ROHNERT PARK CITY COUNCIL MINUTES
March 7, 1969
The Council of the City of Rohnert Park met this date
in adjourned regular session commencing at 7:30 p.m.
in the City Offices, 435 Southwest Boulevard, Rohnert
Park, with Mayor Roberts presiding.
Mayor Roberts called the meeting to order at approxi-
mately 7:30 p.m.
Present: (4) Councilmen Hopkins, Rogers, Smith and
Roberts
Absent: (1) Councilman Buchanan
Others Present: City Manager Callinan, Superinten-
dent of Public Works Wiggins, Con-
sulting Engineer Hudis, Mr. Paul
Golis and Press Correspondent
Marguerite Hahn.
A discussion was held concerning the report prepared
by Milt Hudis dated January 24, 1969 entitled '`Report
On Capital Projects Improvement Program ". Mr. Iiudis
explained the report after which Mr. Golis made some
continents concerning it. Some discussion was held
concerning the advisability of keeping the City's per
acre assessment at $1,356.
Councilman Smith left the meeting at this point, the
time being approximately 8:15 p.m.
Further discussion continued on Hudis' report. 1'he
affect that annexation of additional properties
would have on the City's per acre assessment program
was also discussed, as was the advisability of trying
to get the County to develop Snyder Lane as a county
project rather than a City project. Other matters
discussed in relation to Mr. Hudis' report were the
development of Copeland Creek and Hinebaugh Creek,
and the advisability of keeping the financing of
improvements for'the area on the west side of the
freeway segregated from that for the area on the cast
side of the freeway.
A discussion was held concerning the advisability of
consumating annexation No. 6, the Rohnert lands south
of East Cotati Avenue. The Council indicated that
the only dispute was trying to obtain a commitment
from Mr. Rohnert for the acquisition of public facili-
ty sites, including schools. Mr. Golis indicated
that if the City would restrict the request to sites
required by the City, not including schools, he be-
lieved an annexation agreement could be worked out.

Upon motion by Councilman Rogers, seconded by
Councilman hopkins, and unanimously approved, the
Council directed staff to work out a program with
Mr. Golis and Mr. Rohnert to consumate the annexa-
tion of the land south of Fast Cotati Avenue, in --
eluding the working out of a program for the acqui-
sition of public facility sites which will be needed
by the City for the orderly development of the area,
including well sites, park sites and sites for public
safety buildings, with the understanding that the de-
velopers will keep the need for other public facility
sites such as schools in mind when they are planning
the area.
Further discussion was held concerning the develop -
ment of Copeland Creek between the railroad and the
freeway, and a method by wjiychi 11inebaugh Creek might
be developed by having the landowners dig the creek
and having the City landscape it or finish it off
with money derived from the per acre assessment
program.
Adjournment There being no further business the meeting was
adjourned at approximately 8045 p.m.
