July 6, 1965
The Council of the City of Rohnert Park met this
date I in regular session ,-t 8:00 P.M. at the City
Offices, 435 Southwest Blvd., Rohnert Park with
Mayor Rogers presiding. This regular meeting was
preceded by a personnel session commencing at
7:00 P.M. at which all Councilmen were present for
the purpose of discussing salaries to be paid
during th-e 1965- 66-fiscal year:
j Call to Order Mayor Rogers called the meeting to order.
I Roll Call Present: (4) Mayor Rogers, Councilmen Pezonella,
C. Smith and V. Smith
Absent: (1) Councilman Buchanan. (It was noted
that Councilman Buchanan was present
for the personnel session).
Also present: City Manager Callinan and City
.Attorney Maxwell.
Minutes Upon motion by Councilman Pezonella, seconded by
Councilman C. Smith and.unanimously carried, the
minutes of June 18, 1965, June 21, 1965, June 22,
1965 and June 24, 1965 were approved as submitted.
Bills Upon-motion by Councilman V. Smith, seconded by
Councilman C. Smith and unanimously carried, the
bills, per the attached list, were approved for.
payment.
-City Manager Callinan advised the Council that a
payment in the amount of $5,379.00 was due on
July 16, 1965 to Bank of America for Fire Engine
No. 142.
Upon motion by Councilman Pezonella, seconded by
Councilman V. Smith, and unanimously approved, said
payment was approved.
Personnel Upon motion by Councilman V. Smith, seconded by
Councilman C. Smith and unanimously carried,
approval was given to the salary recommendations in
the preliminary 1965 -66 budget dated June 14, 1965
and as outlined in City Manager Callinan's memo
dated June 14, 1965 to the City Council.
Upon motion by Councilman V. Smith, seconded by
Councilman C. Smith and unanimously carried, a
salary adjustment was recommended for City Manager
Callinan.
City Attorney Maxwell advised the Council that a
Resolution should be adopted to make this change.

Resolution #247 A RESOLUTION ESTABLISHING SALARY FOR CITY MANAGER.
Upon motion by Councilman 0. Smith, seconded by
Councilman Pezonella, and unanimously carried, said
Resolution was.adop'ted.by title.
Recreation Upon motion by Councilman V. Smith, seconded by
Commission Councilman Pezonella and unanimously carried, the
Recreation Commission, 1:members as of June 30, 1965
wer ' e.reappointed for,-the fiscal year ending June
309 1965.
Communications Communications, per the attached outline,
brought to the attention o . f the Council. , No action
was taken on any ofthe communications exce-pt as
specifically -noted -ih 'these minutes.
Pacific Fire A disc uss'i'on was held regarding the better fire
Rating Bureau ratings just issued'by the Pacific Fire Rating
letter Bureau for Rohnert Park. Mayor Rogers was requested
to. write a letter of thanks to everyone involved in
obtaining the improved rating.
Zoning Ordinance May6r;;Rogers,.-ideclared the public hearing open on

City Manager Callinah''reported that the County
Planning Staff had not completed their review of
tho:;-proposed ordinance.....:
There were no protests or comments'from the floor.
The public hearing was adjourned to July 19, 1965.
Project 19611 l Mayor; :Rogerslturh6d: the gavel over to Vice-Mayor
Amended Assessment C. Smith and abstained from participation in this
matter because of personal interest in the area.

open Mayor C. Smith declared the public hearing
open on the Amended Assessment for Project 1961-1.
City Manager Callinan explained the proposed amended
assessment in detail and also 'a proposal submitted
by `Mr': Spivock,
Mr. Norman Spivock expressed disagre . ement with the
fact that the assessment was reapportioned on the
basis of acreage rather than on ownership of the
property. Mr. Golis stated that Mr. Spivockts pro-
posal would be satisfactory with him as there are
only two property owners involved and previous
agreement had been reached on this matter. City
Attorney Maxwell advised that it was customary to
,assess on an acreage basis for bond proceedings
and that the two property owners should be able to
get together and work out any differences.
Resolution #246 A RESOLUTION CONFIRMING AMENDED ASSESSMENT PROJECT

Upon motion by Councilman V. Smith, seconded by
Councilman Pezonella, reading was waived and Reso-
lution No. 246 was adopted by the following vote:
AYES: (3) Councilman Pezonella, C.Smith and
V. Smith
NOES: (0) None
ABSTAIN: (1.) Mayor Rogers
ABSENT: (1) Councilman Buchanan
Use Permit - The use permit application submitted by Messrs.
Steveson & Golis Steveson and Golis for an apartment complex on
Arlen Drive was withdrawn by Mr. Golis who was
present.
Neithborhood "E" City Manager.Callinan reported that the proposed
Neighborhood "E" traffic pattern and school loca-
tions had been submitted to both the Cotati School
District and the Bellevue School District for their
study. :
Councilman V. Smith suggested that the Council
authorize City Manager Callinan and Mayor Rogers
to schedule a meeting with the Cotati School Board
and the Bellevue School Board to percent and dis-
cuss the problems of the area being divided into
two school districts.
Coin Pinball Mayor Rogers declared the public hearing open on
Machines the regulating of coin operated mechanical play
devices.
City Manager Callinan reported on the regulations
imposed by other Cities in the area on pinball
machines. Also participating in the discussion
with the Council were Director of Public Safety,
B. W. Koch; Paul Golis, developer; Mr. Sellers and
Mr. Fitting, operators of the Blue and Gold Recrea-
tion Center, and City Attorney Maxwell.
City Attorney Maxwell was requested to prepare an
ordinance regulating coin operated mechanical play
devises, allowing the flipper type machines, limit-
ing the number of machines to two per establishment,
with the location of the machines in each establish-
ment fixed and permanent. The Council will retain
complete control on all limits and regulations.
Councilman V. Smith requested that City Manager
Callinan prepare a list of the fees being charged
in the surrounding areas for pinball machines.
The Council indicated that the present machines
located in the Blue and Gold Recreation Center
would be allowed to remain, and that the purpose
of the proposed ordinance was for future control.

Upon motion by Councilman Pezonella, seconded by
Councilman Co Smith and unanimously carried, reading
was waived and.Ordinance No. 57 was introduced.
City Manager's Report
Workmen's Comp. City Manager Callinan advised the Council that-,he
checked with the State Compensation Insurance Furd
and'tivas advised that`the..police reserves are covered
by our workmen's compensation policy®
Alicia Park City Manager Callinan commended Councilman Buchanan
for obtaining the bricks for the arbor in Alicia
Park at no cost to the City.
Benecia Park City Manager Callinan discussed relations with the
Rohnert Park. J.r -Sr. High School and Petaluma
High School District officials. Mr. Callinan was
requested to- 'schedule 'a-meeting between the Council
and Petaluma Scho.bl authorities to discuss the
City- Schoo,l' District relations.
Personnel City Manager Callinan was authorized to hire
clerical vacation relief at $2.15 per hour.
Police
City Manager Callinan informed the Council that it
would 'not be possible to procure a police vehicle
until the 1966 model; came out.
Mayors and Council-
City Manager Callinan reminded the Council of the
mens Association,
Mayors' and Councilmen's Association meeting in
Cloverdale On Thursday, July 8, 1965.
Cif Attornex's Report
1915 Act Pre-

City Attorney Maxwell advised the Council that Mr.

wiisonTs office had issued an opinion on the pre -
payment of 1915 Act Assessments which has been
accep.ted.by the County Counsel and should allow
the Tax Collector to start accepting prepayments
within a few.days.
Subdivisions 10B,
11B and 12B
City Attorney Maxwell di- scussed the pending agree-
ment between the City and Mr. Spivock regarding the
drainage ditch from Subdivisions 10B, 11B and 12B..
Participating in.the. discussion with the Council
were Mr. Spivock and Mr.:,- .Hudis.
Upon motion by Councilman Pezonella, seconded by
Councilman. C. Smith and unanimously carried, City

Attorney Maxwell and City Manager Callinan were
authorized to negotiate and work out the agreement
with Mr. Spivock, subject to County Flood Control
approval.
The developers were requested to present a complete
program for the development of Commerce Blvd. to
the Council so that the City can scrutinize it and
accept or reject it. The City Council expressed
willingness to allow the developers to withdraw
their offer if the financing or other details can-
not be worked out.
Library
A tentative special meeting was scheduled for
Tuesday, July 13, 1965, to complete this matter.
Benecia Park
City Attorney Maxwell reported that the Recreation
Corporation has the title to Benecia Park and that
Neighborhood "E"
in order to waive the property taxes the County
Assessor wants an opinion from the County Counsel
and that he,` Mr. Maxwell, had supplied the County
Counsel with certain documents and the County
Counsel's opinion should be forthcoming shortly.
Hardin Suit
City Attorney Maxwell brought the Council up to
date on the status of the Hardin suit.
Annexation 3 -A
City Attorney Maxwell advised the Council that
Annexation 3 -A, the high school site on Snyder
Mayor
Lane, had been approved by the Boundary Commission.
Mr. Maxwell was authorized to proceed with the
annexation.
Matters from Councilmen
Commerce Blvd.
Mr. Golis was asked to discuss development of
Commerce Blvd. Also participating with the
Council was Mr. Spivock.
The developers were requested to present a complete
program for the development of Commerce Blvd. to
the Council so that the City can scrutinize it and
accept or reject it. The City Council expressed
willingness to allow the developers to withdraw
their offer if the financing or other details can-
not be worked out.
Library
Councilman Pezonella and City Manager Callinan were
authorized to invite Mr. Sabsay, of the Santa Rosa
Library to meet with the Council to discuss library
facilities for Rohnert Park.
Neighborhood "E"
Councilman Pezonella also suggested that Santa
Rosa and Petaluma High School Districts be invited
to attend the meeting scheduled with Cotati and
Bellevue School Officials regarding Neighborhood

There being no further business, the meeting was
then adjourned at 10:20 P.M.

1. Consider approval of agreement between City and Coral Homes re
drainage ditch and improvements in Subdivisions 10, 11, and
12 B.
2. Select a date to tour Central California Communications
Corporation facilities.
3. Planning and Zoning Matters:
a. Mrs. Ferguson, 365 Burton Ave. - Use permit application
dressmaking and sewing in home. "
b. Bart C. Mitchell - Use permit extension - Use of mobile
trailer as temporary office.
c. Outdoor Advertising Sign - Westerly frontage road -
request from Sonoma County Flood Control as to
whether sign may be relocated.
d. Young America Homes - re Subdivision signs.
