advised the Council of a, bill that would be presented &.t the next regular meeting from Fitz- patrick & Poulson in the amount of $1,700 for the City of Rohnert Park annual audit. Tine Mayor suggested that in the letter informing Fitzpatrick & Poulson of the Council's acceptance of the Audit Report that the Council commend the firm for prompt and efficient service. Fire Apparatus City Manager Callinan reviewed briefly the matter of acquisition of a pumper with elevating platform. Councilman Hopkins reported to the Council on his visits with the Petaluma Fire Chief and the Novato and other Fire Departments regarding their opinion of the snorkel. August 260 1968 Page -5- Councilman Hopkins felt that the Public Safety Department would need to employ to fall time firemen to operate the snorkel. Chief Koch reviewed his telephone survey of users of the area of the snorkel and the reasons he felt this should be the next piece of fire apparatus to be purchased by the City of Rohnert Park. He also advised that he felt that the dedication and devotion to duty of the fulltime Public Safety Department personnel and the volunteer firemen was such that there would be no problem in their learning to oper- ate the snorkel. Councilman Buchanan made the motion to take the necessary steps to purchase this piece of equipment. The motion failed to carry for lack of a second. The Council requested the City Attorney to prepare a resolu- tion for presentation at the next meeting of the Council, accepting the bid from Crown Coach for the pumper with elevating platform. Mayors for HRH Mayor Roberts read a letter from Mayor Alioto of San Fran- cisco asking Mayor Roberts to become a "Mayor for Hubert Humphrey ". Mayor Roberts expressed his opinion reszVd3&gtAWY- --local governments".� being involved in national politics. Letter of Appre- Mayor Roberts read a letter of appreciation, prepared for ciation the Council's signature, to Bob Wells for his article in the July 7th issue of the Press Democrat on the City of Rohnert Park. The Mayor also requested that a letter be written Betty Fredericks expressing the Council's appre- ciation for her initiation of this article. Frederick's dish- Mr. Maurice Fredericks was present and appeared before the washer Council to offer the City a used Commercial dishwasher and double sinks for use in the Community & Recreation Building. Lakeview Blvd. Mr. Russ Park was in attendance and suggested that the name of Lakeview Blvd. be changed to read "Divot Drive ". Adjournment There being no further business the meeting was adjourned at 10:40 p.m. to Thursday, August 29th, 1968 at 8:00 p.m. in the Council Chambers, 435 Southwest Boulevard, Rohnert Park.
