1965/06/21 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES 21 June 1965 The Council of the City of Rohnert Park met this date in regular session-at 8:00 p.m. at.the;City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor Rogers presiding. This regular meeting was preceded by a work session commencing at 7:30 p.m. No formal action:was,.taken during the work session. Call to Order Mayor Rogers'called the meeting to order. Roll Call Present: (3) Mayor Rogers, Councilmen Pezonella, V. Smith. Absent: (2) Councilmen Buchanan, C. Smith. (Councilman Buchanan's time.of arrival is noted at appropriate place in the minutes.) Bills Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, the bills, per the attached list, were approved for payment. Minutes Upon motion by Councilman Pezonella, seconded by Councilman . V. Smith,and unanimously carried, the minutes of June 7, 1965 were.apprbved as submitted. Communications Communications, per the..attached outline, were brought to the attention of the Council. No action was taken on any of the communications except as specifically noted in these minutes. - - - - - Councilman Buchanan arrived at this point, 8:25 p.m. Project 1965 -1 Mr. Assaf from the firm of .Wilson, Jones, Morton & Lynch, Bonding Attorney's' -was present. The Mayor announced `that this was the time and place of hearing on the` Engineer's report.filed'pursuant to the Municipal Improvement Act of 1913 and Resolution of Intention No. 214. The Clerk stated that there were no w,rtten'protests. The Mayor then asked if there was anyone present desiring to be heard. As there were no.protests, written or oral,�the hearing was closed. Resolution #236 Resolution No. 236 -= A RESOLUTION OVERRULING PROTESTS, Project 1965 -1. Upon motion by Councilman Buchanan, seconded by Councilman Pezonella and unanimously carried, reading was waived, and said Resolution was adopted. Resolution #237 Resolution No. 237 was voided. Resolution #238 Resolution No. 238 was:voi_ded. Resolution #239 Resolution No. 239 - A RESOLUTION AND ORDER ADOPTING ENGINEER'S REPORT CONFIRMING THE ASSESSMENT AND ORDERING THE WORK AND ACQUISITIONS, Project 1965 -1,. Upon motion `by Councilman Pezonella, seconded by Councilman V. Smith and unanimously carried, reading was waived, and said Resolution was adopted. Resolution #245 Resolution No. 245 -- A RESOLUTION DESIGNATING THROUGH STREETS APPROVING AND RATIFYING INSTALLATION OF STOP SIGNS AND YIELD RIGHT OF WAY SIGNS. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, Resolution No. 245 was adopted. Upon motion by Councilman Pezonella, seconded by Councilman Buchanan and unanimously carried, reading was waived, and said Resolution was adopted. Resolution No. 241 Resolution Nom 241 -- A RESOLUTION DESIGNATING COLLECTION OFFICER, Project 1965 -1. Upon motion by Councilman V. Smith, seconded by Councilman Buchanan and unanimously carried, reading was waived, and said Resolution was adopted. Resolution #242 Resolution No 242 - A RESOLUTION AWARDING SALE OF BONDS, Projec-. 1965 -1. Upon motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously carried, reading was waived, and said Resolution was adopted. Zoning Ord. Mayor Rogers declared the continued public hearing open on the proposed Zoning Ordinance. City Manager Callinan reported that the County planning staff had not yet completed their report on the proposed ordinance. Mayor Rogers declared the hearing continued to the next regular Council meeting. - - ° - - Councilman-Buchanan left the meeting at this point. Ordinance #55 Mayor Rogers declared the public hearing open on the proposed Uniform Traffic Ordinance. Chief Koch, Director of Public Safety was present and stated that the ordinance was needed to fill the gaps of the ordinances now ekisting. There being no one requesting to be heard, Mayor Rogers declared the public hearing closed. Ordinance No. 55 - REGULATING THE USE OF AND TRAFFIC UPON THE STREETS, SIDEWALKS AND OTHER PUBLIC AND PRIVATE PLACES IN THE CITY.OF ROHNERT PARK, THE USE, PARKING AND CONTROL OF VEHICLES THEREON, AND REPEALING ORDINANCES NO. 38 AND ALL ORDINANCES AMENDATORY THEREOF AND ADOPTING BY REFERENCE THE 1964 EDITION OF THE UNIFORM= TRAFFIC ORDINANCE OF THE LEAGUE OF CALIFORNIA CITIES: AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. Upon motion.by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, reading of Ordinance No. 55 was waived. Upon motion by Councilman V. Smith and;,unanimously carried,.City Attorney Maxwell was authorized to,,Ale . an- application with the County Tax Collector to cancel taxes on certain right of way property in Project 1965 -1 that is now in public ownership'. Mr. Hudis was requested to write the legal description for the tax collector. Planning Matters Steveson & Golds Use Permit. Apartment Complex on Arlen Drive. The'use permit application Was held over to the next meeting. Chamber of Mayor Rogers reported on the Chamber of Commerce installation Commerce dinner. City Manager's Report Trash Burning City Manager Callinan requested that the Council consider going on record as being against the burning .of trash or garbage in the residential. areas. City Attorney,Maxwell was requested:, to prepare an ordinance for Council consideration-at the next meeting. Recreation City Manager Callinan discussed Council approval of a gymnastic area in Benecia Park.. Mr. Callinan stated that the program had Recreation.Commission• approval. Upon' motion by Councilman Buchanan, seconded by Councilman' =L..: V. Smith and unanimously carried, the Council went on record as endorsi.ng.the development of gymnastic facilities in Benecia Park to be financed with hinds from the Recreation Corp. If the Recreation Corp. funds are depleted, funds from the 1965 -66 budget for capital improvements may be used. ..Upon motion by Councilman Buchanan, seconded by Councilman Pezonella and.unaxiimously carried, the Council went on record as accepting and approving the Recreation Commission policy con- cerning the rental of pools and outlined in the Commission minutes of June 14, 1965.,,_ Page 4 21 June 1965 Neighborhood "E" City Manager Callinan stated that discussions were being arranged with "all - interested school districts invited"to participate. City Attorney's' Report Pin Ball Machines City Attorney Maxwell outlined reasons for the need to control Pin Ball machines in the City and Chief Koch's desire to eliminate theme completely, City Attorney Maxwell was requested to prepare an ordinance banning Pin Ball machines. Mr. Callinan suggested that a public hearing be held before the ordinance is introduced.: Roads - Sonoma- County Road Commissioner, Donald Head, appeared before the Council to discuss the development of East Cotati Avenue and Sonoma State Expressway through cooperation between the County and the City. Resolution #243 Resolution No. 243 --A RESOLUTION APPROVING PROPOSED ALIGNMENT FOR EAST COTATI AVENUE. Upon motion by Councilman Buchanan seconded by Councilman V. Smith and unanimously carried, .Resolution No. 243 was adopted. Sonoma State Mr. Head reported on the progress of the Sonoma State Expressway Expressway rights -of -way and outlined the rough draft of the proposed agreement between the County.,and the City.. The Resolution approving the agreement will be adopted by the Council after the final draft of the agreement has been submitted. Discussion was held with Mr. Golis, Mr. Head, Mr. Callinan and the Council on access roads to Sonoma State Expressway. Mr. Golis requested approval for an access road 1000 "_feet fpom Commerce Blvd, instead of 1200 feet as previously agreed. Upon motion by Councilman V. Smith, seconded by Councilman Buchanan and unanimously carried, the Council approved an access road 1000 feet from Commerce Blvd. instead of 1200 feet and requested County approval. Public.'Appearances Commerce Blvd. Mr. Golis requested that the Council consider various aspects of Commerce Blvd. development. The matter was placed on the agenda for the n @xt regular meeting of the Council. Matters from Councilmen Meters Councilman-Buchanan disQussed putting in meters for people who are putting in swimming pools. Councilman V. Smith requested that the matter be placed on the agenda for a future regular meeting of the Council. Adjournment The meeting was adjourned at 11:00 p.m. to Tuesday, June 22, 1965 at 7:30 p.m..
