The Council of the City of Rohnert Park met this date in regular
session at 8:00 p.m. in the City Offices, 435 Southwest Blvd.,
Rohnert Park, with Mayor Buchanan presiding. This regular ses-
sion was preceded by a work session which commenced at 7:30 p.m.
but at which no formal action was taken.

Minutes Upon motion by Councilman Rogers,' seconded by Councilman Pezon-
ella an d unanimously 6d `the minutes of November 29 1964
were approved with the following correction: On Page 3, in the
last paragraph, the last sentence should read: "The City Manager
was also asked to look into the feasibility and suggest a program
for metering the existing houses."
Bills Upon motion by Councilman V. Smith, seconded by Councilman Rogers
and unanimously approved; `the bills, per attached list were
approved for payment.
Communications
Rec. Bldg.
for "B "Park
Communications, per the attached outline, were tirought.,to-the
attention of the Council, No action was taken on any.of the
communications.
City Manager Callinan brought the Council up to date on the
status of the proposed Recreation Building for 'B" Park. Mr.
Callinai reviewed the County Planning Staff report which recom-
mends that "B" Park not be used as the location for a large Rec-
reation Bldg* or complex because it is not suited for same be-
cause of its location on a local street, and the fact that it is
not centrally located. Mr. Callinan further advised that at a
joint meeting of the City Planning Commission and the City Recre-
ation Commission, these bodies recommended that a small frame
building be built now. A larger more centrally located Recrea-
tion Building could be built in the future. The Planning Commis -
sion.also recommended that the -plans for the building to be
constructed now, be�left to the discretion of the Recreation
Commission. General discussion followed.'.
City Manager Callinan was requested to check with the Boy's Club
and other youth organizations regarding joint development of a
large Recreation Center. Mayor Buchanan q suggested that Council-
men V. Smith and Pezonella spearhead a committee to canvass these
organizations, but Councilman V, Smith stated that this should be
done by the Recreation Commission.
Upon motion by Councilman Rogers, seconded by Councilman C. Smiths
the Recreation Commission was authorized'to proceed with the con -
struction of the frame building, by the following vote: AYES: (4)
Councilmen Rogers, C. Smith, V. Smith, Mayor Buchanan. NOES: (1)
Councilman Pezonella. ABSENT: ,(0)

Upon motion by Councilman V. Smithy seconded by Councilman Rogers,
the previous motion was to be reconsidered. Motion approved by
the following vote: AYES; (4) Councilmen Pezonella,.Rogers,
C.-Smith,.Y. Smith., NOES: (1) Mayor Buchanan. ABSENT: (0)
Upon,motion by-Councilman V. Smith] seconded by "Councilman C.-
Smith and unanimously approved, the.Recreation Commission was
authorized to commence construction of the frame building in "B"
Park, with,the City,Council. :instructing the Recreation and Plan-
ning Commissions to begin „imme,diate planning for a large City
Recreation Center. This would include contacting clubs and
organizations, considering locations; designs, etc.
The Council emphasized that the small building in 'B” Park is
necessary to cover the immediate needs of the community.-

establish a budget -.for $1,000 for the ambulance by reducing the
amount included in the 1964= 65.budget for Non - Departmental Medi-
cal and Retirement 'by. $1, 000.;

Police Reserves
City Manager'Callinan requested.C,ouncil approval of payment to
Police Reserves of $1.50 an hour :.for Saturday..and Sunday daytime
patrols. Mr. Callinan pointed out that a replacement for Officer
Laqua would not be available until at least the middle of Decem-
ber. To minimize the extra number of hours that the regular mem-
bere of the Police Department will be required to work as a result
of the vacancy, the use of the Reserve Officers.on week -end day-
time patrols was ,planned with the regular officers off -duty but
at least on.e -.of the regulars on-stand-by call,.duty while the
Reserves are on duty.
City Attorney Maxwell advised the Council that using Reserve
Police Officers would be legal if they were well qualified and
were properly deputized by Chief Spinelli, Deputizing of the
Officers could be'done upon approval of the City Manager, at the
request of the Police Chief for permission to deputize certain
specified individuals.

Upon motion by Counclmari.Rogers, seconded by Councilman Pezon-
ela:and- unani;mously,approved, City Manager Callinan was author-
, zed to, institute a program' using Reserve Police Officers as re-
quested, on condition that.the officers be properly deputized.
Fire Hydrants City Mannger:.C.allinan submitted a bill in the amount of $2228 for
the installation of three fire hydrants around the shopping cen-
ter. The City had previously 'received agreement from Mr. Golis
to pay $1857 of this amount, and from Mr. Sissa to pay the bal-
_. ance of; $,371.
Upon motion by Councilman C. Smith, seconded by Councilman Pezon-
ella and unanimously approved, payment of the $2228 to Argonaut
Constructors was authorized for shopping center file hydrants,
and ,City .Manager Callinan was authorized to bill Mr. Golis for
$1857. and. Mr:. Sissa for $371•
Office Machine C:ty,Manager Callinan discussed the need to purchase a printing
calculator for the City-Office.
Upon motion by Councilman Pezonella, seconded by Councilman
Rogers and unanimously approved, purchase of a calculator for
the City Manager's office was authorized.
City Attorne��s Report
Business License City Attorney Maxwell advised the Council that he will have a
Phone Co. meeting with the Pacific Telephone Company's legal counsel this
week, and should know by next Thursday whether or not they intend
paying the City Business License Tax.
Taxi Service City Attorney Maxwell discussed with -the -- Council the-proposed
Taxi Ordinance. Participating from the floor were Mrs. McClellan
and Mr. Hager, who expressed their intention to operate a taxi
service in Rohnert Park.
Ordinance #50 Ordinance No. 50 - AN ORDINANCE OF THE CITY OF ROHNERT PARK
REGULATING THE USE AND OPERATION OF MOTOR VEHICLES FOR HIRE UPON
THE PUBLIC STREETS IN THE CITY OF ROHNERT PARK. Upon motion by
Councilman V. Smith, seconded by Councilman Rogers, reading of
Ordinance No. 50 was waived, and Ordinance No. 50 was introduced
with the stipulation that a section requiring all cab fares to be
metered, be added. Said motion was approved by the following
vote: AYES: (5) Councilmen Pezonella, Rogers, C. Smith, V. Smith,
Mayor Buchanan. NOES: (0) ABSENT: (0)
Taxi Fees Upon motion by Councilman V. Smith, seconded by Councilman
Rogers and unanimously approved, City Manager Callinan was re-

Business License City Attorney Maxwell informed the Council of a letter from
Outdoor Advertis- Northeal Advertising regarding the $30 business license fee.

that there was a discrepancy in our rates. After a brief dis-
cussion, and upon recommendation of City Attorney Maxwell, the
Council decided not to amend the City Ordinance to reduce the
fees applicable to outdoor advertising signs.

Hardin Suit
City Attorney Maxwell advised the Council that there is no
change in the Hardin suit except that he was informed that Mr.
Hardin is 'changing lawyers again.
Ind. Dev. Comm.
City Manager Callinan advised the Council that he had discussed
participation in the Industrial Development Commission with
Mr. Critchfield, Mr. Oretsky and Mr. Groom and has solicited
their comments, which have not been received yet.
