The.Council of the City of Rohnert.Park met this date in regular
session at 8:00 p.m..'
.m,. at the City Offices, 435 Southwest Blvd.,
Rohuert Park, with Mayor Buchanan presiding. This regular
.session was preceded by a work session commencing at 7:30 P.M.
but at which no formal action was taken.
Call to Order
Mayor Buchanan called the meeting to order.
Roll Call
Present: (5).Mayor- Buchanan, Councilmen Pezonella, Rogers,
C. Smith, V. Smith.
Absent: (0)
Also present: City Manager Callinan and City Attorney Maxwell.
Election of
Mayor Buchanan made the . followi.ng statement:
Mayor and
Vice -Mayor
"Prior to the election of the Mayor and"Vice -Mayor for the coming
year. I'd like.to take this moment to express my thanks and
appreciation to my fellow Councilmen, City Staff, newsreporters,
and all of the various civic .organizations for the courtesies'"
and cooperation extended to me during my -term as Mayor.
"I thoroughly enjoyed being Mayor and reflection on the City's
during the past year make me feel appreciative
.accomplishments
for having been Mayor during this period of the City's short
history. My special thanks to my fellow Councilmen for allowing
me the opportunity to serve as Mayor.
. "And now that I'm mentally prepared to gield the gavel, motions
are in order for the election of our next mayor and as my last
gesture in this capacity I make the motion that Councilman Rogers
btp appointed Mayor.", The motion was seconded by Councilman C.
Smith.
Councilman Pezonella made the following statement:
"On this matter, I.wish to abstain from voting. My reason for
abstention is because I feel the Council;,should adopt some formal
policy which would assure each member of.:.. the Council an
opportunity to serve as mayor before any member of the Council
has not had an opportunity to be mayor. Until the Council adopts
such a policy I feel I must abstain from voting in such matters."
Councilman Rogers was elected Mayor by the following roll call
vote: AYES: (3).Councilmen C. Smith, V.,.Smith, Mayor Buchanan.
NOES: (0) ABSTAIN: (2) Councilmen Pezonella, Rogers. ABSENT: (0)
Mayor Rogers thanked his fellow Councilmen for honoring him with
appointment as Mayor and opened the nominations for Vice - Mayor.
Upon motion by Councilman V. Smith, seconded by Councilman
Buchanan, Councilman C. Smith was appointed Vice - -Mayor by the

following roll call vote: AYES: (3) Councilmen V. Smith,
Buchanan, Mayor Rogers. NOES: (0) ABSTAIN: (2) Councilmen
Pezonella, C. Smith. ABSENT: (0)
Councilman Pezonella stated that his reason for abstaining was
the same as on the election of.the Mayor:

Upon motion by.Councilman V. Smith, seconded by Councilman
Minutes
Buchanan and unanimously approved, the Clerk was requested to
change page 5 of the draft of the minutes of the March 15th
meeting so that the page will simply note that "a general
discussion was held concerning the methods and procedure of
selecting the Mayor." The minutes are to be so corrected and
resubmitted for Council approval at the next regular meeting.
Bills
Upon motion by Councilman Buchanan, seconded by Councilman
Pezonella and unanimously approved, bills, per the attached
list, were approved for payment.
Communications
Communications, per the attached outline, were brought to the
attention of the Council. No action was taken on any of these
communications except as specifically noted in these minutes.
Chamber of
Commerce
A letter was read:from the Rohnert Park Chamber of Commerce
requesting certain funds be included in the 1965 -66 City budget.
The Council referred this letter to the City Manager for con-
sideration in preparing the 1965- 66.budget.
Law Day U.S.A.
Mayor Rogers was authorized to proclaim May.l, 1965 as "Law Day
U.S.A." .
Public Hearing
Ordinance #52
Mayor Rogers declared the public hearing open on Ordinance No.
52. In addition to.the Council and the City Staff, the follow-
ing persons participated in the public hearing: Mr. John Gripe
and Mr. Robert O'Neel, Young America Homes; Mr. Bart Mitchell,
Mitchell Realty; Mr. Harold. Wallis, resident. There being no
further discussion Mayor Rogers declared the public hearing
closed.
Ordibance #52
Ordinance No. 52 - AN ORDINANCE AMENDING ORDINANCE NO. 51 BY
ADDING A PROVISION TO THE UNIFORM BUILDING CODE CONCERNING RAIN
GUTTERS, was read by Councilman Pezonella. Upon motion by
Councilman Pezonella, Upon motion by Councilman Pezonella,
seconded by Councilman Buchanan, Ordinance No. 52 was adopted
by the following

Resolution #207
Resolution No. 207 - A RESOLUTION CANCELLING AND EXONERATING
FIDELITY AND DEPOSIT COMPANY'S BOND. Upon motion by Councilman
C. Smith, seconded
by Councilman Buchanan, Resolution No. 207
was unanimously adopted.
Resolution #208
Resolution No. 208 - A RESOLUTION DECLARING WEEDS GROWING UPON
OR IN FRONT OF CERTAIN PROPERTIES WITHIN THE'CITY OF ROHNERT

PARK TO BE A PUBLIC NUISANCE, DIRECTING THE CITY MANAGER TO POST
NOTICE THEREOF, AND DETERMINING HEARING DATES AS REQUIRED BY
SECTION 3 OF ORDINANCE NO'. 27. Upon motion by Councilman V.
Smith, seconded by Councilman C. Smith, Resolution No. 20$ was
unanimously adopted.
Weed Abatement General discussion was held regarding weed abatement practices
and procedures. Participating, in addition to the Council and
Staff, were Mr. J. Anderson and Mrs. G. LeBoeuf, both residents
of Burton Avenue.
Resolution #209
Upon motion by Councilman Buchanan seconded by Councilman Pezon-
ella and unanimously approved, City Manager Callinan was author-
ized to negotiate with the owners of large parcels of property
for the cutting of weeds by City personnel for fees to be
approved by the'City Manager and the Supt. of Public Works.
Resolution No. 209 - A RESOLUTION DIRECTING AN EDUCATIONAL
CAMPAIGN TO PREVENT PARKING ON THE WRONG SIDE OF THE STREET, was
read by City Attorney Maxwell, Upon motion by Councilman
Buchanan seconded by Councilman C. Smith, resolution No. 209 was
unanimously adopted.
Pacific Gas & Mr. Frank Anderson, Pacific Gas & Electric Co. presented the
Electric Co, City with franchise payments in the following amounts: Gas -
$1245.67; Electric - $1770.23; for a total of $3015.90 for the
1964 franchise payment. This amount represents a 19.6% increase
over the . 2521.93 paid for. 1963.
Westerly Frontage City Manager Callinan and Mr. Hudis discussed Improvement Plans
Rd. Improvement for Frontage Road on the west side of U.S. 101. Discussion in-
Project cluded methods of financing in addition to improvement plan
approval.
Upon motion by Councilman Pezonella, seconded by Councilman C.
Smith and unanimously approved, the Council approved the improve -
ment plans presented by Engineer Hudis for Sewer and Water Service
on the U.S. 10l.Westerly Frontage Road and authorized the City
Manager to cause to,be circulated a.petition for signature by
the owners of property benefited by the project agreeing to pay
their proportionate share.of the cost-of said project.
Library Service General discussion was held regarding library facilities for
Rohnert Parr. In addition to the Council and City Staff, those
participating in the discussion: were: Mr. J. Cronin, Homeowners
Assn; Mr. P. Golis,-developer; Mrs. K. Henderson and Mrs. G.
Lelgo.euf, P.T.A.
The Council suggested that all interested civic groups work with
Councilman Pezonella, who will coordihate the activities con -
cerned with obtaining library facilities for Rohnert Park.
City Manager's Report
High School City Manager Callinan discussed sewer and water connection fees
Sewer -Water for the High School on Snyder Lane. Mr. Callanan's suggested

connection fees were $35,162 for sewer. and 93,928 for water.
Mr..Callinan also stated that the.,.High School would be required
to (a) improve Snyder Lame for one half of.its ultimate design
along the school site frontage and (b) provide drainage improve -
ments recommended by the County Flood Control District.
Upon motion by Councilman Buchanan.,, seconded by Councilman
Pezonella and.unanimously approved,- City Manager Callinan was
authorized to advise the school district of the sewer and water
connection fees, $35,162 for sewer and 43,928 for water. City
Manager Callinan was also authorized to initiate proceedings to
annex the High School site to the City.
City Manager Callinan was requested to study and recommend to
the Council which -of the sewer plant expansion needs could best
be met with the sewer, connection Fees received from the High
School and also I to commence negotiation with the proper.parties
in hopes of obtaining a Written agreement for the purchase -of''the
lands which will be required for sewer plant expansion.
Entrance Road
Improvement
`' City Manager Callinan gave a.status and progress report on the
Entiance-Poiad
Project
Improvement project, General discussion was held
regarding previous 1915 act'asse'ssment reapportionments. Par-
ticipating, in addition. to ..the <Council and City Staff, were Mr..
N. Spvack and Mr. P. Go! s,. developers. City Manager Callinan
was authorized'.to request that:the bond Attorney's investigate
and clarify all: previous reapportionments of assessments in the
entrance :,road imprgvement project area,.,.
"B" Park
Financing
City., Manager Callinan. reported that..the.City took possession. of
`" "B"
,Neighborhood Park on July 25, 1964. Mr. Callinan further
reported that with -the ;payment of.the..rent.by the City for the
period to July 25, 1965,. the Rohnert.Park,Recreation Corporation
will have available $111648.88 which: can be used for further
improvements in the park onto pay off the 1915 act assessment
,on 'the site.
Upon motion by Councilman V. Smith','seconded by Councilman
Pe;onella, the Recreation Corporation was requested to work with
the Recreation Commission to formulate plans for the expenditure
of the'remaini$g
available funds for additional improvements.
,The.Couzicil further requested the opportuhlity to review the:plans
and to offer suggestions. Motion approved by, the following vote :`

Taxi
Service
City Manager Callinan advised the Council that `an application
had been received to provide Taxi;.service in- Rohnert Park and
that it is being processed and that a,notice of public hearing
on the matter will .be published in accordance with the City
ordinance regulating,,such operations.
Hotel Bed Tax
Upon motion by Councilman V. Smith, seconded by Councilman
Buchanan and unanimously approved, the City Staff was authorized

to prepare an Ordinance for a hotel -motel bed tax for Council
consideration.
League of City Manager Callinan announced the quarterly meeting of the
Calif. Cities Northbay division of the League of California Cities will be
held in Ukiah on April. 24th.
