The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :00 p.m. in the City Council
Chambers, 435 Southwest Boulevard, Rohnert Park, with Mayor
Roberts presiding.

City Manager Callinan reviewed the resolution and the appli-
cation for allocation of funds for construction from the
Crossing Protection FtLnd.
Upon motion by Councilman Rogers, seconded by Councilman
Smith, and unanimously approved, the reading of Resolution
No. 68-117 was waived, and said resolution was adopted.,

Upon motion by Councilman Buchanan, seconded by Councilman
Rogers and unanimously approved, the Council authorized the
execution of the I. WP`!7R Standard Agreement between the City
of Rohnert Park and the Northwestern Pacific Railroad for
the necessary permit and easement at Copeland Creek, subject
to the approval of the City Manager and Cry Attorney.
Copeland Creek
City Manager Callinan reviewed the progress of the drainage

the bridge at Snyder Lane.
Upon motion by Councilman Rogers, seconded by Councilman
Smith, and unanimously approved, the Council expressed
their desire to go ahead with a project for the construction
of the bridge on Snyder Lars over Copeland Creek.
Burton Avenue
Mr. Jack Anderson, 336 Burton Avenue, again addressed the
Ditch
Council and requested that the Council try again to elimin-
ate the general health and safety hazards of the ditch on
Barton Avenue, north of East Cota,ti Avanv.e, which is a
tributary channel to the Lagunp. de Santa Rosa.
The Council directed City Staff to prepare a letter to
Sonoma County Flood Control 1I.striot requesting their
asoistan e in oovrecting this public nuis=ce.
Southwest Boulevard
City Manager Callinan initiated a discussion regarding the
extension of Southwest Boulevard across the NWPRR tracks.

Park; his discussions with representatives of Storer Cable
TV regarding rate reductions-, two new channels, 32 and 20
to be among the original channels available to Rohnert Park;
and that he had been advised by Storer Cable TV that ser-
vice should be in the City by November 1st.
Councilman Rogers left the Council Chambers and asked that
the record show he had not entered in the discussion or
voting on the matter now before the Council, due to a con -
flict of interest.
Dr. Cord inquired if residents received bills for cable
service before Storer Cable TV, Inc. and the City had
settled negotiations for rate reduction, were residents to

Water System

Planner Wes Vail and General Planner F.G. Lehman, relative
to the General Plan. The following are changes approved
by the Council:
Upon motion by Councilman Hopkins, seconded by Councilman,
Buchanan, and unanimously approved, the area designated
Commercial south of Copeland Creek and east of Commerce

south side of Arlen Drive west of one lot east of Santa
Alicia Drive was designated residential.
City Manager Callinan read a letter received from Land
Investors Research dated September 249 1968,requesting
that some of the area east of College Lane, north of the
Expressway be designated as multiple - residential. Mr. Van
Nortnn Logan of Land Investors Research was present and
discussed with the Council the area north of the Expressway
on -both sides, of College Lane.
Upon motion by Covhoi.lman Rogers, seconded by Councilman
Smith and unanimously approved the Council went on record
as indicating a change of designation to multiple-resident-
ial of some of the area north of the Expressway and west
of College Lane as requested. by Land Investors Research.
City Manager Callinan read a letter from Sonoma State
College Executive Dean Burford,, dated October 7, 1968, rer-
garding bicycle paths to Sonoma State College from the
shopping center along Southwest Boulevard; along major
streets and the Copeland Creek,right of way. The letter
also requested the widening of Park one.
Upon motion by Councilman Rogers, seconded by Councilman
Hopkins and unanimously approved, the Council recommended
Park`Lane be designated as an 861 right of way from the
Expressway to East Cotati Avenue.

Annexation No. 1 Mr. Golis displayed and explained a master plan of the area
in Annexation No. 1,
Mr. Hulse, County Planning Staff, advised that the County
had no comment on the master plan.

Upon motion by Councilman Smith, seconded by Councilman
Hopkins, and unanimously approved, Resolution No. 68 --119
was adopted.
Golis- Mobile Home
City Manager Callinan advised the Council of Mr. Golis'
Park
proposed Mobile Home Park in the area east of the NWPRR.,
south of the Expressway and west of future Country Club
Drive.
Mr. Jeff Hulse stated that the Sonoma County Planning De-
partment had reviewed Mr. Golis' site plan and that the
pattern was basically good, however, he suggested that the
Council check the turn around areas, landscaping proposed
and the plans for maintenance of the lake and the size of
the lots at the time of construction.
Upon motion by Councilman Rogers, seconded by Councilman
Hopkins, and unanimously approved, the Council approved the
mobile home park plan in concept with details being worked
out at a later date with City staff.
Town Center Plan
Mr. Paul Golis displayed proposed site plans for develop

ment of the area south of the Expressway, east of Commerce
Blvd., and west of the NWPRR, the plans include proposed
elevated restaurant and realignment of Cofego Lake Drive.
Upon motion by Councilman Rogers, seconded by Councilman
Smith and unanimously approved, the Council went on record
as tentatively approving the alignment of Cofego Lake Drive
as shown on Mr. Golis' proposed plans of this date.
City Farms
Mr. Golis presented proposed plans for the development of

the area west of Snyder Lane, and north of Golf Course Drive
for lots large enough to accomodate horses on each lot, a
planned riding school and arena, high school and elementary
school.
Mr. Hulse gave a verbal report regarding the proposed
development, and questioned the access to the high school,
the location of the arena and riding school in relation
to the elementary school, the fact that the size of the
lots did not meet the acceptable requirements for stabling
horses, and the safety problems involved in elementary
school children and horses in the area.
The Council requested copies of the proposed development
map for further study.
Annexation No. 1 Mr. Golis displayed and explained a master plan of the area
in Annexation No. 1,
Mr. Hulse, County Planning Staff, advised that the County
had no comment on the master plan.

Annexation No. 6 Mr.. Golis displayed and explained a master plan map of the
area in Annexation No. 6.
Movie Theatre

The Council suggested that Mr. Golis present the master
plan for Annexation No. 6 to the Petaluma School,-District
and request their comments on location of future school
sites and requirements. .
Mr. Golis gave a report on the progress of establishing
a
theatre on College View Drive.
Mr. Hulse, County Manning Staff., advised that the zoning
ordinance requires 100 parking spaces for a 300 capacity
Isheatre, ana "Ir. Golis plans indicate only 34 parking
spades.
A discussion followed regarding the use of shopping center
parking spaces to- accomodate theatre patrons.
Upon motion by Councilman Rogers, seconded by Councilman
Buchanan, and unanimously approved, the Council gave tenta-

on College View Drive, and the use of existing parking
facilities in the shopping center to <..meet parkin{; require-
ments.
Convenience Maxket Mr. Golis presented detailed plans for the convenience
and Phamacy market and pharmacy combination to be located on Southwest
File No. 0082 Blvd.
Mayor Roborts and Councilman Rogers abstained from the

Councilman Hopkins moved for Council approval of the use
permit for a convenience marke�y end pharmacy as per the
plans submitted. Tn.e motion died for Tack of a second.

A discussion was held relative to architectural approval
of the convenience market and pharmacy. Upon conclusion
of the discussion it was agreed that Mr. Golis, the appli-
cant, would try and provide the Council with plans that are
more in line with the newer stores being constr-a.cted by
Southland Corporation on which there is use of brick on the
front of the building. Architectural approval by the Coun-
cil was deferred until the new and more complete plan is
submitted.
St. Vincent dePaul City Manager Callinan reported on the building being con -

File No. 102 - Old City Manager Callinan brought the Council up to date on the
College Buildings remodeling of Mendocino Mall in the old college buildings
into a student domi.tory by Mr. Spivock and the problems
involved in the building meeting City building codes.
A lengthy discussion followed betiveen the Council, City
Manager Callinan, and college students who were present and
interested in the building, regarding the building code re-
qukements, type of facilities provided for the students,
the fact that the building must painted before occupancy,
and that Mr. Spivock had not obtained an occupancy permit
before allowing students to move into the building.
Community & Recrea- City Manager Callinan advised that a request for a progress
tion Building payment to James Construction Company on the Community &
Recreation Building has been received from Architect Law-
rence Simons in the amount of $12,362.04.
Upon motion by Councilman Buchanan, seconded by Councilman
Smith, and unanimously approved, the progress payment No. 1
to James Construction Company in the amount of Twelve
Thousand Three Hundred Sixty -two and 04100 ($129362.04)
was approved for payment.
Adjournment The regular meeting was adjourned at approximately 11:35 pm
Travel Expense A brief work session followed the regular meeting and con-
cerned payment by the City of travel expenses and accomoda-
tions for City Councilmen, City Manager and Department
Heads and their spouses at City authorized conferences and
meetings.
It was the decision of the Council that the expense of
attendance at authorized conferences should be borne by
the City.
The worksession was adjourned at approximately 11:45 p.m.
