1965/07/19 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES+; 19 July 1965 The Council of the.City of Rohnert Park met this date in regular session at 8:00 p.m. at the City Offices, 435 Southwest Blvd., Rohnert Park, with,Mayor Rogers presiding.' This regular session was preceded by a work.;session commencing at 7 :30 p.m. No formal action was taken during the work session. Call to Order Mayor Rogers called the meeting to order. Roll Call Present: (5) Mayor Rogers, Councilmen Buchanan, Pezonella, C. Smith, V. Smith Absent: (0) Also Present: City Manager Callinan, City Attorney Maxwell. Minutes Upon motion .by Councilman Pezonella, seconded by Councilman C. Smith and unanimously carried, the minutes of July 6, 1965 were approved as-submitted. Upon motion by Councilman C. The Council requested that the.-press be advised of and shown, the 1Qt�ter from Dr. Cord with the.clippings.from the Mexican newspaper. Zoning Mayor Rogers declared the public hearingopen on the proposed Ordinance Zoning Ordinance. City Manager Callinan advised the Council that the Planning staff will have their report complete by August 2, 1965 and will present it to the Counci: -_,at that. .time. Councilman C. Smith asked,Mr. Callinan if all previous objections to the Zoning Ordinance had been resolved. Mr. Callinan advised Councilman Smith that he thought that all the major points had been clarified. There being no comments from the floor, Mayor Rogers continued the public hearing to-,the Council'M66ting on August 2, 1965. Smith, v: Smith, Mayor Rogers NOES: (0) ABSENT: (0) Ordinance #58 Planning & Zonin R. C. Braden Ordinance No. 58 - AN 61RbINANCE REGULATING MECHANICAL PLAY DEVISES. Upon motion by Councilman Buchanan, seconded by Councilman Pezon- ella and unanimously carried, reading was waived and Ordinance No. 58 was introduced by the following vote: Ai'F�S ,(5), Councilmen Buchanan, Pezonella, C. NOES: (0)' ABSENT (,0) Mr. Norman Francisco, from t1h '"'d ence, went on record as protesting this move'by the Council and requested comments from the Council for their reasons for introducing this Ordinance. General . ;discussion followed ;witb the Council pointing out that it public hearing ;was held'at "the last'Council meeting and the only comments from the audience were favorable to the ordinance. Mrs. Gladeen LeBoeuf,ques,tioned the possibility of having more extensive advance p:ublication'of proposed ordinances. Mr. David Sabsay, Sonoma County Librarian, was introduced by Mayor Rogers..;City Manager Callinan outlined the previous efforts by the City to obtain Library facilities in Rohnert Park and then turned the floor over to Mr. Sabsay. Mr. Sabsay' discussed -the .trend toward large area library facilities rather than small c1ty,.systems. The discussion centered mainly on regional branches of the County Library and what type of local services would be available to Rohnert Park. Use Permit vv erecti a fr- x 01 sign along East Cotati Avenue. City Manager Callinan recommended granting the use permit for a period of six months, at which time the applicant would have to request an extension or remove the sign. Page ..3 19 July 1965 Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, use permit was granted to R. C. Braden for a 4' x 8' sign along East Cotati Avenue for a period of three months, after which the applicant must reapply to the City Council for an extension. Robert Coppa Use Permit- 512 Ava Ave. - Accessory Structure. City Manager Callinan recommended that the "use permit be granted subject to the applicant working out the details with the Building Inspector regarding set backs and other requirements. Upon motion by Councilman Pezonella, seconded by Councilman V. Smith, use permit was granted to R. Coppa for an accessory structure with the stipulation that.the.work be done subject.to the approval of, and under the supervision of, the building. inspector. Smith ABSENT (0) Resolution #249 Resolution No. 2'4 - :A:RESOLUTION OF PROPOSED ANNEXATION TO THE CITY OF ROHNERT.RPARK SETTING TIME AND PLACE..rTOR HEARING THEREON IN PROCEEDINGS" -FOR ANNEXA"1IWN TO BE HELD-UNDER THE ANNEXATION OF UNINHABITED TERRITORY ACT OF 1939 ( ROHNERT PARK ANNEXATION NO. 3A - GOVERNMENT CODE 35310..1;.); Upon motion by Councilman Buchanan, seconded by Councilman C`. Smith and unanimously carried, said resolution was adopted. Hearing date was set for August 16, 1965. Trophy Mr. Glenn Butcher, President of the Chamber of Commerce introduced.Miss Rohnert Park, Linda Betts, who presented the first -place trophy.to the Council that was awarded to the best decorated car in the Sonoma -Marin Fair Parade in Petaluma on July 18, 1965. The Council extended their thanks to Miss Betts, Mr. Butcher and Mrs. Roberts for a job well done. City Manager's Report Project 1965 -1 City Manager Callinan reported that�the improvements were being installed in Project 1965 -1 and`that good progress was being made. Project 1965 -2 City Manager Callinan informed the Council that the sewer and water.,improvements onrthe west side of 101 are almost complete and assessment district proceedings should start at the next regular meeting >.,of the Council, August 2, 1965. High School City Manager Callinan announced that a tentative dinner meeting with the Petaluma School Board has been set for September 21, 1965. Page 4 19 July 1965 91B" Park City Manager Callinan advised the Council that a payment of $3300.00 covering the period July 24, 1965 to January 24, 1966 was due to the City of Rohnert Park Recreation Corporation on July 24, 1965. Upon motion by Councilman Pezonella, seconded by Councilman Buchanan and unanimously carried, payment of $3300.00 was authorized to the City of Rohnert Park Recreation Corporation. Chamber of City Manager Callinan reported that the Chamber of Commerce was Commerce now using the Council Chambers to hold their meetings. Mr. Callinan also reported that the Chamber was asking the County for a share of the cooperative advertising funds. C.C.C.C. City Manager Callinan advised the Council that the cancelled tour of Central California Communications Corp. would be rescheduled for Wednesday, August 11, 1965 if possible, and the Council would be so advised. The date was approved by the Council as being satisfactory.:' Recreation Fund City Manager Callinan requested authorization to refund a $5.00 donation to Mr. Jack Stretton..The::money was to be part of a1` community project to raise.- furls'',to-build the recreation center. The project did-not materialize.' Upon motion by.Councilman Buchanan, seconded by Councilman C. Smith and unanimously carried, authorization was given to refund $5.00 to.'Mr. Jack Stretton, thanking him for his interest and.willingness to contribute. City Attorney ,s Report Benicia Park City Attorney Maxwell reported that a meeting was being arranged Taxes between the:`.County Assessor, County Counsel, and Mr. Maxwell to discuss the matter of waiving the taxes on Benicia Park. Hardin Suit City Attorney Maxwell brought the Council up to date on the status of the Hardin Suit. Matters from Councilmen Cancer Film Councilman V. Smith requested that the City assume the obligation of paying custodial fees to the Jr. Sr. High School for a film showing from the Cancer Society being sponsored locally by the Rohnert Park Women's Assn. Upon motion by Councilman Buchanan, seconded by Councilman V. Smith and unanimously carried, the City will pay the Jr. Sr. High School the custodial fees incurred for the showing of the Cancer Society film. Page 5 Public Appearances 19 July 1965 Planning _ Mr. Ray Goff requested that the Council explain their reasons Commission for disbanding the Planning Commission and asked if the Council plans to reappoint and reactivate the Commission. Mr. Goff further stated that all the public opinion he has heard has been against the action taken. Councilman V. Smith, speaking on behalf of the Council, discussed the lack of authority of the Planning Commission; of complaints by applicants on time lags and double appearances; lack of quorums at Planning Commission meetings. Councilman V. Smith further pointed out that the Planning Commission Ordinance has not been rescinded. Mr. James Cronin stated that he resented the way in which the members were notified of the disbanding of the Planning Commission. Councilman C. Smith stated that he felt that an injustice had been done, but it was very unintentional, and requested that a joint meeting with the Planning Commission should be scheduled to go over the matter once again. Also participating from the audience were Mrs. G. LeBoeuf and Rev. H. Robinson. Adjournment There being no further business, the meeting was adjourned at 9:50 p.m. r City Clerk APPROVED:
