ROHNERT PARK CITY COUNCIL MINUTES
7 June 1965
The Council of the City of Rohnert Park met this date in regular
sessxpn at 8,;00 p;tn at the City Offices, 435 Southwest Blvd.,
Rohn`ekt Park, with°Mayor Rogers presiding. This regular session
was preceded by a work session commencing at 7:30 p.m. No
formal action was taken during the work session.
Mayor Rogers called the meeting to order.`
Present: (5) Mayor Rogers, Councilmen Buchanan, Pezonella,
C..Smith, V. Smith
Absent: (0)
Also present: City Manager Callinan, and City Attorney Maxwell.
Upon motion by Councilman Pezonella, seconded by Councilman
Buchanan and unanimously carried,. the minutes of May 17, 1965
were approved as submitted.
Upon'- motion by Councilman C. Smith, seconded by Councilman
Pezonella and unanimously carried, the minutes of June 1, 1965
were approved as submitted.
Bills
Upon motibiil by Councilman Buchanan " - 'seconded by Councilman "
C. Smith and unanimously carried, the 'bills, per the attached
list, were approved for payment.
Communications
Communications, per the attached outline', were brought to the
attention of the Council. No aotion' was taken on any of the
communications except as specifically noted in these minutes.

swimming pool opening. Councilman Pezonella was commended for
the`good job done on the barbeque.. Service groups were also

City Manager, reported that the County Planning staff
`was studying the proposed Ordinance and. "will report their

ment - Project 1956.1. There being no discussion or objections,

recommended by the Planning Commission was approved as:submitted.

Resolution No. 231 - A RESOLUTION CONFIRMING AMENDED ASSESSMENT,
PROJECT 1956 -1. Upon .. motion by Councilman C. Smith, seconded
by Councilman Buchanan. and unanimously carried, Resolution No.

Neighborhood "E"
Mayor Rogers turned the gavel over to Vice -Mayor C. Smith, and
Traffic Pattern
abstained from taking any part in the discussion and action in
this part of the meeting because of personal involvement.
City Manager Callinan reviewed the County Planning staff report
'
and the City Planning Commission's action on the proposed
Neighborhood "Ell traffic
g pattern, Mr. Callinan introduced Mr.
Norman Spivock who explained the map and described the problems
involved in the proposed project. The Council requested that
the City staff work with Mr. Spivock on the streets, bridges,
and roads in Neighborhood "E".
The matter of the Neighborhood "E" traffic pattern was postponed
until June 21, 1965'to allow further study by the Council,
Mayor Rogers resumed chairmanship of the meeting.
City Managers Report
Library Service
City Manager Callinan reported that the X614;000 previously
allotted for better Rohnert Park- Cotati library branch service
by the 'Board of Supervisors has now been allotted to stock the
bookmobile which.will serve this area.
Project 1965 -2
City Manager Callinan informed the Council that the Frontage Rd.
property owners had signed agreements with the City for project
1965 -2. Mro Callinan further stated that.Argonaut Constructors
had gotten the bid and -that all but one property owner had
signed the agreement with.Argonaut Constructors.
Mayor Rogers was authorized to execute the agreement for the
acquisition of the improvements on behalf of the City.
Industrial
City Manager Callinan reported on the Chamber of Commerce
Development
Industrial Development Committee, stating that statistical data
was being compiled by Mr. Moore of P.G. &E: ...
Chamber of
City Manager Callinan reported that he had been asked to accept
Commerce
a Directorship in the Chamber and requested.approval from the
Council. The Council encouraged Mr. Callinan to accept the
office.
Budget 1965 -595
City Manager Callinan advised the Council, that the preliminary

budget for 1965-66 was almost.ready and would be presented to
the Council within the next week. Mr.- Callinan also requested
that a`budget work session be held prior to the next regular
Council meeting.

City reported that the LAFC had given approval

City Manager Callinan advised the Council that the 1964 -65
budget allowed $5,000 for payment on notes and requested approval
to pay off the note dated August 18, 1959 to Coral Homes and the
note dated June 9, 1960 to Alicia .Homes.
Upon motion by Councilman V. Smith,.seconded by Councilman
Buchanan and unanimously carried, the Council authorized Mr.
Callinan to pay off the subject notes to Coral Homes and Alicia
Homes.
Benecia Park City Manager Callinan informed the Council that good progress
was being made on the recreation building being constructed in
:Benecia Park,
Surplus property City Manager-Callinan reported that Superintendent of Public
Works, C. A. Wiggins and Director of Public Safety, B. W. Koch
had.made surplus property purchases including a pickup truck,
generator,'air compressor and a chain hoist.
City Attorney's Report
Project 1965- City Attorney Maxwell discussed the City's p4 ticipation; n the
property owners agreement with Argonaut Constructors and recom-
mended that the matter,be handled.by letter from the City to
Argonaut Constructors confirming t:he City'.s participation in the
project.. ,..
Upon motion by Councilman C,. Smith, seconded by Councilman''''
Buchanan and unanimously carried, City Manager Callinan was
..authorized to submit a letter on behalf of'the City to Argonaut
Constructors confirming the City's participation in Project
1965 -2
Hardin Suit City Attorney Maxwell.advised the Council on the status of the
Hardin Suit
Matters from Councilmen
Swim Pool Councilman Buchanan requested that the swimming pools be
authorized to sell swim caps.
A.B.A ®G. Councilman V. Smith reported on a request from A.B.A.G. and
received Council approval to submit a.letter on behalf of the
City.:;
Recreation
Tiny Tot Park
Park Program.
Adjournment
APPROVED:
A question was raised regarding the skateboard rink mentioned in
the Recreation Commission minutes of May 24,`1965. City Manager
Callinan said he was not at the meeting and .knew nothing about
the matter other than what was in the minutes.'
Discussion was held on the possibility of having a tiny tot area
on empty lots on Burton Ave. which are street right -of -ways that.
may never be used.
General discussion, was held on the summer recreation program.
.There being no more business, the meeting adjourned at 10:20 p.m.
