1965/04/19 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES - 19 April 1965 The Council of the City of Rohnert Park met this date in regular session at`.$ :00 p.m. at the City Offices, 435 Southwest Blvd., Rohncrt Park, with Mayor Rogers presiding. This regular session was preceded by a work.}s.ession commencing at 7:30 p.m. but at which no formal action was taken. Call to Order Mayor Rogers called the meeting to order. Bills Communications Rose Festival Upon motion by Councilman Buchanan, seconded by Councilman Pezonella and unanimously appprovedthe minutes of April. -.5, "1965 were - :;approved as submitted.., Upon:,mPtion by Coouncilman'Pezonella, seconded by Councilman V. Smith and unanimously ^approved, bills,;per the attached list, were approved for payment. Communications, per the attached outline, were brought to the attention of the Council. No action was taken on any of these communications except as specifically noted in these minutes. A letter was read from the Rohnert Park Float Committee request - ing,$150.00 so that a float could be entered in this year's Rose Festival Parade. Upon motion: by Councilman.N..Smith, seconded by Councilman C. Smith.and unanimously approved, $50.was.appropriated from the promotion budget and $25 from the Council's Expenses budget, provided the Chamber of Commerce matches the City's funds. Planning and A.Public Hearing-on the proposed Zoniiig Ordinance was set for Zoning May 17, 1965 • Ordinance /63 City Attorney Maxwell summarized proposed Ordinance No. 53. Improvement General discussion was held rega 4irig improvement Project 1965 -1, Project 1965 -1 Mayor Rogers turned the gavel over to Councilman V. Smith, stating that he had an interest in property included in the Assessment District, Vice Mayor`C. Smith stated that his employer has property involved,n the assessment proceedings. City Attorney Maxwell ruled that Mayor Rogers and Vice -Mayor C. Smith had a right to.vote in,thia particular matter after the .,"''declaration of their.invol.vement Resolution #212 Resolution No. 212 - A RESOLUTION DETERMINING TO UNDERTAKE PRO- CEEDINGS PURSUANT TO SPECIAL,ASSESSMENT AND ASSESSMENT BOND ACTS FOR THE ACQUISITION AND CONSTRUCTION OF IMPROVEMENTS WITHOUT PROCEEDINGS UNDER DIVISION 4 OF THE'STREETS AND HIGHWAYS CODE, IMPROVEMENT PROJECT 1965 -1. Resolution #213 Resolution No. 21.E - A RESOLUTION APPOINTING ENGINEER AND ATTORNEYS, IMPROVEMENT PROJECT, :1965 -1. Upon motion by Councilman Buchanan, seconded by Councilman C. Smith and unanimously approved, reading of Resolution No. 213 was waived. Resolution #214 Resolution No. 214 - A RESOLUTION OF INTENTION TO ACQUIRE AND CONSTRUCT IMPROVEMENTS, IMPROVEMENT PROJECT 1965 -1. Upon motion by Councilman Buchanan, seconded by Mayor Rogers and unanimously approved, reading of Resolution No. 214 was waived. Upon motion by Councilman Buchanan, seconded by Mayor Rogers and unanimously approved, Tesolution Noe 214 was adopted. Drainage City Manager Callinan and Engineer Hudis discussed the eccept- ,Easement ance,;of the drainage easement with City Attorney Maxwell and the Council. Upon motion by Councilman Buchanan;' seconded by Mayor Rogers and unanimously approved, the conditions set forth by Golis and Fredericks in a letter dated April 1, 1965, for granting of the easement,..were accepted. Resolution #215 Resolution No. 215 - :A RESOLUTION ACCEPTING GRANT DEED AND DEED OF EASEMENT, was read. Upon motion by Councilman C. Smith, seconded by Councilman Buchanan and unanimously,appr..orIed;:. Resolution No. 215 was adopted. Councilman V. Smith turned the gavel back to Mayor Rogers at this point. City Manager's Report Budget ' City Manager Call,inan submitted the Expense and Budget Compari- Comparison son Report through March 31, 1965 to the Council. Trees on City Manager Callihan reported that 30 trees were being planted Southwest Blvd. on Southwest Blvd. by�the Department of Public Works. The holes have been dug, but bad weather has delayed the planting. Project.65 -2 City Manager Callihan. reported that some of the owners of the .:property:on the Frontage Road on the west side of the Freeway are not willing to pay cash.for the installation of the sewer and water improvements, so the City's Bonding Attorney is preparing the necessary papers to�form an assessment district. 1911 Act bonds.will,be.issued to.cover unpaid assessments. Assessment City Manager Callihan requested Council authorization to use the Reapportionments services of Milt Hudis as necessary to prepare the necessary diagrams for any assessment reapportionments that should be done this year. Upon motion by-Councilman Buchanan, seconded by Councilman Pezonella and unanimously approved, City Manager Callinan's request, as outlined above, was approved. No. Bay Divn. League of Calif. Cities Page 4 19 April 1965 City Manager Callinan brought to the Council's attention the meeting of the North Bay Division of the League of California Cities to be held on April 24th in Ukiah,:Calif. and requested those Councilmen planning to attend to so advise the City Office. Ambulance City Manager Callinan reported that Chief Koch is'organizing a training program in preparation for the activation of City ambulance service. Mr. Callinan also stated that he has been contacted by an individual who expressed an interest in operat- ing an ambulance service in this area. City Attorney Maxwell was requested to report on any necessary requirements which must be met by a private ambulance service. Swimming City Manager Callinan reported that the Recreation Commission Program: had recommended hiring Mrs..Robert Coppa to conduct sychronizec swimming lessons as part of the summer swimming program. He outlined the program as he anticipated it would be operated and requested Council approval of this addition to the 1965 Summer Recreation Program, Upon, motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously approved, the'synchronized swimming lessons program, as outlined, was authorized.' City Attorney's Retort Hardin Suit City Attorney Maxwell reported 'to the Council on the status of 11 the Hardin suit. Public Appearances James Cronin Mr. Cronin, Homeowners Assn. President, asked if the Chamber of Commerce had submitted a program for the operation of the Industrial Development Commission which the Council had requested by February 15, 1965. The Council requested that the matter be placed on the agenda' t for the May 3,1965 Council meeting. Mr. Cronin also requested clarification on water meters for new construction as discussed at a November City Council meeting. The Council and staff reviewed previous discussions concerning this matter in answer to Mr. Cronin's question. Reba Roberts— Mrs. Roberts, Rohnert Park'Float Committee, requested that the Council reconsider the $75 allowance approved earlier in the meeting for the float for the 1965 parade season. Mrs. Roberts stated that the Chamber of Commerce was in no position to offer financial assistance this year, and that if Rohnert Park was to enter the float in the parades she would have to request that thg. ri ty ' a the cauditivnal arrioivati requested. Councilman Buchanan moved that the City add another $75 to the Float Committee, the money to be transferred from the Council's Expense budget. The motion died for lack of a second. Page 5 19 April 1965 Further discussion followed. Participating, in addition to the Council and City staff, were Mrs. Preston, Mr. Cronin and Mrs. Roberts. Upon motion by Councilman Buchanan, seconded by Mayor Rogers and unanimously approved, an additional $75, making a total of $100, will be transferred from the Council's Expenses budget to the Community Promotion budget and payment of $150 to the Float Committee is authorized. Motion approved by the following roll call vote: AYES: (4) Councilmen Buchanan, Pezonella, V. Smith, Mayor Rogers. NOES: (1) Councilman C. Smith. ABSENT: (0) Mayor Rogers requested that a work session be scheduled for the latter part of May so that all service groups and organizations that plan to ask for City cooperation on various projects be able to submit specific requests so that the Council can use these figures during the budget sessions. Matters from Councilmen Library Councilman Pezonella announced that a meeting of all organiza- tional representatives to the Library Committee will be held at the City Office at 7:30 P.M. on Wednesday, April 219 1965.
