February 17, 1969
The Council of the City of Rohnert Park met this
date in regular session commencing at 7:15 P•m•
in the City Offices, 435 Southwest Boulevard,
Rohnert Park with Mayor Roberts presiding. The
executive session scheduled for prior to this
meeting was not held.
Call to Order Mayor Roberts called the meeting of the regular
session to order at approximately 7:15 p.m.
Roll Call Present: (3) Councilmen Hopkins, Smith and Mayor
Roberts
Absent: (1) Councilman Rogers
Late: 1 Councilman Buchanan
Staff Present: City Attorney Maxwell, City Mana-
ger Callinan
Approval of Upon motion.by Councilman Smith, seconded by
Minutes Councilman Hopkins, and unanimously approved,
the minutes of February 3, 1969 were approved
as submitted.
Approval of Bills Upon motion by Councilman Hopkins, seconded by
Councilman Smith, and unanimously approved the
bills presented for approval were approved.
Drainage City Manager Callinan read a copy of a letter
Channel from Bart C. Mitchell to Sonoma County Flood Con -
trol District requesting the improvement of the
drainage channel on his property in Rohnert Park.
After a brief discussion the Council endorsed Mr.
Mitchell's request that the channel be improved
to its ultimate design at the earliest possible
date.
On- Campus City Manager Callinan advised that a meeting had
Student Housing been scheduled between the City Council, local
Meeting developers, Assemblyman Bagley and Senator
Collier's Office in Sacramento on Wednesday,
February 19th to discuss the on- campus student
housing proposed for Sonoma State College.
Cultural Arts Dr. William Cord, President of the Cultural Arts
Commission, was present and asked for the Council!
approval of the erection of a fountain in the
center area of the entrance to the new Community
& Recreation Center. Dr. Cord advised that the
approximate cost of the fountain would be $7,000
and the funds would be raised from various Cul-
tural Arts Commission projects.

A discussion was held concerning establishing a
non- profit Corporation for use by the Cultural
Arts Commission in its fund soliciting activities.
Upon motion by Councilman Smith, seconded by
Councilman Hopkins and unanimously approved, the
Council directed the City Attorney to prepare
the necessary by -laws that would set up a. non-
profit corporation for the Cultural Arts Commis-
sion to allow them to raise, deposit and expend
funds toward the "Project Fountain" and other
similar projects.
Upon motion by Councilman Smith, seconded by
Councilman Hopkins, the Council endorsed in prin-
cipal the use of the circle islandin front of
the Community & Recreation Center for a fountain
to be constructed by the Cultural Arts Commission
provided the specific use of the property be sub-
ject to the approval of the City Council.
Ordinance N0.113 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF
THE CITY OF ROHNERT PARK (Zoning Change --
Arthur Avenue and Santa Alicia Drive)
City Manager Callinan read the ordinance.
Upon motion by Councilman Smith, seconded by
Councilman Hopkins, and unanimously approved,
Ordinance No. 113 was adopted.
Ordinance N0.114 AN ORDINANCE AMENDING ORDINANCE NO. 81 - SUBDIVI-
SION ORDINANCE (Amendment'to Text Concerning
Conditions for Minor Subdivisions)
City Manager Callinan reviewed said ordinance.
Upon motion by Councilman Smith, seconded by
Councilman Hopkins, and unanimously approved, the
reading of Ordinance No. 114 was waived and said
ordinance was adopted.
Cultural Arts City Attorney Maxwell reported that he had not

dinance Council to amend the ordinance establishing the
Cultural Arts Commission but that he would have
it ready for the March 3rd meeting.
Agricultural City Manager Callinan advised that the County had

status for Assessor's Parcels 47- 111 -02 and 04
from John Equi and Louis La.vio, owners.
Upon motion by Councilman Smith, seconded by
Councilman Hopkins and unanimously approved, the
Council directed the City Manager to file a

formal protest to the establishment of an agri-
cultural preserve in AP Nos. 47- 111 -02 and 04 to
protect the City's interest in the event of future
annexation of the area involved.
Coddingland
City Manager Callinan advised that he had receiv-

the name of the westerly frontage road in the
Coddingland area. A discussion followed during
which several suggestions were made, however, no
action was taken at this time.

City Manager Callinan reviewed Resolution No.
69 -18.
Upon motion by Councilman Buchanan, seconded by
Councilman Smith, and unanimously approved,
Resolution No. 69 -18 was adopted.

Mr. Paul Golis was present and explained briefly
the planned uses in.the development.
The Council deferred action on the plan until a
report was received from County Planner Wes Vail
who was not present.

had decided to recommend that the dedication
ceremonies be held in early spring, possibly in
May, in order for more landscaping to be complete
so as to present a. nicer appearance for the dedi-
cation.
City Manager Callinan advised that W progress

amount of $24,632.10.
Upon motion by Councilman Buchanan, seconded by
Councilman Smith, and unanimously approved, Pro-
gress Payment No. 5 in the amount of $24,632.10
to James Construction Co., Inc. was approved for
payment.
Architect Simons and City Manager Callinan gave
a brief report regarding the selection of silver -
ware and china for use in the Community & Recrea-
tion Center. A place setting selected by the
City Manager and the Architect was displayed for
Council approval.
Upon motion by Councilman Hopkins, seconded by
Councilman Buchanan, and unanimously approved,
the City Manager was authorized to use his dis-
cretion in purchasing dinnerware for use in the
Community & Recreation Center.
Underground City Manager Callinan suggested that a steering

Golf Course City Manager Callinan discussed briefly the dedi-

of the Council that the City Manager and Golf Pro

plan and advertise the dedication of the golf
course.
1968 -69 Audit City Manager Callinan reviewed a proposal from
Touche, Ross, Bailey & Smart to conduct the audit
of the books and records of the City of Rohnert
Park for 1968 -69.

Adjournment
There being no further business the meeting was
adjourned at 9:20 p.m. to Thursday, February 20,
