1966/01/10 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES January 10, 1966 The Council of the City of Rohnert Park met this date in an adjourned session at 8 :30 P.M. in the City OfficCs, 435 Southwest Boulevard, Rohnert Park, California with Mayor Rogers presiding. Roll Call Present: (4) Mayor Rogers, Councilmen Pezonella, C. Smith and V. Smith Absent: (1) Councilman Buchanan City Staff Present: City Manager Callinan, City Attorney Maxwell April 166 A discussion was held concerning placing measures Municipal on the April 1966 ballot, which if successful, Election would make the City Clerk and City Treasurer positions appointive rather than elective. Upon motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously approved, the City Attorney was directed to prepare the necessary resolutions to place the measures on the ballot which would make the positions of City Clerk and City Treasurer appointive. Departure of City Attorney Maxwell left the meeting at this City Attorney point. City Insurance A discussion and work session was held concerning the City's insurance coverage. Participating in the discussion with the Council was Tom Feeney of the Feeney Insurance Agency, Howard Day and Mr. Don W. Allison, the field supervisor, for the Traveler's Insurance Companies. Some points covered in the discussion were the advisability of having all the City's insurance expire on the same date each year; advisability of having one company write all City insurance; advisability of having one company write the City's liability insurance and another company writing the City's fire and extended coverage, etc. insurance. The Council reviewed the proposal submitted by the Traveler's Insurance Companies and also re- viewed the premium charges by General Insurance Company of America for the coverage that they have provided to date. Mr. Feeney was requested to submit additional in- formation concerning premium to be charged for the year beginning February 19, 1966 as well as an indication of the surcharges that might be imposed t�.t7 January 109 1966 if the City terminates the existing policies. Traveler's Insurance Companies was requested to submit a quote based upon a non- aduitable policy. The discussion was closed with the understanding that a work session would be held prior to the next City Council meeting to discuss this matter further. League Meeting Upon motion by Councilman Pezonella, seconded by Councilman Vern Smith and unanimously approved, City Manager Callinan was authorized to attend the League of California Cities, City Manager's Department, Spring Meeting scheduled for February 23 -25, 1966 in Coronada. Mardi -Gras City Manager Callinan reported to the Council on the action taken relative to the "Mardi- Gras" houses on Bruce Avenue. He reviewed his letter dated December 21, 1965 which was sent to American Savings and Loan Association, Rohnert Park Realty and the State Department of Housing of Community Development, in which he advised that this City shall require inspection of all the Mardi -Gras on Bruce Avenue prior to permitting occupancy. Civil Defense City Manager Callinan reviewed the request received from the County and Cities Civil Defense Advisory Board requesting participation in the proposed County -City Two Meter Emergency Net. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously approved, City Manager Callinan was authorized to take necessary action to enable the City of Rohnert Park to participate in the proposed County -City Two Meter Emergency Net. Miscellaneous Brief discussiorB were held on the following sub- jects.. 1. Study being conducted by the Institute of Public Studies of Stanford University. 2. The Chamber of Commerce Annual Meeting to be held January 15, 1966. 3. The dedication of the new county buildings on January 15, 1966. 4. The January 13, 1966 meeting of the County Mayors' and Councilmen's Association to be held in Petaluma.
