December 16, 1968
The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :30 p.m. in the City Offices,
435 Southwest Boulevard, Rohnert Park, with Mayor Roberts
presiding. This meeting was preceded by an executive session
which commenced at 7 :00 p.m. to discuss personnel and
salaries and possible appointments to the Recreation
Commission.
Call to Order Mayor Roberts called the meeting of the regular session to
order at approximately 7 :30 p.m.
Roll Call Present: (4) Councilmen Buchanan, Hopkins, Roberts & Smith
Absent: (1) Councilman Rogers (death in the family)
Staff Present: City Manager Callinan, City Attorney Maxwell,
Consulting Engineer Hudis.
Approval of Minutes Upon motion by Councilman Smith, seconded by Councilman
Hopkins, and unanimously approved, the minutes of December
2, 1968 were approved with a correction on Page 8.
Approval of Bills Upon motion by Councilman Hopkins, seconded by Councilman
Smith, and unanimously approved, the bills presented for
approval were approved.
Communications Incoming correspondence and communications, per the attached
outline, were broughtto the attention of the Council. No
action was taken on any communication except as specifically
noted in these minutes.
Artrium, Inc. Mayor Roberts advised that Mrs. Reba Roberts had been
appointed by the Council to serve on the Board of Directors
of Artrium, Inc., and that the Board had asked for her re-
appointment for the coming term.
Upon motion by Councilman Buchanan, seconded by Councilman
Smith, and unanimously approved, Mrs. Reba Roberts was
appointed to the.Artrium, Inc., Board of Directors, repre-
senting Rohnert Park.
SSC Convocation Mayor Roberts gave a brief report on the convocation held
at Sonoma State College and stated that he and those present
from the City (Councilman Rogers, City Manager Callinan and
Chief Koch) felt that the City's participation in the convo-
cation was successful and enlightening.
Model City Meeting Mayor Roberts also announced that there would be a meeting
of the Model City Commission, Sonoma State College students
and as many members of the City Council as could attend in
the Council Chambers, Tuesday, December 17, 1968 at B :OOp.m.
A lengthy discussion followed between the Council, Mr. Paul
Golis, and Dr. William Cord regarding campus activities and
police protection.

Ordinance No. 110
AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING ORDINANCE
NO. 91 BY CHANGING THE SCHEDULE OF RATES FOR COMMUNITY
ANTENNA TELEVISION SERVICE SET FORTH THEREIN.
City Manager Callnan reviewed the ordinance. Mr. Jack Harper
of Storer Cable TV, Inc. was present and advised the Council
that service was now available to anyone in the City re-
questing same.
Upon motion by Councilman Hopkins, seconded by Councilman
Smith, and unanimously approved, the reading of Ordinance No.
110 was waived and said ordinance was adopted.
Ordinance No. 112
AN ORDINANCE OF THE CITY OF ROHNERT PARK RELATING TO THE
LICENSING AND REGULATION OF DANCES AND DANCE HALLS.
City Attorney Maxwell summarized the ordinance.
Upon motion by Councilman Buchanan, seconded by Councilman
Smith,and unanimously approved, the reading of Ordinance
No. 112 was waived and said ordinance was introduced.
Resolution No. 68 -133
A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE APPLICA-
TION FOR PARTICIPATION BY THE CITY OF ROHNERT PARK UNDER
PUBLIC LAW 90 -3519 910MNIBUS CRIME CONTROL AND SAFE STREETS
ACT OF 1968/9.
City manager Call nan and Director of Public Safety Aoch
explained the application referred to in the resolution.
Upon motion by Councilman Hopkins, seconded by Councilman
Buchanan, and unanimously approved, Resolution No. 68 -133
was adopted.
Rohnert Park Chamber
Dr. Lauren Anderson, President of Rohnert Park Chamber of
of Commerce
Commerce, was present and gave a brief report on the recent
'Direct Action' meeting conducted by the Chamber.
Dr. Anderson also advised that a questionaire is to be pre -
Dared and distributed by hand to residents by the Chamber
asking for suggestions for City improvement, and asked if
the Council had any questions to suggest for the question-
afire. City Manager Callinan advised that the City staff had
prepared a rough draft of a survey to be distributed to
residents and offered the draft to the Chamber for their use.
Dr. Don Davis Pla(�ae
Mayor Roberts presented Dr. Don Davis, retired Recreation
of Appreciation
Commission member, with 'a plaque of appreciation for'Dr.
Davis' many past years of service to the City while on the
Commission.
Dr. .Davis thanked the Council for the presentation and com-
mended the City Manager and the City Council for their work
in the past'.

Project No. 1968 -1 Consulting Engineer Hudis gave an up to date verbal report
Area west side of on the progress of Project 1968 -1. He advised that the
freeway proposed assessment diagram had been revised and that a
meeting had been scheduled between City staff, property
owners and bond counsel to review the new proposed assess-
ment diagram.
Codding letter City Manager Callinan summarized a letter received from
Codding Enterprises requesting assurance of zoning and
cooperation on use permits. Mr. Callinan advised that
copies of the letter had been sent to the Council along
with a rough draft of a suggested reply letter prepared by
City Manager Callinan.
After a brief discussion it was the Council's decision to
have the Mayor and City Attorney re -draft the reply letter
and present it at the January 6th meeting for further con-
sideration.
Relations with City Manager Callinan initiated a brief discussion con -
developers cerning the City possibly considering a different type
of working relationship with developers other than to
act as their critics on planning, zoning and development
matters.
Mr. Paul Golis was present and commented on his efforts and
the City's action in certain development matters.
Project No. 1968 -3 Consulting Engineer Hudis gave an up to date progress re-
Copeland Creek port on the improvements to Copeland Creek, and advised that
the work will not be completed until early 1969 due to
weather conditions.
Community & Recreation City Manager Callinan gave a progress report on the con -
Center Project struction of the Community & Recreation Center and advised
that the architect had ordered modification of the driveway.
The City Manager advised that a progress payment was due to
James Construction in the amount of $15,626.2¢.
Upon motion by Councilman Smith, seconded by Councilman
Hopkins, and unanimously approved, Progress Payment No. 3
in the amount of $15,626.2¢ to James Construction was
approved for payment.
Due to the absence of Councilman Rogers, Chairman of the
Dedication Committee for the Community & Recreation Center,
the discussion on the Dedication Committee was deferred until
Councilman Rogers was present.
Insurance Proposal, City Manager Callinan reviewed the "Invitation for Insurance
Invitations Proposal" package mailed to the Council and asked for
Council's approval of same so that the proposals could be
distributed.

Councilman Buchanan Councilman Buchanan returned to the Council Chambers at this

Wilfred Avenue Grade City Manager Callinan presented the Council with the final
'Crossing bill from Northwestern Pacific Railroad Company in the
amount of $1,993.64 for the Wilfred Avenue Grade Crossing.
Upon motion by Councilman Buchanan,
seconded by Councilman-
Smith, and unanimously approved, the bill from Northwestern
Pacific Railroad Company in the amount of $1,993.64 was
approved for payment.
Golf Course Drive City Manager Callinan reviewed the understanding with
Spivock Company for construction of Golf Course Drive, and
advised that Norman Spivock was asking the City to pay the
soils engineers' inspection fees with the understanding that
the City would be reimbursed from assessment district pro-
ceedings to acquire the road in the future.
Upon motion by Councilman Hopkins, seconded by Councilman
Smith, and unanimously approved, the Harding & Associates
billing in the amount of $1,505-50 for soil engineers
inspection on Golf Course Drive (formerly Lakeview Drive)
was approved for payment.
Winter Pool Rates City Manager Callinan advised the Council of the Recreation
Commission's recommendation that admission rates to Benecia
Pool during the winter be 50% less than summer swim rates
and that 1968 summer memberships continue to be honored.
Upon motion by Councilman Smith, seconded by Councilman
Hopkins, and unanimously approved, the City Council endorsed
the recommendation of-the Recreation Commission that Benecia
Pool rates during the winter be 50% less than summer swim
rates, and that 1968 Summer memberships continue to be
honored.
Model City Commission city Manager Callinan reminded the Council of the Model City
Meeting Commission meeting scheduled for 8:00 p.m. in the City
Council Chambers on December 17, 1968.

Upon motion by Councilman Smith, seconded by Councilman
Buchanan, and unanimously approved, the salaries of the
Superintendent of Public Works and the Director of Public
Safety were increased to $1,025.00 per month, effective as
of January 19 1969.

Expressway City Attorney Maxwell gave a brief report on the status of

way from the.Spi.vocks, and advised that it has been set for
trial in March or April of 1969. The City Attorney asked for
an executive session with the Council prior to trial date to
discuss the matter.
Arthur B. Siri, Inc. City Attorney Maxwell gave a brief verbal report on the
Lawrui.t re Expressway Arthur B. Siri, Inc. lawsuit, relative to the Expressway,
Project Project No. 1966 -.2 and advised that it had been set for trial
in February or March.
Copeland Creek City Attorney Maxwell reported that only one right of way

be clear and that he was working on an answer to the re-
maining property owner's attorney.

Water System .. Federal
City Manager Callinan reported on the status of the City's
Funds.
application for federal funds for improvwnts to the water
system,,and advised that a representative of H.U.D. indicated
that they will probably invite a formal application which
means that the City will possibly receive the funds within
the last quarter of this fiscal year.
Sewer Plant
The City Manager advised that the Washington, D. C. office
of the Federal Water Pollution Control Administration had
requested five additional copies of our application for a
demonstration grant for sewage treatment facilities. This
request from Washington, he felt, indicated a sincere in-
terest in the City's application.
Barnhart
City Manager Callinan advised that Mr. Barnhart, Rohnert
Park Building Inspector, had recently been elected Chairman
of the Sonoma County Codes Advisory Board, and explained
briefly the Board's functions.
Assessment payments
City Manager Callinan advised that to date the 1915 Act
assessment payments are in better condition than in years
past.
Executive Session
Mayor Roberts reported that during the Executive Session
held prior to this regular session the Council discussed
personnel matters and salaries of the Director of Public
Safety and the Superintendent of Public Works.
Upon motion by Councilman Smith, seconded by Councilman
Buchanan, and unanimously approved, the salaries of the
Superintendent of Public Works and the Director of Public

Hospital District City Attorney Maxwell asked that the matter concerning
hospital district laws be deferred until a later date.
