This regular ses- sion was preceded by``a-, closed session which.commenced at 7:30 p.m. Call to Order Mayor Buchanan called'the•meeting tee order. Presentation by A Christmas Wreath was presen-ted`to' the City Council by repre- Girl scouts sentatives of Girl Scout Troop 167. Those participating in the presentations were Mrs. Roberts, Scout Leader; Mrs. Keller, Kathie Roberts, June Keller, and'Mancy McGraw. Minutes Upon motion by Councilman Rogers, seconded by Councilman C. Smith and unanimously approved,; the minutes of November 16, 1964 were approved as:. submitted. Bills Upon motion:by Councilman Pezonella,..seconded by Councilman Rogers and unanimously approved, the bills, per attached list were approved for payment. Communications Communications,,perthe attached outline,.were brought to the attention of the Council. No action was taken on any of the communications except as` specifically noted in these minutes. Ordinance #56 Upon::motion by Councilman V,. Smith, seconded by Councilman Rogers and:.unanimously approved., reading of Ordinance No. 50 was waived. Ordinance No. 50 - AN ORDINANCE OF:THE CITY OF ROHNERT PARK REGULATING. THE USE AND OPERATION OF MOTOR VEHICLI,'S FOR HIRE UPON THEEPUBLIC STREETS.IN THE CITY OF ROHNEFa :PARK. Upon motion by Councilman V. Smith, seconded by Councilman Rogers, Ordinance No. SQ:..was•adopted;by: the: :,following vote: AYES: (5) Councilmen:` Pezonella,,Rogers.,;C. Smith:, V'. :;Smith, Mayor Buchanan. NOES: (0) ABSENT c (0) : - There :was general:diecussion on Ordinance No. 50. City Attorney Maxwell and City Manager Ca3lanan discussed the ordinance and the comparison between this ordinance and those of nearby cities. Also participating were Mr. and Mrs. McClellan, who anticipate operating,A tAxi service in`Rohnert Park. City Manager Callihan Was requested to: submit fpr'apostM. automobile standards and rates ;to the Council. Mr. Callinan' was also requested to check with other Cities concerning their.insurance requirements. The Page 2 7 December 1964 applicants were directed to work out the conditions and details of their application with City Manager Callinan. Industrial General discussion. was .held concerning the newly established Development Industrial Development Commission, appointments to which have not Commission yet been made by,the.City Council. City Manager Callinan gave a report on his discussions and communications with businessmen having an interest or business in the City's industrial area. He then introduced..Mr. Rex Sater from the Rohnert Park Chamber of Commerce who explained the'Chamber's position that the commission should be incorporated within and a function of the Chamber. At the conclusion of the discussion, the Council decided to defer the subject until the Chamber studies the matter further and reports back to the „Council. Ca ty Managers Tort Chief Spinelli City Manager Callinan advised the.Counci.l that Chief Spinelli had Resignation submitted his resignation effective.January 1, 1965 to accept the position of Police Chief in Sonoma. The Council accepted the resignation with regret. and commended Mr. Spinelli for the fine job he has done. Electric Utility City Manager Callinan discussed with the Council the study he has Study made of municipally owned electric utilities, and recommended engaging the firm of R. W. Beck and Associates to conduct an inventory.arid feasibility study for Rohnert Park at a cost not to exceed ::$3,000.. General discussion followed. Participating from the floor were Mr. Bill Moore, a Rohnert Park .resident and P.G. &E. employee, Mr. Ellis Langley, Division 'Sales Manager, District Representative Frank Anderson and District Manager Harry O'Shaughnessy, all employees of P.G. &E. In his remarks to the Council, Mr. Langley advised.that P.G. &E's facilities are definitely not for sale and that if,the City wants to take over the distribution system, con- demnation by the City would be required. Upon motion by Councilman Rogers,.seconded by Councilman C. Smith and unanimously approved, discussion of the municipal electric study was deferred until the first Council meeting in January. Subdivision City Manager Callinan discussed the proposed Subdivision Ordinance Ordinance that Milt Hudis, and he have drafted and.advised the Council that the Planning Commission will. hold a work session on this ordinance at their meeting on December 10, 1964. Mr. Callinan requested that the Council members submit their comments to him prior to this meeting if they are unable to attend the Planning Commission session. City Blood Bank City Manager Callinan reminded the Council that the mobile blood bank will be in Rohnert Park on December 10, 1964 and requested that the names of all anticipated donors be turned in to the City Office in advance. Page 3 7 December 1964 Insurance City Manager Callinan, City.Attorney Maxwell, and Mr...Tom Feeney, City insurance agent, discussed a clause in the City's Liability Insurance policy and a request from Pacific Indemnity for the City to execute an endorsement to said policy rejecting the protection against uninsured motorists. Upon motion by Councilman C. Smith, seconded by Councilman Rogers and unanimously approved, Mayor Buchanan was authorized to execute the "Rejection of Protection Against Uninsured Motorists Endorsement ". 1964 Building City Manager''Callinan advised the Council that the City Building Cone Inspector, Mr. Barnhart, is reviewing the most recent building codes and the necessary ordinances to adopt same will be present- ed to the Council in the near future. City Attorney's Report Telephone Co. City Attorney Maxwell advised the Council that the Pacific Business License Telephone Co. has agreed to pay-the -$100 Bus- iness- License Tax_ required by the City. Drainage Ditch City Attorney Maxwell informed the Council that he has been in contact with Mr. Spivocks attorney regarding the drainage ditches in Subdivisions 10, 11, 12 -B and would take the action agreed upon by the Council in the closed session held prior to this regular meeting. Christmas Program Mayor Buchanan introduced for discussion the possibility of City participation in local Christmas program plans. Upon motion by Mayor Buchanan, seconded by Councilman Rogers and unanimously approved, Councilman Pezonella was appointed to work with the various civic groups on the Christmas plans, and was authorized to offer the use of the City float base and other vehicles. Planning Councilman Rogers advised the Council that he and Dr. Donald Davis have purchased two parcels of land in Rohnert Park and that when these parcels came before the Council for action on planning matters, Councilman Rogers would abstain from any action. The parcels involved are on College View and Southwest Blvds., and on Snyder Lane. League of City Manager Callinan was directed to answer the letter from Calif. Cities the President of the Northbay Division of the League of Calif - ordia Cities and advise that Mayor Buchanan is the Council's appointment to the Executive Board of the Northbay Division. Girl Scouts Councilman C. Smith requested that a letter be written to the Girl Scouts thanking them for the presentation of the Christmas Wreath. Page 4 7 December 1964 Homeowners Mr. Cronin, president of the Homeowners Assn. presented the Brochure Council with .copies of the new Brochure recently published by the Association.
