The Council.of,,the City of Rohnert Park met this date in
adjourned Jouined regillar session .commencing at 7:00 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor Beary-:presidihg.
Call to Order ,,Mayor'-Beary called the adjourned regular session to
order, at approximately- 7..00 p.m.

Sonoma'County General Mayor Beary recognized Messrs. Leslie Symonds and Peter
Plan McCormick,"CoUncil appointees to the Citizens Advisory
Committee 'of the Sonoma County General Plan. Mr. McCormick
"read a report.to the City Council., a copy of which is
attache'd to the,original of these,,.minutes. Discussion
followed ' with all members of the Council and Messrs.

Councilman Smith arrived during the discussion with
Messrs.'McCorinick and Symonds, the time being approxi-
mately 7:15 p.m. He participated in the discussion.
A work session was'held on the city's wastewater treat-
ment and disposal situation, both present and future
plans. Engineer Hudis updated the Council on the design
of the - interceptor to the Santa Rosa Llano Plant and rep-,,,
resentatives from Montgomery Engineers reviewed the pre- I
liminary design report prepared for the plant modifica-
tions. A wide ranging discussion concerning the project
and its.co.st and necessary financing was held.
The proposed agreement between the Cities of Santa Rosa,
Sebastopol, and Rohnert Park and the South County Sanita-
tion Distbict for the'use of the Santa Rosa Sub-regional
Sewer System was I undertaken. Several questions from the

Council members concerning the agreement were answered.
Mr. Callinan indicated that unless the Council had some
objections that the.agreement was tentatively scheduled
for formal Council approval during mid-December.
Discussion was held concerning the city's present waste-
water treatment status and the meeting that city staff
and engineers had earlier in the day with staff of the
North Coast Regional Water Quality Control Board. Dis-
cussion was held concerning what interim improvements
could be made.to the existing treatment facilities in
order to get the facilities to function better and to
produce a better quality of effluent. The Montgomery
Engineers representatives indicated they had several sug-
gestions which were discussed.
Councilman Hopkins left during the discussion on waste-
water treatment, the time being approximately 8:30 p.m.
The Council reviewed the Survey of Residential Units
report prepared by City Engineer Brust and Planning
Director Paul Skanchy. Discussion was held on best ways
for the city to limit the connections in the next two
years to make, certain that the 1.5 MGD capacity of the
existing facilities is not exceeded.
Discussion was held concerning the cease and desist
hearing to be held by the Water Quality Control Board on
December 4th. Staff indicated that Montgomery Engineers
was preparing a report for presentation at the meeting
and that the city would also have to give assurance that
the 1.5 MGD capacity would not be exceeded prior to the
city c I cnnecting to-the Santa Rosa Llano Plant. The format
for presentation at the board hearing was generally agreed
to by the.Council and it was indicated that the
city's engineers and staff would be meeting with the Water
Quality Control Board staff on Monday, December 2nd to
review the situation again.
•Clty-+Janag�,�r;,Callinan suggested that a convocation-of
builders and developers be held to discuss connection
restraints before connection is made to the Llano Plant.
After discussion of this matter, the Council indicated
it had no objection,to city staff conducting such a con-
vocation and reporting the results of it to the Council.,
Councilman Smith,.. Councilman Smith left the meeting during the discussion

The work session -type meeting continued with general dis-
cussions being held on a variety of topics related to
wastewater treatment and disposal.
During.the discussions the copies of the November 22,
1974 letters from James Montgomery Engineers concerning

architectural services and the design engineering budget
were presented to each member of the Council.
Adjournment The meeting was adjourned at approximately 9:15 p.m.

Committee on the Sonoma County General Plan.
During the Imtter tiArt of 1974, this committee met weekly with the Advanced
Planning Division. of the Sonoma County Planning Department for the purpose of
drawing up a County General Plan that would provide direction for population
growth, land use® and economic development with due considration given to socio-
environmental concerns.
The three alternative sketch plans are the City Centered, the Rural /County
persal, and the Decentralization concepts, These alternative plans were considered
as to their applicability to each of the nine planning areas of Sonoma County,
Of particular interest interest and concern to Rohnert Park are the effects of these

The City Center Plan largely focuses population and economic growth in the Santa Rosa
area with population projection for the year 2000 in excess of 165,000. The other
cities and communities would experience population and employment r® Abut at a less rapid
system® overall population growth of Sonoma County would be less than in the
other alternative plans.
In its bulletin-Summary Sketch Plan Alternatives- the Advanced Planning Division ex-
pressed preference for the Decentralization Plan or concept. It recommended that
this plan be further developed by the division including the developing of sub-alternatives
While there was no formal vote of committee members, it was our impression that
it had considerable support among committee members.
It is a=vopinion that the decentralization Plan is the best of the alternatives for the

factors that will implement the plan, It is anticipated that the results of this phase
will be presented to the committee for evaluation late in January 1975 and presented

While we anticipate some modifications of the Decentralized Plan will be made, pro-
bably with some concessions to the City Centered Plan,, we believe the basic features
of the p6cantralization Plan will and should be maintained.

Gentlemen:
In the recent past, both by direct correspondence with your group and
informally through the press, and elsewhere, the Rohnert Park Cultural
Arts Corporation has expressed its belief for the need of additional
cultural facilities in our city.
Our correspondence with your group expressed -the concern in the proposed
recreational facility which you are contemplating and the integral inclu-
sion therein of some accombdations for vital cultural activates of various
character currently unavailable to our citizenry. We wish to reiterate
our serious concern in this matter and to express again the hope that such
consideration will be afforded as the proposals and planning are advanced.
It should be borne in mind that such a facility would not only be a tremen-
dous public relations asset but would indeed cause our city to receive the
plaudits of our county and our North Bay community. Rohnert Park merits
such a "first".
We also reiterate our offer to assist in any way possible and will be
most pleased to have our representatives meet at your convenience for
purposes of discussion.
