Smith. `Upon motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously approved, the bills, per attached copy, were approved for payment. Communications, per the attached outline, were brought to the attention of the Council. No action was taken by the Council on any of the communications. Page -2- September 21, 1964 Upon motion by Councilman V. Smith, seconded by Councilman C. Smith and unanimously approved, a use permit was granted to Golis and Fredericks for a Restaurant and Bar on College View Drive, as the land use is indicated in the proposed zoning ordinance and subject.to the approval of the Alcoholic Beverage Control. The permit is also subject to the conditions suggested by the Planning Commission as noted in their minutes of August. 27, and the recommendations contained in the County Planning Staff report plus any subsequent restrictions imposed by the Planning Commission. Use Permit Service Station Upon motion by Councilman Rogersq seconded by Council- man Pezonella, 'a use On Southwest Blvd. permit was granted to Golds & Fredericks for a Service Station on the southwest corner of College View Drive and Southwest Blvd., subject to the conditions recommended by the Planning Commission. Mo'tions passed by the following vote: AYES: (3) Councilman Pezonella, Rogers and C. Smith NOES: (1) Mayor Buchanan ABSTAIN.- (1) Councilman V. Smith Use Permit Garage at 7467 Upon motion by Councilman V. Smith, seconded by Councilman Pezonella Boris Court and unanimously approved, use Permit -was'granted to Mr. Costaglio for a garage at 7467 Boris Court; subject to the conditions recommended by-the Planning Commission. Use Permit 1st Baptist Actibn•on'this use permit was deferred until the next regular,meeting Church - 399 to.allow time for compliance with College View Dr. necessary safety procedures and building changes suggested by the City Building Inspector. Use Permit -Sign 6950 Commerce Upon Motion by Councilman Rogers, seconded by Councilman Blvd. Pezonella and unanimously approved, use P permit was granted to Mro Howard Day for a sign at 6950'Commerce Boulevard. Ordinance #49 Ordinance No. 49 - AN ORDINANCE ESTABLISHING AN INDUSTRIAL DEVELOPMENT COMMISSION FOR THE CITY OF ROHNERT.PARK9, CALIFORNIA, was read by City Attmrney Maxwell. Upon motion by Councilman V. Smith, seconded by Councilman Rogers, and unanimously approved by a roll ca , 11 vote, Ordinance No. 49 was introduced. "B" Park Bldg'. City'Manager Callinan reported to the Council on the Recreation Commission's recommendations for a frame building in Neighborhood "B" Park, as opposed to a block structure. 'Mr. Callinan stated that the Commission indicated -that the $1000 allotted for this building would cover the framing, inside sheet rock and lighting. Page -.3 September 21, 1964 General discussion followed. Participating from the .floor were Mrs. C. Keller, Mrs. G. LeBoeuf and Mr. K. Keller. Upon motion by Co'unci'lman V. Smith, seconded by Councilman Rogers and unanimously approved, the matter was referred to the Recreation Commission and the Planning Commission to ascertain the ultimate need of the building and answers to the following questions: 1. Would the location be suitable for a larger complex? 2. Would the location re` suitable for a small building for club use if determined that the Location is not suitable for a larger complex? A-a.dit Report .Upon motion by-Councilman. V. Smith, seconded by Councilman Rogers and unanimously approved, the Audit Report prepared by Russell A. Goheen and Lawrence Bastianon, for the year ended June 30, 196, was approved and the City Manager was authorized to publish statements therefrom.. Fire - Police Ball `Upon motion by Councilman. Rogers, seconded by - Councilman C. Smith and unanimously approved, permis- sion was granted for use of the City Safety Building for the Firemen and Policemen's Rail on October, 3,1964, Fire Dept. City Manager Ca- llinan advised the Council that the Payment Firemen's Association has requested that dues to that organization be withheld'from the individual monthly compensation to the Firemen.. City Manager Callinan recommended that rather than individual checks, one check be issued to the Association for the aggregate amount of the compensation and the Association could .. issue the individual checks to the firemen, withholding whatever amount was agreed on by the Association. Upon motion by.Councilman C. Smith, seconded by Councilman Rogers and unanimously approved, one monthly check will be issued to the Firemen's Association fora.-.. the aggregate amount of compensation normally paid'to the individual volunteers. Funds to be withheld will then become the responsibility of the Firemen's Association. :Health and City Manager Callinar outlined the Health and Medical Welfare Insurance.program recommended by Mr. Feeney, the City's. broker, and which had been explai r_ed to and approved by the City employees; and outlined his..recommendations for City participation.; Upon motion by.Councilman. Pezonella, seconded by Councilman. Rogers and unanimously approved, Crown Life Insurance Co. was selected to carry the Health and Medical Insurance for the City employees. The City Law Enforcement Academy will pay the following costs: $8.15 Health and Medical Insurance per employee; $2.25 Life Insurance per employee; and $8.02 of the $16.03 cost for dependents coverage. The balance of the dependent coverage cost will ..be deducted from the wages of those employees desiring to cover their dependents. Upon motion by Councilman Rogers, seconded by Councilman Pezonella and unanimously approved, City Manager Callinan was authorized to follow the procedure as outlined in his memo to the Council, dated September 179 19642.for Police Department personnel attendance at the Santa Rosa Junior.College Law Enforcement Academy. Courses by City Upon motion by Councilman Pezonella, seconded by Personnel Councilman V. Smith and unanimously approved, enrolment in educational, courses was authorized for City Personnel, where applicable, upon approval by City Manager Callinan, in accordance with the City Manager's request outlined in his memo dated September 17, 1964 to the City Council. Coral Homes Note Upon motion by,Councilman C. Smith, : seconded by Councilman.Pezonella and unanimously approved, City Manager Callinan was authorized to apply an invoice to Coral Homes for Inspection Fees on Subs 10-11-12B in the amount of $101,0.00 to the'n'ote from the City ..being held by Coral Homes, League Conf. Upon motion by Councilman V. Smith, seconded by Councilman Rogers and approved,with Mayor Buchanan abstaining, Councilmen C. Smith, Pezonella, City Manager Callinan, and City Attorney Maxwell were authorized to attend th•e annual League of California Cities es Conference in Los Angeles, October 11 through 149 1964 and'to draw necessary advances. "B" Park ..Upon Insurance motion by Councilman V. Smith, seconded by . Councilman Rogers and unanimously approved, Mr. Feeney was authorized to issue a binder and to submit an ..Insurance Rate outline for Neighborhood "B" Park by October 5,.1964. Safety Bldg. Upon motion by Councilman C. Smith, seconded by —Councilman Rogers and unanimously approved, City O'Neil were authorized to review the Safety. Bldg. insurance with Mr. Feeney and to submit their recommendations for City Council approval before the due date for the Safety Building Insurance in October. Budget Report Upon motion b .y,Councilman,,.C.' Smith, seconded by Councilman Pezonella and unanimously approved, City Manager Callinan was complimented on the Expense and Budget Comparison Report submitted to the Council and requested that the reports be continued, and expanded where possible..., Page -5- September 21, 1964 Bond Discussion was held on 1915 Act bond delinquencies. Delinquencies City Manager Callinan advised the Council that there is an approximate $179000 delinquency in 1915 Act bond repayments, and that $4,500 was needed to meet current payments for all bond series excluding Series 1961 -1. Mr. Callinan recommended that the Council institute foreclosure proceedings and also authorize the loan of $4,500 to the bond redemption funds to permit past due payment on July 2,1964 coupons. Upon motion by Councilman V. Smith, seconded by Councilman Rogers and unanimously approved$ City Manager Callinan and City Treasurer O'Neil were authorized to advance $4,500 to the County Treasurer Treasurer, to permit redemption of the July 2nd coupons submitted but not paid, with the stipulation that the loan will be paid back to the City from the first funds collected by the County for the various 1915 Act Bond redemption funds. Resolution #193 Resolution No. 193 - A RESOLUTION AUTHORIZING LEGAL ACTION TO FORECLOSE UPON LIEN OF DELINQUENT 1915 ACT BONDS, upon motion by Councilman Rogers, seconded by Councilman Pezonella, was unanimously adopted. City Manager Callinan was requested to make sure that any legal fees incurred will be made a part of the fore- closure suit and that such assurance be received by the City Manager prior to actual filing of any suits. Bldg. Inspector City Manager Callinan advised the Council that Frank Resignation Gift, Building Inspector, has submitted his resignation to become effective on October 21, 1964. Immunization City Manager Callinan announced that the Sonoma County Clinic Health Dept. will conduct immunization clinics in Rohnert Park on September 28, 1964. Council Data Councilman Pezonella complimented City Manager Callinan and the City Staff on the data submitted to the Councilmen in preparation for this meeting. Adjournment There being no further business, the meeting adjourned at 11015 P.M. to 7030 P.M.
