1966/04/11 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES 1 1 , April 1966 The Council of the City of Rohnert Park met this date in an adjourned session at 8:30 P.M. at the City Offices, 435 Southwest Boulevard, Rohnert Park with Mayor Rogers presiding. Call to Order Mayor Rogers called the meeting to order. Roll Call Present: (5) Mayor Rogers, Councilmen Buchanan, Pezonella, C..Smith and V. Smith Absent: (0) Staff present: City Manager Callinan, City Attorney Maxwell Minutes Approval Upon motion by Councilman Buchanan, seconded by Councilman V. Smith and unanimously carried, the minutes of April 49 1966 were approved as sub- mitted. Public Hearing Mayor Rogers declared the public hearing open on Annexation 3 -A Annexation 3 -A, High School Site on Snyder Lane. City Manager Callinan reviewed a draft of a pro- posed agreement for providing sewer, water ser- vice and other services to the high schbOl site. City Attorney Maxwell advised the Council that he had studied the draft of the agreement and found it to be in order. Upon motion by Councilman V. Smith, seconded by Councilman C. Smith and unanimously approved, the staff was directed to have a draft of the agreement forwarded to the Petaluma Board of Education for consideration at their meeting Tuesday, April 5, 1966. A brief discussion followed. Participating, in addition to the Council, was Mr. James Cronin, Alma Avenue resident. There being no one else desiring to be heard and no communications, Mayor Rogers continued the public hearing to April 18, 1966 at 8:00 P.M. Recess Mayor Rogers declared a 10 minute recess at 8:55 P.M. Reconvene Mayor Rogers reconvened the meeting at 9:00 P.M. Adjourned Meeting Upon motion by Councilman V. Smith, seconded by Councilman Buchanan and unanimously approved, this meeting will adjourn to Monday, April 18, 1966 at 8:00 P.M. Page -2- April. 1 1966 Recreation Matters Sebastopol Serpents Sea 01- ty Manager r -.l l roan advised the Council that a request had been received from the Sebastopol Sea Serpents for use of Benecia Pool three hours per week from now to May 27, 1966 for a rental fee of $100.00. Mr. Callinan informed the Council that approval had been recommended by the Recreation Commission. Upon motion by Councilman C. Smith, seconded by Councilman V. Smith and unanimously carried, the Sea Serpents were granted use of Benecia Pool Monday, Wednesday, and Friday from 5o00PM to 6a00PM from April 13th through May 27, 1966 for a $100.00 rental fee which will be applied to the Sung Ray Swim Team account to offset the operating costs for February and March which will be billed to the Sting Rays, Pool Rates City Manager Callinan submitted a financial statement of the swimming pools operation during 1965 and his recommendation for 1966 swimming pool rates. A general discussion was held regarding pool rates for the 1966 season. City Manager Callinan stated that the Recreation Commission had recom- mended that the 1`966 pool rates be the same as they were in 1965. Councilman V. Smith suggested that a study be made of the rates charged for pool rental to groups who use the pools at specific times on a continuing basis, and also felt that the con- cessions should make a higher profit. Councilman C. Smith suggested publication and promotion of the $36.00 family season rate rather than raising the family rate. The matter was deferred until a future meeting to enable the Council members to feel the pulse of the community concerning the swimming pool rates. Pay Rate Schedule City Manager Callinan submitted and discussed his recommended pay rate schedule for 1966 summer employees. (A copy is attached to the original set of minutes). He advised the Council that the Recreation Commission had recommended approval of the rates proposed for recreation and pool employees. Upon motion by Councilman V. Smith, seconded by Councilman Pezonella and unanimously approved, Page -3- April 11, 1966 approval was given to the pay rate schedule, as presented by City Manager Callinan, for the summer employment program. City Manager's Report Administrative A brief discussion was held on the City Manager's Policy Administrative Policy Manual, Policy No. 1, Personnel Rules and Regulations presented by City Manager Callinan. Upon motion by Councilman V. Smith, seconded by Councilman Buchanan and unanimously carried, City Manager Administrative Policy Manual, Policy No. 1, Personnel Rules and Regulations was approved. 1965 -66 Audit City Manager Callinan discussed the 1965 -66 audit and recommened that Fitzpatrick and Poulson be engaged for the audit again and that they also be authorized to prepare City property and equipment records. Upon motion by Councilman Buchanan, seconded by Councilman V. Smith and unanimously carried, City Manager Callinan was authorized to engage the firm of Fitzpatrick and Poulson to conduct the 1965 -66 audit and to prepare property and equipment records for the City. Dictating City Manager Callinan requested authorization Machine to use surplus funds in the Public Safety Capital Improvements budget to purchase a dic- tating machine. Upon motion by Councilman C. Smith, seconded by Councilman Buchanan and unanimously carried, City Manager Callinan was authorized to purchase a dictating machine with the surplus funds in the Public Safety Capital Improvement 1965 -66 budget. Franchise City Manager Callinan informed the Council that Payments Pacific Gas and Electric Company had submitted their annual reports and franchise payments for gas and electricity operations to the City. Well No. 5 City Manager Callinan advised the Council that the new well will be ready to go to bid in the next few weeks. Adjournment There being no further business the meeting adiourned at 9030 P.M.
