The Council of the City of Rohnert Park met this date in
regular session at 8 :00 p.m. at the City Offices, 435
Southwest Blvd., Rohnert Park with Mayor Rogers presiding.
Call to Order Mayor Rogers called the meeting to order and led the pledge
of allegiance.
Roll Call Present: (4) Councilmen Pezonella., C. Smith, V. Smith,
Mayor Rogers
Late: (1) Councilman Buchanan. (Councilman Buchanan
arrived at 8 :15 p.m. Arrival time is noted
in the minutes)
Absent: (0)
Staff Present: .City Manager Callinan, .City Attorney Maxwell,
George Powell from the Sonoma County Planning
Staff, and Attorney Richard Raymond of the
firm of Wilson, 'Jones, Morton & Lynch.
Minutes
Upon motion by Councilman Pezonella, seconded by Councilman
V. Smith and unanimously carried the minutes of March 7,
1966 were a,,Dproved as submitted.
Bills
Upon motion by Councilman C. Smith, seconded by Councilman
Pezonella and unanimously carried, the bills, per the
attached list, were approved for payment.
CoiA;munications
Communications, per the attached outline, were brought to
the attention of the Council by City Manager Callinan. No
action was taken on any of the communications except as
specifically noted in these minutes.
Councilman Buchanan arrived at this point in the meeting -
8 :15 p.m.
Supervisor
Mayor Rogers introduced Sonoma County Board of Supervisors
Shoemaker
member, Leigh Shoemaker.
Public Hearing
Mayor Rogers declared the public hearing open on Annexation
Annexation 3 -A
3 -A - High School Site on Snyder Lane. Mayor Rogers stated
that he felt that the issue of the name of the high school
was being satisfactorily resolved and suggested that the
City proceed with working out the arrangements for providing
services to the high school.
Upon motion by Councilman V. Smith, seconded by Councilman
Buchanan, the staff was authorized to commence discussions
with the school staff regarding the financial aspects of
the annexation and to present the results to the Council at
the next meeting. Motion carried by the following vote:

There being no further discussion, the hearing was continued
until the next regular Council meeting.
Planning and Zoning Matters
Codding & Hilliard Mayor Rogers introduced Mr. Hugh Codding and Mr. Herb
Hilliard. Fir. Codding thanked the Council for the invita-
tion to attend the meeting and said that he would be glad
to answer any questions from the Council regarding his
development plans in this area.
E. Laizure Use Permit Application.- Home Occupation - 315 Alden Avenue
Upon motion by Councilman Buchanan, seconded by Councilman
C. Smith and unanimously carried, a use permit to conduct
a termite control business from his home was granted to Mr.
Laizure subject to the following conditions:
1. That the applicant shall agree in writing to all the
conditions in Sections 13 -101 through 13 -111 in the City
Zoning Ordinance.
2. That the use per)-.it shall be subject to revocation
if complaints are received from any nearby residents
concerning the home occupation.
3. That the use permit shall be subject to revocation
should any condition of the use permit be violated.
4. That the permit is subject to the City Council's
review at the end of one year.
5• The applicant must comply with all City fire, health
and safety regulations.
Proposed Amendment Mr. Powell of the County Planning Staff discussed the advisa --
Zoning Ordinance bility of amending the zoning ordinance relating to.parking
in rear yard set backs in R -M and P -A districts. Participat-
ing in the discussion in addition to the Council were Mr.
Maxwell and City Manager Callinan.
Upon motion by Councilman Pezonella, seconded by Councilman
Buchanan and unanimously carried, City Attorney Maxwell was
directed to prepare an ordinance amending the zoning ordin-
ance in regard to rear yard parking as suggested by Mr.
Powell.
Recess Mayor Rogers recessed the City Council meeting at approxi-
mately 9:00 p.m.

Reconvene Mayor Rogers called the recessed meeting of the City Council
to order at approximately 9 :15 p.m.
Ordinance #66 Ordinance No. 66 - AN ORDINANCE ESTABLISHING A PERSONNEL
SYSTEM FOR THE CITY OF RCHNERT PARK AND R112EALING ALL
ORDINANCES AND PARTS OF ORDINANCES INCONSISTENT THEREWITH.
Discussion was held on the proposed ordinance. City Attorney
Maxwell advised the Council that under this type of ordinance
that certain changes which might be desired in the future
would have to be approved by 2/3 of the electorate. He
agreed that city employees have the right to know where they
stand, and suggested that the City Manager establish a set
of personnel rules and regulations with Council approval to
become city policy in liew of a personnel ordinance.
The Council requested City Manager Callinan to submit a set
of personnel rules and regulations for Council consideration
at the next regular Council meeting.
Resolution # 328 Resolution No. 328 - A RESOLUTION AUTHORIZING THE MAYOR TO
EXECUTE AN APPLICATION FOR FEDERAL GRANT FOR SEWAGE TREAT-
MENT WORKS.
Upon motion by Councilman V. Smith, seconded by Councilman
Buchanan and unanimously carried, reading was waived and
Resolution No. 328 was adopted.
Project 1965 -3 - A staff report was given regarding Project 1965 -3 by City
Commerce Blvd. Manager Callinan and City Engineer Milt Hudis.
Extension
Recreation Commission City Manager Callinan advised the Council that the Recreation
Commission had made a request that the Council authorize the
transfer of some of the funds from the Alicia Park Capital
Improvement budget to the Benecia Park Capital Improvement
budget to enable the installation of a sprinkler system in
Benecia Park in the area between the ball diamond and the
swimming pool. Discussion was held regarding the amount of
money that would be required, and how and when the funds
would be returned to the Alicia Park budget.
Upon motion by Councilman Pezonella, seconded by Councilman
C. Smith, the Council authorized transfer of $1300 to install
the sprinkler system and lawn in Benecia Park as requested
by the Recreation Commission.
Councilman Buchanan requested that the motion make provision
for the return of the funds. City Manager Callinan stated
that the new budget could be adjusted to cover the needs of
both parks. Councilman Pezonella requested that the motion
reflect the return of the funds. Councilman C. Smith with -
drew his second to the above motion.
Upon motion by Councilman Pezonella, seconded by Councilman
Buchanan, the Council authorized the transfer of sufficient

funds to install the sprinkler system in Benecia Park to
a maximum of $1300 with provisions that these funds be re-
allocated to the Alicia Park Capital Improvement budget in
the future. Motion carried by the following vote:
AYES: Councilmen Buchanan, Pezonella, C. Smith, V.
Smith.
NOES: Mayor Rogers

Recreation Com-
City Manager Callinan also relayed the Recreation Commission:
mission vacancy
recommendation concerning appointments to fill Commission
vacancies. City Manager Callinan was requested to set up
a work session sometime in April for the Council and the
Recreation Commission to discuss this and other matters of
mutual concern.
City Manager's Report
Budget Comparison
City Manager Callinan submitted the Expense and Budget
Comparison Report - Year to Date - February 28, 1966.
Student Housing
City Manager Callinan discussed the importance of ,Student
Housing to the City and advised the Council that plans have
already been submitted for a student 'lousing complex. In
order to become more familiar with the problems encourntered
in this type of development, Mr. Callinan requested author -
ization for himself and Building Inspector Barnhart to visit
the college campus at Santa Barbara to study the good and
bad housing facilities there. Mr. Callinan also recommended
that as many Councilmen as could, should also try to make

this trip.
Upon motion by Councilman V. Smith, seconded by Councilman
Buchanan and unanimously carried, City Manager Callinan,
Building Inspector Barnhart, and any Councilmen desiring to
do so were authorized to make a one day trip to Santa
Barbara to study student housing facilities.
City Attorney's Report
Hardin Suit
City Attorney Maxwell advised the Council that there was no
change in the status of the Hardin Suit.
Matters from Councilmen
College Access Roads
Mayor Rogers discussed recent meetings regarding access roads
to Sonoma State College, and the presentation to be made to
the Board of Supervisors the following day by College and
Chamber officials requesting that special consideration be
given to Sonoma State Expressway so that Sonoma State College
can have an access road by September. Participating in the
discussion with the Council were City Manager Callinan,
Supervisor Shoemaker,
Mr. Hudis, Mr. Golis and Dr. Cord.

Upon motion by Councilman V. Smith, seconded by Councilman
C. Smith and unani ously carried, Mayor Rogers was author-
ized to represent the City at the presentation to the Board
of Supervisors and was requested to assume a flexible
attitude based on the type of presentations made.
Adjournment There being no further business the meeting adjourned at
10:10 P.M.
