2019/02/20 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES _ February 20, 1969 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7:55 P.M. in the City Offices, 435 Southwest Boulevard, Rohnert Park with Mayor Roberts pre - siding. This adjourned session was preceded by an inform - al session conducted by the Cultural Arts Com- mission during which pictures of the initial City Council and Mayors since then were hung in the Council Chambers. Call to Order Mayor Roberts called the meeting of the adjourned regular session to order at approximately 7:55 p.m. Roll Call Present: (4) Councilmen Hopkins, Rogers, Smith and Mayor Roberts Absent: (1) Councilman Buchanan Staff Present: City Attorney Maxwell, Superin- tendent of Public Works Wiggins, Consulting Engineer Hudis, City Manager Callinan Inoperative City Manager Callinan requested permission to Equipment sell. inoperative City equipment such as the jeep at the golf course and a pickup truck which is no longer in service. Upon motion by Councilman Hopkins, seconded by Councilman Rogers, and unanimously approved, the Council authorized the City Manager to sell the inoperative equipment. Westerly front - A discussion was held concerning the naming of age road the westerly frontage road. Councilman Hopkins suggested that it be named Collier Boulevard if Senator Collier had no objections. City Manager Callinan indicated he would check with Senator Collier on the matter. The Council indicated they would consider the matter further at a later date. Student Housing Councilman Rogers reported on the meeting of the delegation from Rohnert Park with Assemblyman Bagley and Senator Collier, relative to the plans for on- campus student housing at Sonoma State College. City Manager Callinan then read a rough draft of a resolution urging additional .study concerning the on"campus student housing. A lengthy discussion followed, upon the conclu- sion of which it was decided that the resolution be scheduled for consideration at the March 3, 1969 Council meeting. Page -2- February 20, 1969 File 105 County Planner Wes Vail, by referring to the Paul Golis "Master Plan For Rohnert Park Tourist Center" sub - Tourist Center mitted by Mr. Golis, discussed the plan and rais- ed certain questions concerning the circulation at the intersection of Commerce Blvd. and the Expressway. Tic ramiin. ed the Council of previous consideration given to planning matters at this intersection and the question of the number of service,stations to be allowed on the corners of the intersection. Councilman Smith expressed con- cern over the access from the Expressway into the service station as proposed on Mr. Golis' plan. A discussion followed during which Paul Golis, Milton Hudis and Lawrence Simons commented. Councilman Rogers moved, and Councilman Hopkins seconded a motion that the Council approve the development shown on the plan for the southeast - ern corner of the intersection as submitted, with the Council retaining architectural review. Further discussion followed. Councilman Rogers then amended his motion that Council approv- al be with the understanding that the developer would provide a solution to the access to the station from the Expressway. Councilman Hopkins accepted the amendment to the motion he seconded. City Manager Callinan indicated that he would contact County Road Commissioner Don Head con - Councilman Rogers motion and amendment thereto was approved by the following roll call vote: AYES: (4) Hopkins, Rogers, Smith, Roberts ABSENT :(1) Buchanan Further discussion was then held concerning the northeastern corner of the intersection. Coun- cilman Rogers questioned the heavy repairs use shown on the plan. Mr. Golis commented on the diagnostic center that he desired in the plan. %Jouncilmari Rogers moved that the Council approve the plan submitted for the northeastern corner of the intersection provided the heavy repairs use is removed, the Council retains architec- tural review, and emphasis is given that the Council expects high quality development in the area. Said motion was seconded by Councilman Hopkins, and approved by the following roll call vote :` AYES: (3) Councilmen Hopkins, Rogers and Roberts NOES: 1) Councilman Smith ABSENT: (1) Councilman Buchanan Page -3- February 20, 1969 Cofego Drive Mr. Paul Golis and Engineer Hudis reported on the proposed design for Cofego Drive which would consist of two twelve -foot traffic lanes on each side of an eight foot divider strip which would be planted. The road would have no emergency parking lanes as on other major streets, but it was pointed out that this will not be detrimental since all the development in the area will be required to provide off- Otreet parking facilities. Upon motion by Councilman Rogers, seconded by Councilman Smith, and unanimously approved, the Council approved the development of Cofego Drive as proposed by Mr. Golis. Cotati Council Mayor Roberts welcomed Mayor Houser and several members of the Cotati City Council who had come to the meeting so that the two Mayors could con- currently sign the agreement approved by the two cities relative to sewer_ service.
