1965/11/15 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES November 15, 1965 The Council of the City of Rohnert Park met this date in regular session at 8:00 P.M. at the City Offices, 435 Southwest Boulevard, Rohnert Park with Mayor Rogers presiding. This regular meet - ing was preceded by a work session which commenced at 7:30 P.M. but at which no formal action was taken. Call to Order Mayor Rogers called the regular meeting to order and led the pledge of allegiance. Roll Call Present: (4) Mayor Rogers, Councilmen Pezonella, C. Smith and V. Smith Absent: (1) Councilman Buchanan Councilman Buchanan arrived at approximaItely 9:'OO P`.M. His arrival point is noted in the minutes. Also present: City Manager Callinan, City Attorney Maxwell, . and George Powell from the Sonoma County Planning Staff. Approval of Upon motion by Coun.cilman.C. Smith, seconded by Minutes Councilman Pezonella and unanimously approved, the minutes- of November 1, 1965 were approved as submitted. Bills for Upon motion by Councilman Pezonella, seconded by Approval Councilman V. Smith and unanimously approved, the bills, per`at'tached list, were approved for pay- ment. Communications Communications, per the attached outline, were brought to the attention of the Council. No action was taken on any of the communications except as specifically noted in these minutes. U.S. Armed Forces The resolution from the City of San Mateo, sup - in Viet Nam porting this country's Armed Forces in Viet Nam was read. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously approved, the Council requested that a similar resolution be prepared, stating their support for the U.S. Armed Forces in Viet Nam and that it be scheduled for adoption at the next regular meeting of the Council. Annexation 3 -A The letter from the Sonoma County Local Agency Formation Commission concerning Annexation 3 -A whi'eh included the Sonoma State College Site and rage --2- November 15, 1965 the Denson property was read. The letter advised that the County Counsel informed the LAFC that a further continuance on this annexation could not be granted and that the annexation must be resubmitted for approval. The Council decided to let`the matter rest and not resubmit the annexation at this time. The City Manager advised that he would so inform the College. :public Hearing Mayor Rd.gcrs declared the public hearing open on Annexation 3 -A Annexation 3 -A, Cotati High School Site. Cotati High School Site The City Manager reported that the situation was the same es :at the last meeting, i.e. the annexa- tier, agreement had still not been received from the school.: dish et..: ... Councilman V. Smith asked if anyone else had heard anything to substantiate the rumor that a land..wAtc,h mighty be: taking place. City Manager Callinan : 'stated: r..that .he­.had : talked with the school's architeot,:Mr :Reynolds, and Mr. Meyer earlier_ in the day and neither of them indicated that such was being'seriously considered. The Council expressed concerneover the fact that the school district had called for bids on the new high school without having an executed agree- ment for Gi.ty Services with .the City of'Rohnert Park. Mr. Callinan requested authorization to Call Mr. Meyer and ask him to attend this meeting to dis-I ss -the matter with the Council. "`' The Council agreed and discussion of the matter and hearing was deferred until later in the meeting. Mr. Powell, County Planning staff, stated that 8--B, Lot 10 the plot plan complied with the proposed zoning ordinance and he would recommend the granting of a use permit. Upon notion by Councilman V. Chamber of Commerce Mr. William Moore, representing the Rohnert Park Industrial Develop- Chamber of Co mmerce,,appearbd and presented the ment Committee ' advertising package':that had been developed by the Industrial Development Committee of the Chamber: of Commerce'. Councilman V.�_Smith moved that the Council ex- tend its commendations for -the efforts of the Industrial Development Committee by resolution. The motion was seconded by Councilman Buchanan and unanimously approved and the City Attorney requested to prepare said resolution for adoption at the next regular Council meeting. City Manager's Report Project 1965-1 ,= City Manager Callinan advised that Mr. Hudis is Entrance•Road in the process of making final inspection after which a final check list will be sent to Arthur Inc. Project 1965-2 City Manager Callinan advised that the documents Westerly Frontage prepared for execution by the property owners Road Area :4relative to the transferring of title and author- izing payment to.- Argonaut Constructors, had not been returned as­yet. Project 1965 -3 City Manager Callinan advised that the necessary Commerce Blvd. 'deeds have all been received and that Mr. Hudis is preparing the'plans and specifications. Ordinance No. 63 Zoning Qrdinane" Mr. Callinan advised that the proposed zoning = 'ordVna.ce was still in the process of being re- typed. Ordinance No. 62 Mr. Callinan advised that the public hearing on the ordinance adopting the Uniform Heating and Comfort Cooling Code had 'beets.. -set' f6r December 69 1965, the next regular meeting of the Council.' Check from Sting The City Manager informed the Council that Rays Councilman Buchanan had forwarded a check he had received from the Sting Rays which`repreYsen:ted' payment in full for a starting gun, stop watches and AAU dues paid for by the City during the last fiscal year. The Council commended the Sting Rays for their action and authorized the City Manager to transfer title to the property to the Sting Rays. Congress for The City Manager reminded the Council of the Community Congress and advised that three members of the ProgN,roess staff, i.e., Mr. Wiggins, Chief Koch and himself, were on the panels. Mayors' and City Manager Callinan remined the Council of the Councilmen's Assn. meeting of the Sonoma County Mayors' and Council- men's Association in:Hoaldsburg on November 18, 1965. Page _6_ November 15, 1965 Expense and Budget City Manager Callinan commented on the expense and Conpairson budget comparison presented to the Council for the period ended October 31, 1965. City Attorney.'s Report Hardin Suit City Attorney Maxwell gave a report on the status of the Hardin Law Suit. Free Planting.
