1 February 1965
The Council of the City of Rohnert Park met this date in regular
session at 8 :00 p.m. at the City Offices! 433 Southwest Blvd.,
Rohnert Park with Mayor Buchanan presiding. This regular session
was preceded by a work session which commenced at 7:30 p.m. but
at which no formal action was taken.
Call to Order Mayor Buchanan called the meeting to order,
Roll Call Present: (5) Mayor Buchanan, Councilmen Pezonella, Rogers, C.
Smith, V. Smith.
Absent: (0)
Also present: City Manager Callinan and City Attorney Maxwell
Minutes Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, the minutes of the regular meeting on
January 18, 1965 were approved as submitted.
Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, the minutes.of� the special meeting on
January 27, 1965 were approved as submitted.
Bills Upon motion by Councilman Rogersi seconded:.by Councilman Pezonella
and unanimously approved, the bills, per attached list, were
approved for payment.
Communications Communications, per the attached outline, were brought to the
attention of the Council. No action was taken on any of these
communications except as-specifically noted in these minutes.
Homeowners Assn, A letter from the Homeowner's Assn. was read concerning "Sonoma
County, U.S.A."' The City Council extended their thanks to Mr.
Cronin, who was in the audience, for the Homeowners Assn's contri-
bution toward the Rohnert Park insert in "Sonoma County, UwS.A.1'
A B A G An announcement ff.�m ABAG concerning the annual meeting was brought
to the attention of the Council. Councilman V. Smith advised the
Council that he would attend the annual meeting of the Association
of Bay Area Governments.in.Berkeley.
Upon motion by Councilman Rogers, seconded by Councilman C. Smith
and unanimously approved, Councilman V. Smith was appointed
Rohnert Parkes delegate to A.B.A.G. and Councilman Rogers was
appointed as alternate.
Planning and Zoning
Entrance Road Entrance Road Area Improvements .. Allocation of Costs
At this point Councilman Rogers left the Council podium and sat
in the audience because-of-his personal interest in the area under
consideration. He took no part in any of the discussion concerning
this matter.

Councilman C. Smith advised the Council that he would not act or
comment on anything concerning the Mitchell property because of
his association with Mr.'Mitchell.
Cost sheets were distributed to the members of the Council and
explained by City Manager Callinan and Engineer Hudis. One cost
sheet allocated the costs without City participation on the 481,
storm drain; the second sheet allocated the costs with City par -
ticipation, through use of Gas Tax Funds, in the cost of extend -
ing the existing 48!!,storm drain culvert to the drainage ditch.
Participating in the general discussion which followed were City
Attorney Maxwell, Mr. Bart Mitchell, and Mr. Maurice Fredericks.
Councilman C. Smith moved that the cost be allocated without City
participation in the,dra hago.' Motion seconded by Councilman
Pezonella. Motion defeated bjr'the following vote: AXES: (2)

Councilman U. Smith ,moved that the City use State Gas Tax Funds
and pay, for 55% of the .4811 draly costs since the drainage is a
part of the City's major drainage system. Motion was seconded
by Councilman C. Smitlyin approved by the. following roll call:

r Councilman Pezonella moved that the City initiate the necessary
assessment proceedings based 'in, the engineers cost estimate with
559 City party cipation on the �81t drain culvert and that the City's
share of costs,be increased by the 8666,of sidewalk cost allocated
by the engineer to Mr. Mitchellts parcel. Motion approved by the
following vote: AYES: (3) Councilmen Pezonella, V. Smith, Mayor
Buchanan. NOES; (0).,: ABSENT, (0) ABSTAIN: (2) Councilmen
Rogers, C. Smith.
Upon motion by Councilman Pezonella, seconded by Councilman V.
Smith and unanimously approved, assessment proceedings may be
initiated by the City Manager upon receipt by him of expression
of approval of the allocation of costs from the property owners.
Cotati Annexation Pro osed `Cotati Annexation - " st Gotats Avenue 64--1
City Manager Callinan explained: -the proposed Cotati annexation
and .reviewed Cotiati°s data sheet., presented.to the L.A.F.C.

The Clerk read a copy of the le-.-ter sent from Rohnert Park
Industrial Company to the L.A.2,C. requesting exclusion from the
annexation because they desire their lands to be annex ^.d to
Rohnert Park.
City Attorney Maxwell was requested to attend the L.A.F.C. hear-
ing on February 49 1965, to represent the City of Rohnert Park
in opposing the proposed annexation.
Annexation West SH&gested program for improvements and annexation of area west
of Freeway of U.S. 101 Freeway.
Background and explanations were given by City Manager Callinan
and Engineer Hudis on the area north of the sewer plant, being
studied as a result of the request of the Redwood Drive -In
Theatre for water and sewerage cost figures.
The City Council requested that a preliminary survey be made to
find out if the people in the area would or would not favor
annexation to Rohnert Park before any further steps are taken.
Pisani Bros. Use Permit Monument Works on Frontage Road - Pisani Bros,
City Manager Callinan read the Planning Commission report.
Upon motion by Councilman Rogers., seconded by Councilman C. Smith
and unanimously approved, a use permit was granted to Pisani
Bros, for a Monument Works on the Frontage Road west of U.S. 101
subject to the following conditions:
1. Prior to any construction, parking, landscaping and
storage plans shall be submitted and presented to the Plan-
ning Commission for approval.
2. That prior to any construction, arrangements for utility
service, sewer and water, shall be made with the Public Works
Dept.
3. That prior to any construction, a building permit shall
be secured from the City Building Inspection Department.
4. That prior to issuance of a building permit that the
plans be presented to the Planning Commission for architect-
ural approval.
5. That prior to installation of any signs, plans for all
signs shall be presented and receive planning staff approval.
6. That the use permit is subject to revocation upon failure
to comply with any of the above conditions.
Assessment The Council requested that the matter of planning ahead for
Procedures general development and City Manager Callinan's memo dated Decem-
ber 16, 1963 concerning same, be placed on the next agenda for
discussion in hopes of developing guidelines on how the City will
finance major improvements in public works.

Subs 13 -17B
City Manager Callinan discussed the completion of the improve-
ments in Subs 13 -17 B. City Attorney Maxwell stated that the
subdivider, or his successor, should be contacted and if no
satisfaction is derived then -.the bonding.company should be
notified and requested to complete the improvements.
Upon motion by Councilman V. Smith, seconded by Councilman Rogers
and unanimously approved, City Manager Callinan and City Attorney
Maxwell were requested to pursue the matter of the unfinished
improvements in Subs 13--17 B.
Library
Upon motion by Councilman Pezonella, seconded by Councilman Rogers
and unanimously approved, City Manager Callinan was authorized to
write to the County Board of Supervisors regarding expanding the
City Hall to provide roar,; for library facilities on a lease basis
to the County.
City Attorney Maxwell stated that Mr. Spivock of William Invest -
ment Co. should be consulted for approval.

City Manager Callinan advised the Council that the acquisition of
"B" Park was scheduled to close February 39 1965 but may be post -
':
poned pending the final clearing of certain details.

Hardin Suit
City Attorney Maxwell gave a verbal report to the Council 9n the
status of the Hardin suit.
Young America
Mayor Buchanan vitiated general discussion regarding the Young
Homes
America Homes, 1rac. houses which are being built without rain
gutters. The Council requested that this matter be placed on the
agenda for the February 15, 1965 meeting.
Adjournment
There being no further business the meeting adjourned at 10:40
p.m. to February 9, 1965.

The following is the corrected paragraph 7, page 2, minutes of February 1, 1965,
Rohnert Park City Council, as corrected. by the City Council on February 15, 1965:
Councilman Pezonella moved that the City initiate the assessment proceedings based
on the engineer's cost estimate with City participation on the 48 inch drain cul-
vert to 55% and the sidewalk cost allocated to Mr. Mitchell's parcel. Councilman
V. Smith seconded the motion but prefaced his second with the remark that he does
feel it is inequitable insofar " the sidewalk cost is concerned but an affirmative
vote is to allow the assessment to proceed. The motion was approved by the follow-
ing vote: AYES: (3) Councilmen Pezonella, V. Smith and Mayor Buchanan. NOES: (0)
ABSENT: (0) ABSTAIN: (2) Councilmen Rogers and. C. Smith.
