June 23, 1969
The Council of the City of Rohnert Park met this date in
adjourned regular session commenoing at 8:00 p.m. in the
City Offices, 435 Southwest.Boulevard, Rohnert Parse, with
Mayor Rogers presiding.
Call to Order Mayor Rogers called the meeting of the adjourned session to
order at approximately 8 :05 p.m.
Roll Call Present: (4) Councilmen Buchanan, Roberts, Smith & Rogers
Absent: (1) Councilman Hopkins
Staff Present: City Manager Callinan, Consulting Engineer
Hudis, Sonoma County Planning Staff Member
Wes Vail.
Approval of Bills Upon motion by Councilman Buchanan, seconded by Councilman
Smith, and unanimously approved, the bills presented for
approval were approved.
1969 -70 Budget City Manager Callinan presented the proposed budget for
1969 -70 and made some brief comments concerning the fact
that the budget did not propose any property tax increase.
The Council decided that budget work sessions would be held
June 30, July 1 and 2nd.
Undergrounding Councilman Vern. Smith made some comments concerning the
News Article article that appeared in a recent edition of the Press
Democrat concerning the relocation of utilities on the
west side of the freeway. He expressed some general com-
ments concerning news reporting and Mrs. Hahns coverage
of Council meetings.
Mrs. Hahn was recognized and commented on the procedure
involved in placing the article mentioned in the newspaper.
Mr. Golis was recognized and reported on his conversation
with Mr. Neal Leslie of the Press Democrat and expressed
his views on the undergrounding matter. A brief discus-
sion followed with several members of the Council partici-
pating.
File 0131 Mr. Bob O'Neal, Young America Homes, using displays, ex-
Young America Homes plained a plan for development of a portion of the El
Colegio area. Upon conclusion of his presentation and in
response to questions from the Mayor Mr. O'Neal indicated
that Young America Homes intended to develop and supervise
the entire project being presented, including the townhouses.
Planner Wes Vail, Sonoma County Planning Staff was present
and commented on the plan and raised some items for thought
such as the capacity of the sewer and water lines in the
area; the effect increase of density would have on school

development; problems posed by having single- family uses
facing multiple family uses; and the need for relief in
the plan by providing ample open space.
Brief discussion was also held concerning the problem of
storing extra vehicles, boats and trailers; providing of
access to Copeland Creek; landscape treatment and construc-
tion of Southwest Boulevard; and the intersection in front
of the proposed elementary -school.
Art Howard; Sonoma Campus Company, also briefly participated
in the discussion.
Mr. O'Neal requested Council approval of the concepts so
that his firm could proceed with the engineering on the
first phase of the development which would be single family
homes around the elementary school site.
Mayor Rogers polled the Council individually concerning
their feelings on the plan, and each Councilman expressed
general endorsement of the plan. Mayor Rogers indicated
that at the request of Councilman Hopkins no action was
being taken at this meeting, but that Mr. O'Neal should be
able to recognize that the Council is generally enthused
with the proposal and was informally giving general indica-
tion to proceed with the understanding that some of the
points raised during the discussion would have to be re-
solved prior to final approval of the detailm rla.ng_
Hudis' Report
Upon motion 'by Councilman Smith, seconded by Councilman
Roberts and unanimously approved, Engineer Hudis' "Report
on Per Acre Assessment for Development Program in Capital
Projects to be Financed Therefrom ", dated January 1969 was
approved.
U.S. 101 - Express-
City Manager Callinan and Engineer Hudis reported briefly
way Interchange
on the need to relocate certain sewer and water lines on
the westerly frontage road to clear the right of way re-
quired by the State for the interchange. Engineer Hud?s
indicated that he had prepared plans for the relocation
and submitted them to Argonaut Conetru tors for n.n,,r%+,0
on the work, and that this quote should be received by
the next Council meeting at which time the entire reloca-
tion project will be presented to the Council for approval.
Public Appearances
Mrs. Sue Garrison and Mr. Hollingsworth, Alta Avenue
residents, appeared and presented a statement concerning
the stabling of horses at.430 Alta Avenue and the need
for regulation of horses in the City. Mrs. Garrison com-
mented on a call to the City's Police Department concern-
ing what she felt was a public nuisance at 430 Alta Avenue,
and the response from the Police Department that nothing
could be done about the matter. She expressed discourage -
ment over this and believed that the owners of horses at

this particular residence could be cited under Section 370
of the Penal Code. The Council requested that Mrs. Garri-
son present her information to City Manager Callinan and
was informed that the staff is developing regulations to
try and handle the horse problem to everyone's satisfaction.
Adjournment There being no further business the meeting was adjourned
at approximately 9 :10 p.m. to June 309 1969 at 5 :00 p.m.
in the City Council Chambers.
