Councilman V. Smith seconded the motion but prefaced his'second with the remark that he does feel it is inequitable insofar as the sidewalk cost is concerned but an affirmative vote is to allow the assessment to proceed. Wiggins was approved as City Manager Pro-Tempore during the absence of City Manager Callinan to attend the City Manager's meeting in Sacramento from Wednesdayq February 17, 1965 through Friday, February '19'; 1965. Personnel Upon motion by Councilman Rogers, seconded by Councilman V. Smith and unanimously approved, a one step merit increase to Grade 11, Step C, $453 per month, effective February 169 1965, was approved for Public Works employee Walter Taddeucci. Upon motion by Councilman V. Smith, seconded by Councilman Rogers and unanimously approved, the City policy concerning new employees' participa- tion in the City.Health and Welfare Program was changed. Effective immediately, new employees will be permitted to participate in the program after one month.of.employment.instead of the previous requi . rement,of six months:,of employment. Councilman Pezonella expressed concern regarding' bonds and assessments on this property and the Council's concern about all bonds and assessments in the -area: City Attorney Maxwell explained that the final subdivision map had to be filed - before any land in the subdivision could-be-:.sold. City, Manager's Report Sewer Service Upon motion by.,Coun.cilman`= Rogers, seconded by Councilman .C..Smith and unanimously approved, City Manager Callina was" "authorized to have the engineering done to provide sewer service for the area in front of the sewer treatment plant. Painting of fence Upon motion by Councilman Rogers;' seconded by Southwest Blvd. and Councilman -C. Smith and unanimously approved, Commerce Blvd. City Manager Callinan was authorized to purchase paint for -the wood fence on- Commerce and Southwest Page -4- 15 February 1965 Blvd., from Adrian Drive to Arlen Drive, for which the 20/30 Club has volunteered the labor. City Manager Callinan was requested to write a letter thanking the 20/30 Club for their generous offer at volunteering the labor to paint the fence. Service Billing Upon motion by Councilman V. Smith, seconded by Councilman Rogers and unanimously approved, City Manager Callinan's recommendation to accept the proposal from the Bank of America for service billing service was approved. City Manager Callinan was requested to report back periodically to the Council.on the progress and success of the change. Subdivisions Upon motion.by Councilman V. Smith, seconded by 2-A and 4-A Councilman C..Smith and.unanimously approved, City Manager Callinan and City Attorney Maxwell were authorized to do.what�ever was necessary get the improvements in! .S'�ubdivision 2-A and 4. -A completed. Summer Recreation City Manager C&llinan reviewed his memo to the Council,.outlining his recommendations for the 1965 Summer,'Program,as presented to and modified by the R I e ' creation Commission and also the Recrea- tion Commission'! s separate recommendations. Smith, seconded by Councilman Rogers and unanimously approved, in City Attorney Maxwell was authorized to act the State Supreme the name of the City in urging Court to hear the matter of the filing of Sub - division Maps for the City of Fremont.
