1964/10/19 City Council MinutesROHNERT PARK CITY COUNCIL 19 October 1964 The Council of the City of Rohnert Park met this date in a per- sonnel session at 7 :30 p.m. in the City Manager's Office in the City Offices, 435 Southwest Boulevard, Rohnert Park with Mayor Buchanan presiding. Roll Call Present: (5) Mayor Buchanan, Councilmen Pezonella, Rogers, C. Smith and V. Smith Absent: (0) Also Present: City Manager Callinan City Manager A discussion was held with City Manager Callinan concerning his performance during the past year and the general conduct of the City administration. Building A general discussion was held concerning the retirement of Mr. Inspector Gift as City Building Inspector, effective October 21, 1964. The Council unanimously agreed to pay Mr. Gift for the full month of October in recognition for his contributions to the City during his tenure as City Building Inspector Mr. Callinan outlined the manner and method to be used in re- cruiting a replacement for Mr. Gift. A copy of the job bulletin prepared for this position was presented to the Councilmen. City Manager City Manager Callinan left the meeting at this point at the request of the Council so that the Council members could discuss, in private, his performance and their consideration for an in- crease in his salary. Minutes Upon motion by Councilman, Pezonella, seconded bj Councilman Rogers and unanimously approved, the minutes of October 5, 1964 were approved assubmitted. Bills Upon motion by Councilman Rogers, seconded by Councilman Pezon- ella and unanimously approved, the bills,--per attached list, were approved Tor payment. Communications Communications, per the attached outline, were brought to the attention of the Council. No action was taken on any of the communications. Personnel Upon motion by Councilman V. Smith, seconded by Councilman Pezon- ella and.unanimously approved, City Manager Callinan was commended for his fine work record and employee relations, and excellent public relations, and was given an increase in salary from Range 20, Step c -'$739 to Range 20, Step e - $815 per month, effective :November 1, 1964. Planning -and ZoninE Matters 7451--Santa Barbara Use Permit - H. Wallis, Carport and Sundeck, Santa Barbara Dr. - _ - - - - - - - - -7451 _:- ... - - - - - - - - - - Upon-motion by Councilman Rogers, seconded by Councilman Pezon- ella and-'unanimously approved, use permit was granted to Mr. Wallis with restrictions recommended by the Planning Commission. Christmas "Tree Use Permit_- Optimist Club, Sell-Christmas-Trees-on A &W lot. Sales Upon motion by Councilman Rogers, seconded by Councilman V. Smith and unanimously-approved, a temporary use permit was granted with the restrictions recommended by the Planning Commission. All Safety requirements recommended by Building Inspector Gift be-complied with. 2. Promoters are required to use a.Rohnert Park Reserve Officer for Private.Patrol Service at $3.00 per hour. 3. The operation can be cancelled at any time at the dis- cretion..of the City Staff. 4. No alcoholic beverages will be allowed. 5• Only teen alters with Petaluma.High School District Stu- dent Body cards will be admitted. 6. A letter from the Standard Service Station or A &W Root 'Beer Stand'be sent to the City verifying the consent of the tlse'of their Rest Room facilities. ABSENT: (0) Industrial Development Mayor Buchanan declared a public work session opened on- proposed Ordinance No. 49, establishing an Industrial Development Commis- sion,_. :Particapating;' in addition° tb the Council and the City Staff, were' Mr.. Golis, developer and Mr. 'Anderson, P.G. &E. General discussion was-held regarding the possible cooperation of the major developers of the industrial area. Councilman Pezonella moved for the adoption of Ordinance ,No:1 49 wit-n-- the. --s.tipulation that `all references to "December. 31" in the ordinance as introduced be changed to "June 301t. Said motion was seconded by Councilman C. Smith, and adopted by the following vote:. AYES: (5) Councilmen Pezonella, Rogers, C. Smith, V. Smlth'Mayor Buchanan., NOES: (0) ABSENT: (0) . Resolution 11195 Upon motion by Councilman Rogers, seconded by Councilman V. Smith and unanimously app oved, reading of Resolution No. 195 was waived Resolution No. 1.95 - A RESOLUTION OF INTENTION TO MAKE CHANGES AND MODIFICATIONS, SANITARY SEWERAGE PROJECT.1964 -1, upon motion by Councilman Rogers, seconded by Councilman V. Smith, Resolution Page 3 19 October 1964 No. 195 was unanimously adopted. City Manager's Report Budget Report City Manager Callinan submitted the Expense & Budget Comparison Report through September 30, 1964, to the Council. Drainage Ditch City Manager Callinan advised,the Council that Norman Spivock has Subs 10- 11.12,B engaged an `Attorney to represent .him in the dispute over the drain - ;.age ditch from-Sub 12 -B. A file.on action to date on this problem is being compiled by the staff for City Attorney Maxwell. City Attorney Maxwell advised the Council that is is also Attorney for Young America Home who are acquiring the lots in Subs 10, 11, and 12 -B, and may be indirectly involved in the legal proceedings. M,r,.Maxwell statgd,.that.he anticipated.no conflict of interest, but would advise the Council if one- should arise. He did feel, however, that the Council should be aware of his relations with Young America Homes, Inc. New Businesses City Manager Callinan advised the Council of the new concerns going into the shopping center - a shoe store and a bicycle sales and service;, op. P.A. System City Manager Callinan advised the Council that the public address system for the Council Chambers has been ordered from the M. L. Bruner Co. and should arrive soon. Mayor's & Counc. City Manager Callinan announced that the November meeting of the Assoc. Sonoma County Mayor's and Councilmen's Association will be hosted by the City of Rohnert- Parks -Mr-; Callina i ' was- authorized to make arrangements with the Cotati Inn for this meeting. Councilman Pezonella informed the Council that he will be unable to attend most of the Mayor's and Councilmen's Association meet- ings because of other committments on Thursday evenings. He recommended to the Council that Chief Spinelli be permitted to attend these meetings in his place. After a brief discussion, the Council decided to continue the practice of allowing the City Manager to determine what meetings the staff members will attend. FHA Standards City Manager Callinan advised the Council that he has been in touch with the F.H.A. San Francisco office regarding adoption of F.H.A. standards by the City. The F.H.A. is studying the matter and will advise Mr. Callinan of the best approach for the City to take. City Attorney's Report Taxi Franchise City Attorney Maxwell advised the Council that a request had been received for a Taxi Service Franchise. Mr. Maxwell recommended that the Council adopt an Ordinance regulating taxi service in the City. The City Council requested Mr. Maxwell to prepare a Taxi and Jitney Ordinance for Council consideration. Business License City Attorney Maxwell reported on his discussions with Telephone Page 4 19 October 1964 for Telephone Co. Company representatives regarding the Business License Tax re- quired by the City. Further reports will be made as the matter progresses. General League Conference Councilman C. Smith reported on his attendance at the League of California Cities Annual Conference in Los Angeles and stated that it was an extremely worth -while experience. Zoning Ordinance General discussion was held regarding the possible attendance of City Councilmen at the Planning Commission work sessions on the proposed Zoning Ordinance.
