Offices; 435 Southwest Blvd., Rohnert Park, with
Mayor Buchanan,presiding. This regular session was
preceded b7,a work session which commenced at 7:30
p.m., but at which nbo,formal action was taken.
Call to Order. Mayor Buchanan called tie meeting to order.

Bills Upon motion by Councilman Pezonella, seconded by
Councilman Rogers and unanimously approved, the
bills, per attached,list were approved for payment.
Communications Communications, per, -t-4e attached outline, were`
brought to the attention of the Council. No action
was taken on any of the communications except as
spe.oigically noted in these minutes.
Building Code Upon mot on,by Couneil�an V. Smith, seconded by
1ldvisory Councilman Rogers and unanimously approved, the
Committee Council endorsed the Building 'Code Advisory
Co=ittee concept as proposed by the Santa Rosa
Building bep- artm6hlt` and = :.-i-e�quee ed that` Mr Barnhart,
City Building Inspector, represent Rohnert Park.

Upon motion by Councilman V. Smith, seconded by
Councilman Rogers and unanimously approved, proposed
Ordinance No. 51 was.introduced.
The Clerk was directed to publish notice of Public
Hearing on proposed Ordinance No. 51.
Resolution #199 Resolution No. 199 - A RESOLUTION ESTABLISHING A
POLICY REQUIRING THE INSTALLATION OF PUBLIC IM-
PROVEMENTS AT THE TIME OF THE DEVELOPMENT OF
PRIVATE PROPERTY SERVED THEREBY was read by City
Attorney_Maxwell: Upon motion by Councilman V.
Smith, seconded by Councilman Rogers and unanimously
approved, Resolution No. 199 was adopted.

Upon motion by Councilman V. Smith, seconded by
Councilman Rogers and unanimously approved, the
Council endorsed the Planning Commission's iriten-
tion to approve this location as a service station
site.
Sonoma Steel Corp. Use Permit Application - revised parking and land-
scaping plan, 30 Transport Avenue.
Upon motion by Councilman Pezonella, seconded by
Councilman.C. Smith and. unarm- mously approved; the
revised plot plan was approved, with the conditions
and stipulations recommended by the Planning Com-
mission,
Bart C. Mitchell Use Permit Application - Office Building on Commerce
Boulevard.
Upon motion by Councilman C. Smith, seconded by
Councilman V. Smith and unanimously approved, the
Council indicated their interst.to approve the use
permit subject to the recommendations of the
Planning Commission and also satisfactory agreement
for the installation of curb, gutters, and certain
street improvements being worked out. The matter
was deferred until the January 4, 1965 meeting at
which time a specific recommendation from the City

staff on how much street improvement should be re-
quirad will be considered.
Zoning Ordinance
City Manager Callinan advised the Council that the
Planning Commission has scheduled a public hearing
on the Zoning Ordinance for January 14, 1965.

Expense and Budget City Manager Callinan submitted�,.to the Council the

November 30, 1964.
Blood Bank
City Manager'Callindn ` advisod the Council that 9
pints of blood were received for the„Rohnert Park
Blood.. Bank when the mobile unit was in the park.
Rabies Clinic
City Manager Callinan advised the Council that the
1965 , Rabies Immunization, Clinic will Abe held in
Rohnert Park at the Safety Building on January
16, 1965.

Resolution #200
Resolution No 200 -- A RESOZTYTION OF THE CITY
COUNCIL OF THE CITY OF ROHNIR`T PARK ADOPTING
BUDGET FOR EXPENDITURE OF FUNDS` ALLOCATED FROM THE
STATE HIGHWAY FUND TO CITIES':; was read by City
Manager Callinan. Upon motion -: -by Councilman Rogers,
seconded by Councilman V. ^)Smith and unanimously
approved, Resolution No.= `= 200'was adopted.
Sonoma County
City Manager Callinan :'advised the Council that the
USA
Homeowners Associationhas'agreed to contribute
$25.00 and Young America Homes had agreed to con -
tribute $75.00 towards the City's insert in the
1965'edi ion "Sonoma Count, USA ". The City will
contribute the balance of 125.00 for the $225.00
insert.
Safety Award
Ct:y Manager Callinan presented the Council with
th .`Satety Award; won by the City for the year
1963 -64' in the annual,con.test sponsored by the
League of Californa'Ci`ties and State Compensation
Insurance Fund, The Council requested City Manager
Callinan to convey the Council's commendation to
the City employees for their fine safety record.
City Attorney's Report
Wilfred Hearing
City Attorney Maxwell advised :the Council that the
Public Utility Commission rehearing on the Wilfred
Grade Crossing was scheduled rfor Tuesday,,DeQpmbpr

Sonoma State City Manager Callinan advised the Council that Jack
Expressway Prather, County Planning Director, has requested
time on the January 14, 1965 Planning Commission
agenda to present for approval by the City Planning
Commission the alignment of proposed Sonoma State
Expressway.
Police Department City Manager Callinan noted that during the period
when Rohnert Park will be without a Police Chief,
22, 1964 at the County Administration Center. The
purpose of the rehearing is to allow the railroad to
cross-examine Robert Nicholson.
Hardin Suit
City Attorney Maxwell advised the Council that there
has been no action on the part of Mr. Hardints new
Attorney.

Matters from Councilmen
Holidays
Upon motion by Councilman V. Smith, seconded by
Councilman Rogers and unanimously approved, the
City employees were -anted one half day off for
Christmas and two (2fhours off for New Years;
Police.-Officers will not receive the time off but
they .-will receive a half day pay for whichever of
the days they work. City Hall will close at
12 noon on December 24, 1964 and at 3:00 P.M. on
December 31st.
Gun Club
Upon motion by Councilman Pezonella, seconded by
Councilman Rogers and unanimously approved, a
letter of recognition will be sent to Cliff Concello
Vice President of the Cotati Rod and Gun Club for
their cooperation and assistance in ,lotting the
Rohnert Park Police. Department enjoy the facilities
of their target :ran'ges',
Police Badge
Upon motion by Councilman Pe:z*onella, seconded by
Councilman Rogers and unanimously approved, Chief
Spinelli will be given his Chief of Police Badge
in recognition of the fine job he has done while
Chief of Police of Rohnert Park.
Business License
General discussion was held regarding business
licenses for real estate brokers not having offices
in Rohnert Park. Participating in the discussion
in addition to the Council and Staff was Mr. Bart
Mitchell.
