Park met this date in regular session at 8:00 p.m. in the City;Offices, 435 Southwest Blvd., Rohnert Park, with Mayor Rogers presiding. Call to Order Mayor Rogers called. the meeting to order and led the pledge of allegiance. Roll.Call Present -: (4) Councilman Pezonella, C.. Smith',. V. Smith and unanimously carried the minutes of March 21, 1966 were approved as submitted. No action was taken on any.of the communications except as specifically noted in these minutes. - Resolution #331 Mr. Callinan read a,letter of resignation from Recreation Commissioner Sid Dulberg. The Council accepted the resignation with regret. A letter from the Division of Highways to the City of Cotati concerning the entrance road area was read. Mr. Callinan was authorized to sche,du'le a me`et�:n9 with representatives of the Cotati City Council to discuss the possibility of a joint program regarding installation of a sidewalk on the entrance road to Rohnert Park. Mr. Callinan rdad a letter from the 'Novato City Council regarding the re- allocation of the San Francisco "freeway funds" to U. S. Highway 101 for thefdevelopment of full freeway standards from San Francisco to the Oregon border. Resolution No. 331 -A. RESOLUTION OF THE.ICOUNCIL OF THE CITY OF ROHNERT PARK URGING THAT U.S. HIGHWAY'101 BE INCLUDED IN THE INTERSTATE SYSTEM OF FEDERAL HIGHWAYS.AND FEDERAL FUNDS ALLOCATED TO SAN FRANCISCO BE DIVERTED TO.ITS IMPROVEMENT. Page 2- . 4 April 1966 Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously carried, Resolution No. 331 was .,adopted by reference. Visitor Mayor Rogers introduced Mr. Brewster Ames as a welcomed visitor to the City Council meeting. Annexation 3 -A Mayor Rogers declared the public hearing open on Annexation 3 -A High School,Site -,on Snyder ,Lane® City Manager Callinan advised the Council that a proposal.for presentation to the school district had been drafted and that it will be gone over in detail with.City;Attorney.Maxwell -_and -will be presented to the Council for review and.discussion at the next Council meeting. No one from the public appeared to be heard on this matter. Upon motion:by Councilman V, Smith,.seconded by Councilman Pezonella a:gd:unanimously. ;carried, the matter and hearing was continued until April 11, 1966 at an adjourned meeting at 8:15 p.m. Planning and Zoning Matters First Baptist First Baptist Church - Use Permit Application - Church Complex..- Church Boris.Court - Mr. Powell, County Planning staff, recommended approval for the Use Permit, as all requirements have been met. Councilman. C. Smith initiated a discussion concerning the. proposed landscaping and pointed out that: there has been great difficulty -with lack of landscaping in the past and applicants not conforming to the conditions of the use permits. Councilman V. Smith moved, and Councilman Pezonella seconded, that.a use permit be granted for a church . complex nn Boris Court in accordance with the plot plan submitted: Motion carried by the following vote: AYES. Councilmen Pezonella, V. Smith, Mayor Rogers - NOES: Councilman C. Smith ABSENT: Councilman Buchanan Councilman C. Smith requested that the minutes reflect that his "No" vote was based on his feeling that without controls another bad situation could be created. General discussion was held on the lack of adherance to use permit conditions by industrial area occupants. City Manager Callinan was authorized to invite the industrial area firms to a Council meeting to discuss the lack of compliance with use permit con" diti.ons. City Attorney Maxwell advised the Council that the occupancy of the .premises is prohibited until landscaping is installed. Rohnert Park Participating in the. i d#cussion with the Council were Mr..Richard Norton, Sonoma County Flood Control, City Manager Callihan, Mr. Powell, and Mr..Hudis., The major channels as outlined in the proposed master plan were Copeland creek and Himebaugh creek, with Five creeks and Crane creek draining ivto Himebaugh. Upon motion by Councilman Buchanan, seconded by Councilman V. Smith and unanimously carried,. the major drainage plan for Rohnert Park as indicated'.on Sanoma'County Flood Control and Water Conservation, District drawing No..1- 4136 /000 -lol.1 was adopted as the master drainage plan for R.ohnert Park. County Rezoning Rezoning of par7cel'on East Cotati Avenue - Request from County for expression on re- zoning application by W. H. Appleton. A general discussion was held regarding the,zoning in the area of the College.'` Mr. Powell, City Manager Callnan, and the Council discussed the f easibility of forming a "Metro" committee com- priping representatives from the City, County and the. College to.. study,;.proposed land uses in. the College area. City Manager Callihan was directed to formulate the details and arrange for the possible formation of such a group. Upon motio.h by Councilman Buchanan, seconded by Councilman V. Smith'and'unanimously carried, the County was requested to deny Mr. Appleton's application without prejudice until .a land. use plan has been developed for the College area. College Student` College Student Housing — Reports were given by City Manager Housing Callitah"'-Mr. Powell, and Councilman Pezonella, on the recent trip to Santa Barbara'campus to look:at college student housing. The need for the preparation of standards of student housing was discussed. Mr. Lehmann, planner for Sonoma Campus Company, Inc. made a presentation of a proposed plan for a college student housing complex. Upon motion by Councilman Pezonella, seconded by Councilman Buchanan and unanimously carried,. approval was given to the general concept of the plan submitted and the staff was requested to initiate a rezoning of the area to RM- 1500 -P.D. City Manager:Ca:llinan'.stated` that-he felt that a crash program for student housing: was not necessary and would only pose prob- lems for the community irr the long run. He said that the City staff should be allowed ample time to review all planning pro- posals and would cooperate in any way possible if given such opportunity. NOES: (0) ABSENT: (0) Resolution #329 Resolution No. 329 - A RESOLUTION`DECLARING WEEDS GROWING UPON OR IN FRONT -OF 'CERTAIN PROPERTIES WITHIN THE CITY OF ROHNERT PARK TO BE A PUBLIC NUISANCE, DIRECTING THE CITY MANAGER TO POST NOTICE THEREOF, AND DETERMINING BEARING DATES AS REQUIRED BY SECTION 3 OF ORDINANCE NO. 27. _.._.._ . Upon motion by Councilman V. Smith, seconded by Councilman Buchanan and unanimously carried, reading was waived and Resolution_:No. 329 was adopted. Resolution #330 Resolution No. 330 - A RESOLUTION AUTHORIZING EXECUTION OF AMENDMENT TO LEASE AGREEMENT, CITY OF ROHNERT PARK, was read by Councilman V. Smith. Upon. motion:by Councilman V. Smith, seconded by Councilman Buchanan and unanimously carried, Resolution No. 330 was adopted. Access Roads Discussion was held regarding access roads to ,Sonoma State to College College. Mr. Harrington of the County Road Department was present and participated. City Manager Callinan read the .... ...... . resolution. adopted by tl,,e Board .of Supervisors pertaining to Sonoma State Expressway, and discussed the proposed agreement between the County -and the City regarding construction of the expressway and E. Cotati Avenue. Participating in the discussion with the Council were City Manager Callinan, Mr. Harrington, City Attorney,,Maxwell, and Mr. Hudis. Upon motion by Councilman Buchanan, seconded by Councilman Pezonella and unanimously carried, Mayor Rogers was authorized to execute the agreement entitled "Agreement for Improvement of Sonoma State Expressway and.East Cotati Avenue in Rohnert Park" on behalf.of the City. City Manager's Report Yoder Agreement City Manager Callinan discussed the proposed agreement with M. C. Yoder Associates for engineering services and study relative to the sewerage treatment.plant expansion. Page 5 4 April 1966 -- Upon, motion.; by CouncilmanV. Sm.th,'seconded by Councilman Buchnan and unanimously carried; the agreement was approved and Mayor Rogers was authorized.to execute the agreement on behalf of the City. Administrative - City .Manager Callinan::discussed the Administrative Policy Manual, Policy Policy No. 1, Personnel Rules and Regulations, which was presented to the Council. "Further 'discussion and action was scheduled for the adjourned meeting on.,April 11, 1966. Summer Recreation City Manager Callindn 'discussed the proposed Summer Recreation Program Program and submitted to the Council copies of the scheduled activities. Chief Koch appeared and discussed the Department of Public Safety _ .. Auxlryzs propesed youth program. The program is being con - ducted''as the "Park Athletic League" by regular and volunteer members of the Department of Public Safety and other qualified personnel. The Council expressed approval of the program and commended the department personnel and Tom West, Dave Mills, and Phil Peterson for their participation in the program. Upon motion by Councilman Pezonella, seconded by Councilman V. Smith and unanimously carried, the Council authorized the engineering of Snyder Lane, including plans and specifications for the road and design of necessary bridges. City Attorney's Report Hardin Suit City Attorney Maxwell advised the Council of the status of the Hardin suit. Wilfred Grade City Attorney Maxwell reported to the Council on the P.U.C. order Crossing and advised that the railroad is to go ahead with the installation of the safety devices at the Wilfred Grade crossing and to bill the City for same when installed. He further advised that the City has to improve the approaches to the grade crossing. He suggested that an assessment district be formed to raise the necessary revenue. League City Attorney Maxwell reported to the Council on his recent trip Conference to Palm Springs to attend the League of California Cities City Attorney conference: Recess Mayor Rogers recessed the meeting of the City Council at 10:40 pm.
