1965/08/02 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES 2 August 1965 The Council of the City of Rohnert Park'met this date in regular session at 8 :00 p.m. at the City Offices, 435 Southwest Blvd., Rohnert Park, with Mayor Rogers presiding. This regular session was preceded by a work session commencing at 7:30 p.m. No formal action was taken during the work session. Call to Order Mayor Rogers called the meeting to order. Roll Call Present: (4) Mayor. Rogers, Councilmen Pezonella, C. Smith, V. Smith. Absent: (1) Councilman Buchanan. (Councilman Buchanan arrived at 8:10 p.m. Time of arrival is noted in the minutes) Also Present: City Manager Callinan, City Attorney Maxwell. Minutes Upon motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously carried, the minutes of July 19, 1965 were approved as submitted. Bills Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, the bills, per the attached list, were approved for payment. Communications Communications, per the attached outline, were brought to the attention of the Council. No action was taken on any of the communications except as specifically noted in these minutes. Zoning Ordinance Mayor Rogers declared the public hearing' open on the proposed Zoning Ordinance. City Manager Callinan introduced Mr. Robert Nicholson and Mr. George Powell from the Sonoma County Planning Staff, and brought the Council up to date on the status of the proposed Zoning Ordinance. Mr. Nicholson introduced Mr. Powell as the staff representative from the Sonoma County Planning Commission who will work with the City on planning matters pertaining to Rohnert Park. Mr. Mitchell requested the trailer use be extended. to October 18, :19656 Upon motion by Councilman Buchanan, seconded by Councilman V. Smith, Mr. Mitchell was granted an extensinn ,int;l 18, 1965, to use the mobile-trailer as a temporary office. -V- Motion carried by the following vote: AYES: (4) Councilmen Buchanan, Pezonella, V. Smith Park Entrance Mr. Mitchell raised the question of moving the telephone "nerve Telephone Pole center" pole from the Park entrance intersection, for aesthetic reasons as well as the fact that telephone company trucks are parked there often and for-long periods. Mr. Mitchell stated that he did not feel that it would be his:responsibility to assume the cost of moving the pole. Page 3 Mr. Brown, Pacific Telephone Co. company should not have to bear 2 August 1965 stated that the telephone the cost of moving the pole. City Manager Callinan stated that the telephone company has not been as cooperative in this matter as they could be, and stressed the importance of moving the pole to the improved appearance of the entranceway. City Attorney Maxwell stated that the City may have the legal right to insist on selecting the location of the pole, however, he felt that the - telephone company should be willing to cooper-' ate. Mr. Lininger, Senior Engineer for Pacific Telephone Co. discussed the purpose of this particular pole, and the probable cost for moving it. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, City Attorney Maxwell was authorized to handle the matter with the telephone company legal staff, and Mayor Rogers was authorized to write to the telephone company stressing the aesthetic improvement, and the good public relations, and requesting their immediate action. Anderus J. Use Permit Application - Cement Batching Plant on Westerly Anderson Frontage Rd. - Mr. Anderus J. Anderson, represented by Mr. Thomas Cole, requested a use permit to use AP 143- 04 -10, which is on the westerly frontage road south of the Monument Works, for use as a cement batching plant. Mr. _Cole said that Mr. Anderson was willing and anxious to cooperate with the City in every way, and will adhere to all stipulations and controls in the use permit. Mr. Cole presented a drawing of the proposed facility which indicated trees would be planted around the property for aesthetic purposes and also to act as a buffer. Mr. Powell, County Planning staff, reviewed the application and the County staff recommendations. City Manager Callinan noted that the operation would provide a payroll of eleven employees and a retail sales tax base. Motion was made by Councilman Buchanan, seconded by Councilman V. Smith to approve the application subject to the recommenda- tions submitted by the County Planning Staff and also with the condition that the road from the Frontage Road to the operation be paved and the work area must also be paved.. County Planning Staff recommendations are on file in the City Offices. General discussion followed pointing out the lack of landscaping on other projects in the same area,.and the suggestion that the Industrial Development Committee of the Chamber of Commerce should approve the application prior to Council approval. Smith, seconded by Councilman Buchanan, the previous motion was amended to contain the stipulation that ,the landscaping be completed within 14 days after .the:•plant goes into operation. ABSENT: None City Manager's Report _animal Control City Manager Callinan discussed his memo to the Council regarding termination of the contract with the Humane Society for animal control and turning this program over to the Public Safety Department. An adjourned.meeting was scheduled with the Humane Society for Wednesday, August 4, 1965, at 8:00 p.m. Page 5 2 August 1965 Project 1965 -1 City Manager Callinan reported that Project 1965 -1 - Entrance Improvements - would be completed within 60 days and that Texaco Co. had paid off its assessment for this project and bonds were ordered for the balance of the assessments. Commerce Blvd. City Manager Callinan stated that the Commerce Blvd. proposal would not be ready to be submitted to the Council for a few more days. Personnel City Manager Callinan recommended that permanent status be given to probationary employees, Chief Koch and Officer Peters. Upon motion by Councilman C. Smith, seconded by Councilman V. Smith and unanimously carried, Bradley W. Koch and Raymond A. Peters were appointed to permanent employee status effective August 1, 1965. Schools City Manager Callinan stated that a meeting has been scheduled for August 18, 1965, with Cotati and Bellevue School Boards as guests of the Council, to discuss the school boundary problem in Neighborhood "E". Mr. Callinan stated that Community support would be very welcome at this meeting. Personnel City Manager Callinan requested permission to take one week of his vacation the week of August 9 through August 15, and that Mr. Wiggins be appointed City Manager pro -tem. Upon motion by Councilman Pezonella, seconded by Councilman Buchanan and unanimously carried, Mr. C. A. Wiggins was appointed City Manager pro -tem during the vacation of City Manager Callinan, the week of August 9 - August 15. City Attorney's Report Hardin Suit City Attorney Maxwell Hardin suit. Matters from Councilmen advised the Council of the status of the Chamber Mayor Rogers commended the Industrial Development Committee of Industrial Dev. the Chamber of Commerce for the excellent presentation to the Committee Board of Supervisors requesting funds. P. Golis Mr. Golis requested a Council hearing on his request for a driveway east of the bridge on the entrance road. The matter was scheduled for the next meeting and City staff was requested to check with Sonoma County Flood Control before that time. Audit City Manager Callinan advised the Council that the 1964 -65 Audit has been completed and that the reports will be in soon.
