5 October 1964
The Council of the City of Rohnert Park met this date in regular
session at 8:OO p.m. at the City Office, 435 Southwest Blvd.,
Rohnert Park, with Vice-Mayor Rogers presiding. This regular
session was preceded by a work session at which no formal action
was taken.
Roll Call
Present: (4) Vice -Mayor Rogers, Councilman Pezonella, C. Smith,
V. Smith.
Absent: (1) Mayor Buchanan
Mayor Buchanan arrived at 8:35 p.m. Time of arrival is noted
further in the minutes.
Minutes
Upon motion by Councilman V. Smith; seconded by Councilman Pezon-
ella and unanimously approved, the minutes of September 21, 1964
were approved as submitted.
Bills
Upon motion by Councilman Pezonella, seconded by Councilman
V. Smith and unanimously approved, the bills, per attached copy,
were approved for payment.
Communications
Communications, per the attached outline, were brought to the
attention of the Council. General discussion was held togarding
the notice from the P.U.C. concerning the rehearing on the Wilfred
Grade Crossing. No action was taken on any of the communications„
Ordinance #49
Adoption of Ordinance No. 49, Establishing An Industrial Develop -
ment Commission was deferred to allow the Council time to have a
work session with the developers before formal adoption of the
ordinance.
Resolution #194
Resolution No. 194 - A RESOLUTION APPROVING LEASE AGREEMENT WITH
STATE OF CALIFORNIA (SWIMMING POOL B), was read by Mr. Maxwell.
Upon motion by Councilman C. Smith, seconded by Councilman Pezon-
ella and unanimously approved, Resolution No. 194 was adopted.
Foreclosures
City Manager Callinan advised the Council that per his conversa-
tion with Mr. Holtom of Wilson, Harzfield, Jones, & Morton, the
legal costs incurred in the foreclosure proceedings on the delin-
quent 1915 Act Bonds, will be made a part of the foreclosure suit.
"B" Park
Upon motion by Councilman V. Smith, seconded by Councilman C.
Smith and unanimously approved, payment of $1100 was authorized to
the City of Rohnert Park Recreation Corporation for rental of "B"
Park and improvements from July 25, 1964 to September 25, 1964,
Homeowners' Manual
City Manager Callinan discussed the purposes and distribution of
a proposed manual to be issued by the Homeowners Association for
the residents of Rohnert Park. Mr. Keller of the Homeowners Asso-
ciation participated in the general discussion which followed.
Upon motion by Councilman V. Smith, seconded by Councilman C. Smith
and unanimously approved, the City will contribute $25.00 for the
publication of the Homeowners Manual with the understanding that a

proof or rough draft of the manual and the insert concerning the
City will be submitted to the City for,approval prior to publica-
tion.
Sonoma County General discussion was held regarding the publication "Sonoma
County, U.S.A." City Manager Callinan recommended that the City
again contribute $125 for this publication-and requested authori-
zation to try to raise the additional $100 needed from other
groups or firms in Rohnert Park.
Upon motion by Councilman V. Smith, seconded by Councilman Pezon-
ella and unanimously approved, the City will contribute $125
toward a $225 insert in the publication "Sonoma County, U.S.A. ",
contingent on City Manager'Callinan getting another group to con-
tribute the remaining $100.
Subs 2 -B, 3 -B
City'Manager Callinan advised the Council that FHA will not con -
sider the financing.of any homes in Subs 2 -B and 3 -B because of
the open foundations in,these subdivisions which are unacceptable
to FHA.
Upon motion by Councilman Pezonella, seconded by Councilman V.
Smith and unanimously approved, City Manager Callinan was author-
ized to give FHA assurance that the foundations in Subs 2 -B and
3 -B are not acceptable to the City and that construction thereon
will be prohibited.

Mayor Buchanan arrived at 8:35 p.m4 and allowed Vice -Mayor Rogers
to continue to chair the meeting.
General discussion followed. Participating from the floor were
Mr. Moore and Mr. Wallis.
City Manager Callinan was requested to check into FHA requirements
for foundations with the possibility of incorporating these re-
quirements in the City Building Code. Mr. Callinan was requested
to advise the Council at the next regular meeting on October 19,
1964.
Safety Bldg.
Upon motion by Mayor Buchanan, seconded by Councilman Pezonella

and unanimously approved, City Manager Callinan was authorized to
cancel the insurance on the Safety Building from the Codding,
Magowan, etc. Agency and to place it with the Feeney Insurance
Agency in accordance with Mr. Feeney's proposal.
Ambulance
City Manager Callinan advised the Council that the City had
acquired an ambulance from Civil Defense. The vehicle is a 1957
Pontiac and was obtained from Fort Ord. As soon as a price,
acceptable to the City, is received from Civil Defense, the
ambulance will be put in operating condition and a program for
City ambulance service will be prepared.
Sting -Rays
Upon motion by Councilman V. Smith, seconded by Mayor Buchanan
and unanimously approved, $15 was authorized to be paid to the
A.A.U. for 1965 registration fee for the Sting -Rays, in accordance
with the Recreations Commission's recommendation.

X -Ray Unit City Manager Callinan announced that the Sonoma County Mobile
X -Ray Unit would be in Rohnert Park on October 7, 1964,
SSC Expressway General discussion was held regarding the Sonoma State Express-
way. Participating, in addition':to the Council, were City Mana-
ger Callinan and Mr. Golis.
Upon motion by Councilman V. Smith, seconded by Councilman Pezon-
ella and unanimously approved, the City Council expressed a
willingness to consider financing the construction of the Sonoma
State Expressway through Rohnert Park by the use of assessment
proceedings, provided that the developers permit the assessment
of their lands for this purpose.
P.U.C. Hearing City Attorney Maxwell discussed the Wilfred Grade Crossing _re-
hearing scheduled by the Public Utilities Commission.
Open grates Mr. K. Keller appeared to advise the Council that there were
and drains still many open grates and drains on Burton, Blair and Bonnie
Avenues which were dangerous to children and pets. The matter
will be referred to the Public Works Department.
PA System Councilman V. Smith requested that City Manager Callinan obtain
the public address system for the Council Chambers as soon as
possible.
Adjournment There being no further business, the meeting was adjourned at
9:30 p.m.
