Upon motion by Councilman V. Smith, seconded by Councilman
Rogers and unanimously approved, City Attorney Maxwell was
requested to prepare a resolution urging the restoration of
federal aid funds to California.

The Council of the City of Rohnert Park met this date in
regular.ses.sion ...,at,.8:00 p.m. at the City Offices „ 435 South-
west Blvd., Rohnert Park with Mayor C. Smith presiding.
Call to Order
Mayor C. Smith called the meeting to order.
Roll Call
present: (5) Mayor, -C. Smith, Councilmen Pezonella, Roberts,

Poppy Days
A presentation of a poppy was made to the City Council by
representatives of the American Legion Auxiliary. Mayor C.
Smith read a proclamation declaring May 27 and 28 to be
Poppy Days in Rohnert Park.
Executive
Councilman V. Smith reported on the matters discussed at the
Session
Executive Session, but at which no.formal action was taken.
Included in the matters diseizssed -were the Hardin law suit,
formation of a citizens committee`to study the annexation of
Sonoma State'College, and the appointment of the ex- officio
member of the Recreation Commission.
Recreation Commission
Upon motion by Councilman V. Smith, seconded by Councilman
ex- officio
Pezonella, and unanimously approved, Councilman Roberts was
appointed as the ex- officio member of the Recreation Commis-
Sion .
Minutes.
Upon motion by Councilman Pezonella, seconded by Councilman
Rogers, and unanimously approved, the minutes of April 18,
and the minutes of April 19, 1966 were approved as submitted.
Bills
Upon motion by Councilman Rogers, seconded by Councilman
Pezonella, and unanimously approved, the bills, per the
attached list, were approved for payment.
Communications
Communicationp, per the attached outline, were brought to the
attention of the Council. No action was taken on any of the
communications except as specifically noted in these minutes.
Federal. Highway
A letter from the League of California Cities was read relative
Funds
to the "Loss of Federal Aid Revenues for Highways ".
Upon motion by Councilman V. Smith, seconded by Councilman
Rogers and unanimously approved, City Attorney Maxwell was
requested to prepare a resolution urging the restoration of
federal aid funds to California.

Public Hearing Mayor C. 'smith declared the public hearing open on Annexation
Annexation 3 -A 3 -A, High School Site on Snyder Lane.
City K.anag ex- Calli'n'an advised the Council that the proposed
agreement .for services was still under consideration by the
High School District.
There being no cno desiring to be heard and no further dis-
cly sion,... the public hearing was continued until the next,
regular meeting.
Planning and Zoning Matters
;Car.,wash Carwash on Southwest $lyd....A discussion was held concerning
the application fora carwash use on Southwest Blvd. Parti-
cipating in ,.the discussion with the Council were City Manager
Callinan, City Attorney Maxwell, Mr. Powell, Sonoma County
Planning Staff,, and.Mr., Lieb, the applicant.
Upon mo.tion.by Councilman V. Smith, seconded by Councilman
Pezonella_.and unanimously carried., the matter was'tabled
until the owners of the land involved submit a final sub-
divis on.ma p -and a: development; plan for the area involved.
Navy Airfield Rezoning of Old Cotati Naval Auxiliary Airfield - Consider
making...r.ecommendation to Sonoma County Planning Commission.
Participating in a discussion with the Council were City
Manager Callnan, City Attorney Maxwell, and County Planning
staff'member''Powell.

that the zoning of the airstrip remain "All as any change at
this time would be premature: The City Attorney, City Mana-
ger and planning -'staff were requested to work together on the
preparation of the letter.
20130 Club 20130 Club - request authority to conduct firework sale at.,
c- sYioppirig center:
Upon 'motion by Councilman Pezonella, seconded by Councilman
Rogers and unanimously carried, the 20130 Club's request to
conduct ;a fireworks sale booth at the shopping center was
approved'subject ` to compliance with all appropriate regula-
tions.'
Rogers;- Davis Rogers Davis Sign for Manor Center. Mr. Powell reviewed
the type and contents of the sign for which a permit was re-
quested.
Councilman Pezonella`mov&d that approval be given for the
sign requested in `the`Ma -nor Center and a variance be granted
to permit the carved wooden signs to indentify each shop in
the center. Said motion was seconded by Councilman V. Smith

and approved by a voice vote with Councilman Rogers "abstain -
ing.
Councilman_ 'Rogers requested - -that the minutes indicate that he
abstained from participation in the discussion and vote on
this matter.
Appleton City Manager Callinan reported that the County Planning Com-
rezoning mission approved, subject to architectural control, the
Appleton - rezoning re,guest..:Mr. Callinan requested the Coun-
cil's feelings on purs.aing. the matter further with the County
Board of Supervisors-. .
Upon-motion by Councilman V..Smith, seconded by Councilman
Pezorie1la_andurianimously- approved, Mayor C. Smith was
authorized to write a lett.er -to each member of the Board of
Supervisors;and.to.:appear.at the-Board's hearing on the
Appleton rezoning,request.to. remind the Board of Supervisors
of the recent discussions had with this Council regarding the
need.for a general.;plan for t.he.College area.
Well #5 City Manager Callinan and Engineer Milt Hudis discussed the
bids received for the construction.of Well No. 5. Low bid
was made by Precision Drilling -C.o. in the amount of $$21,350.91.
Upon,motion by Councilman Rogers;.seconded by Councilman
Roberts and unanimously carried, the contract for the con-
struction of Well No. 5 was awarded to Prescision Drilling
Co. for the low bid of $21,350.91
Ordinance No. 68 Ordinance No. 68 - AN ORDINANCE PROVIDING FOR THE REGULATION
OF ALL SWIMMING POOLS, was read by Mr. Maxwell.
Upon motion.by Councilman Rogers, seconded by Councilman V.
Smith,iOrdinance No. 68 was introduced by the following roll
call voter

Rural Enterprises
Rural Enterprises, Inc. - Request for Approval of Lot Splits
City Manager Callinan and Mr. Powell, County Planning Staff,
discussed the proposed lot split with the Council and Mr.
Powoll..sugges,te_d approval of the plan as submitted.
Uponomotion -by Co uncilman.,Rogers, seconded by Councilman
Pezonella and unanimously carried, approval was given to
Rural Enterprises Inc. to split lots Nos. 51 6 and 7 in Sub-
division 19 -B in accordance with the plan submitted.
M. N..Finisy
M. N. Finisy Architect -;- Request for Architectural Approval
The Council reviewed the plans submitted by Mr. Finisy for a
proposed ;apartment - complex on Boris Court at Southwest Blvd.
Mr. Powel1,j, County Planning staff, stated that the plans com-
plied-with-;,the Cityls ,zoning regulations. A discussion was
held regarding guarantee of landscaping.

Upon motion by Councilman Rogers, seconded by Councilman
Roberts and unanimously approved, the Council granted archi-
tectural approval to the first stage of the development of
the entire project with the stipulation that a much more
detail-Tian for the landscaping be,.submitted and the land-
scaping must be installed before.00cupancy is permitted.
Mr. Powell leaving
Mr. George Powell advised the Council that he is leaving the
area_to assume the position.of Planning Director in...a South-
ern California City. The Council wished Mr. Powell every
success in his new location.
Chamber of
Mr. -James Harris, Rohnert Park Chamber of Commerce, appeared

and requested an allocation to the Chamber of $500 of the

C6uncilman V. Smith reviewed the activities conducted by the
Chamber.
Upon motion by Councilman Smith, seconded by Councilman Rogers
and unanimously carried, the Council approved the request
of the Chamber of Commerce and a $500 payment to the Chamber
waa authorized,
City•Manager's.Report
Sidewalks By use of a map, City Manager Callinan pointed out to the
Council the empty lots in the City not having sidewalks. He
advised the Council as to which lots he intends sending the
owners notices requesting the installation of sidewalks.
Upon motion by Councilman Rogers, seconded by Councilman V.
Smith and unanimously carried, the City staff was authorized
to proceed with the steps necessary to get the sidewalks in-
stalled.

Pool-Rates General discussion was held regarding the 1966 swimming
pool rates:. Participation with the Council were City Mana-
gers Callinan, Mr. Collins, Mrs. Keller, Mr. Hamann.
Upon motion by Councilman Rogers, seconded by Councilman
Roberts and unanimously approved, this meeting will be ad-
journed to May 9,1966 fora-combined meeting with the Re-

creation Commission to resolve the question of the swimming
pool rates.
Golf Course City Manager Callinan reported on the status of the Rohnert
Park Golf Course.an,d,his brief study concerning the possi-
bility of the City,taking over the Golf Course. Mr. Callinan
asked the Cour}cil il'they wanted him to pursue the matter.
Upon motion by Councilman Rogers, seconded by Councilman
Roberts and unanimously approved, City Manager Callinan was
authorized to actively pursue the matter of possible City
operation of the golf course.
City Manager Callinan discussed with the Council, the request
he had-from Councilman P "zonella to review the operation of
the Walla Walla Municipal Golf Course and also Mr. R. Steven -
son's offer to work with the City o.n ahe {% blf course
The Council accepted the offer:- :of'Mr. Stevens ^n to work with
the,City staff on the golf course matter. The Council also
requested that appropriate restraint be used in the taking
of trips to other areas.to..inspoct golf_.course operations.
Salary Survey City Manager Callinan requested Council authorization to
have the firm of Griffenhagen - Kroeger, Inc. update the
salary - .survey they made for the City last year.
Upon motion by Councilman Pezonella, seconded by Councilman
V. Smith and unanimously approved, the Council authorized en-
gaging Griffenhagen - Kroeger, Inc. to conduct a current
salary survey at a cost.not to exceed $300.
Flood Control City Manager Callinan advised the Council that he had received
the proposed agreement for execution by the City, Flood Con -
trol District, and property owners relative to Himebaugh
Creek improvements. Mr. Callinan indicated that he was go-
ing to meet with the developers and property owners involved
to discuss the agreement.

Expressway
City Attorney's Report
Hardin Law Suit
City Manager Callinan advised the Council that the Commerce
Blvd. improvements had been started by Argonaut Constructors
and that the project should.be completed ahead of schedule.
A general discussion was held on the possible construction
of Sonoma State Expressway.
City .Attorney Maxwell reported on'the status of the Hardin
Law Suit.

Exchange Bank
City Attorney Maxwell, advised the Council that official
action was needed b'y`'the Council to authorize the City
Safety Deposit box'at the Exchange Bank, Cotati, Calif.
and the City personnel to.have access to the box.
Upon motion by Councilman Rogers, seconded by Councilman
Roberts and unanimously carried, City Manager Callinan, City
Treasurer O'Neil, and City Clerk Sani were authorized to
have access to the Safety Deposit Box at the Exchange Bank,
Cotati.
Public Utilities
City Attorney. Maxwell advised the Council that a P.U.C.
Commission
hearing on the'Sonoiia State Expressway was scheduled for
June 15 and'June 16,`1966,'and that he would be working with
the County CQ.unsel!,s Office on the matter.
Recess
Mayor Smith dec'la'r4 &r recess at 10:15 p.m. in order to
convene the Rohnert Park Civic Commission
Reconvene
Mayor:Smit.h` reconvened the 'City Council meeting at 10:21 p.m.
'Matters from Councilmen
Parking on lots
Councilman Roberts discussed the parking of vehicles on em-
pty 'lots.. A general discussion followed concerning the park-
ing of. trucks, trailers, and.campers. City Manager Callinan
was requested to follow -up on I., situation.
Drainage
Councilman Roberts discussed the drainage problem created
wh'eri Young America began to build behind the houses on
Burton Avenue. Mssrs. Regusci and Mr. Amundsen, Burton Ave-
nue residents, were present and discussed their drainage
pr oblems with the Council.
-The: Council requested City Manager Callinan to follow -up on
the matter.
Library
Councilman Rogers discussed action that he had taken in
trying to obtain library facilities and service for Rohnert
Park:

City Manager Callinan discussed the League of California
Institute
Cities Mayors and Councilmen's Institute.
Upon motion by Councilman Smith, seconded by Councilman

xogers and unanimously carried, advances were authorized as
necessary for any Councilman attending the Mayors and Coun-
cilman's Institute. Councilman Pezonella and Roberts indi-
cated they were planning on attending the institute.
Public Appearances
Mr. Collins
Mr. Collins, Almond Avenue resident, raised the,possibility
of having yield signs at the shopping center exits. The
matter was turned over to staff for study and follow -up.

Mrs. Soto Mrs. Soto., Bonnie Avenue resident, raised the matter of cars
parked on the streets for excessive periods. She referred
to a car parked on Bonnie Avenue near Blair Avenue. The
matter was referred to staff for follow -up.
Mrs. Keller Mrs. Keller resident, questioned the Council on the recent
hiring of the pool managers. A brief discussion was held
with members of the City Council, City Manager Calli.nan,
City Attorney Maxwell, and Mrs. Keller participating.
Adjournment There being no further husiness the meeting was adjourned
at 10:55 p.m. until Monday, May 9, 1966 at 8 :00 p.m.
